SUBJECT:2018 COUNCIL & STANDING COMMITTEE SCHEDULE

RECOMMENDATION:
That the 2018Meeting Schedule, as attached to Finance and Corporate Services
Committee report FCS-17-172, be approved as the 2018 schedule of Council and
Standing Committee meetings.
BACKGROUND:
Annually, Council adopts a schedule of Council and Standing Committee meetings for
the following year. The schedule ensures at a minimum, a five week break during the
summer and that no meetings are scheduled during March Break or in the same weeks
as the annual general meetings of the Federation of Canadian Municipalities (FCM) and
the Association of Municipalities of Ontario (AMO).
REPORT:
Attached hereto as Appendix ‘A’ is a copy of the proposed 2018 meeting schedule.
Similar to the 2017 schedule, the Public Budget Session is proposed to take place on its
own dedicated night, January 15, 2018.Doing so has been well-received by the public
who welcome the ability to comment on the proposed budget, whichstrongly supports
the City’s commitment to community engagement and open decision-making. Where
possible, the 2018 schedule was designed to afford a one week break between
Standing Committee and Council meetingsto provide Council with additional time to
consider agenda items and connect with constituents on matters of public interest, while
also providing an opportunity for staff to gather further information when requested by
Council.

Finally, because 2018 is an election year, theschedule limits the number of meetings
after Nomination Day in order to minimize exposure to restrictions on a Councilas
outlined in Section 275, Restricted Acts After Nomination Day,Municipal Act, 2001,but
will still allow for one cycle of Standing Committee and Council meetings in order to
attend to Council business. As in previous election years, no meetings will be
scheduled forthe month of October leadingto Election Day.For these reasons, while
staff hasaimedto prepare a schedule that fully alignswith the Region’s, that has not
been possible in all cases.

COMMUNITY ENGAGEMENT:
INFORM –This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.The schedule will be posted on-line as part
of the corporate calendar.
CONSULT –Input and feedback on the draft meeting schedule was received from staff
in Planning, Engineering and Financial Planning as well as the Region of Waterloo. The
approved schedule will be sent to Roger’s Cable to facilitate the selection ofthe
televised Council meeting dates.
