Ioannidis - Chair Mayor B. Vrbanovic and, Councillors S. Davey, F. Etherington, K. Galloway-Sealock, J. Gazzola, Y. Fernandes, S. Marsh and D. Schnider. Staff: D. INS-17-069 - NAMING OF TWO COMMUNITY PARKS The Committee considered Infrastructure Services Department report INS-17-069, dated October 16, 2017 recommending approval of the naming of two community parks conveyed to the City through Draft Approved Plan of Subdivision 30T-08201. Councillor K. Galloway-Sealock requested that Report INS-17-069 be forwarded to the School Boards, as they are in the process of considering naming a new school and the report may provide some options for consideration. On motion by Councillor K. Galloway-Sealock - it was resolved: That the community park at 269 Seabrook Drive, conveyed to the City through Draft Approved Plan of Subdivision 30T-08201, as outlined in Infrastructure Services Department report INS-17-069, be named Hewitt Park; and further, That the heritage green referred to as Block 11, conveyed to the City through Draft Approved Plan of Subdivision 30T-08201, be named Ferguson Heritage Green 2. CSD-17-095 - NEIGHBOURHOOD MATCHING GRANT REVISIONS The Committee considered Community Services Department report CSD-17-095, dated October 16, 2017 recommending approval of the revised Neighbourhood Matching Grant guidelines and requesting the City to authorize execution of agreements pertaining to Neighbourhood Matching Grants and Placemaking Challenge Grants. Ms. C. Kozlowski and Messrs. J. Joseph and D. Kropf were in attendance and responded to questions from the Committee. On motion by Councillor S. Marsh - it was resolved: That the revised Neighbourhood Matching Grant guidelines, attached to Community Services Department report CSD-17-095 be approved; and, agreements with recipients pertaining to Neighbourhood Matching Grants; said agreements to be to the satisfaction of the City Solicitor; and further, COMMUNITY &INFRASTRUCTURE SERVICES COMMITTEEMINUTES OCTOBER 30, 2017 - 54 - CITY OF KITCHENER 2. CSD-17-095 - NEIGHBOURHOOD MATCHING GRANT REVISIONS ( agreements with recipients pertaining to Placemaking Challenge Grants; said agreements to be to the satisfaction of the City Solicitor 3. CSD-17-094 - BREAKING THE SILENCE ON HIDDEN VIOLENCE The Committee considered Community Services Department report CSD-17-094, dated October 11, 2017 recommending endorsement of the report entitled Breaking the Silence on Hidden Violence: Addressing Hate Crime and Violence Against the LGBTQ Community in Waterloo Region, prepared by the Waterloo Region Crime Prevention Council. Ms. Juanita Metzger, Waterloo Region Crime Prevention Council, provided an overview of the Report, noting the Region of Waterloo and City of Waterloo have already provided their endorsement of the Report. She further advised the Safe and Healthy Advisory Committee have also been consulted on the Report and have included items on their Committee Work Plan to address hate crimes and violence against the LGBTQ Community. On motion by Councillor D. Schnider - it was resolved: That the report entitled Breaking the Silence on Hidden Violence: Addressing Hate Crime and Violence Against the LGBTQ Community in Waterloo Region attached in Community Services Department report CSD-17-0 4. INS-17-079 - COMMUNITY GARDEN PROGRAM The Committee considered Infrastructure Services Department report INS-17-079, dated October 12, 2017 recommending approval of the updated Community Garden Program. Ms. Y. Westerveld Cardoso presented the Report and responded to questions from the Committee. Ms. Carol Popovic, Public Health Region of Waterloo, addressed the Committee in support of the staff recommendation, noting the Region of Waterloo Public Health and Emergency Services recognizes community gardens have a role in chronic disease prevention and placemaking within neighborhoods. Councillor S. Marsh left the meeting at this time. The following motion was then voted on and Carried Unanimously on a recorded vote. Councillors S. Marsh, Z. Janecki and P. Singh were absent and accordingly did not vote. On motion by Councillor D. Schnider - it was resolved: That the Community Garden Program, as outlined in Infrastructure Services Department report INS-17-079 be approved; and, -525) be rescinded and Report INS-17-079; and, That the Deputy Chief Administrative Officers be authorized to execute agreements with the satisfaction of the City Solicitor; and further; That staff be directed to implement and fund insurance coverage for new and existing community gardeners who have been permitted to have a community garden plot on city-owned land COMMUNITY &INFRASTRUCTURE SERVICES COMMITTEEMINUTES OCTOBER 30, 2017 - 55 - CITY OF KITCHENER 5. CSD-17-091 - KITCHENER GROWTH MANAGEMENT PLAN (KGMP) 2017-2019+ The Committee considered Community Services Department report CSD-17-091, dated October 10, 2017 recommending approval of the Kitchener Growth Management Plan (KGMP) Fall 2017 to Fall 2019+. In addition, the Committee was in receipt this date of amended recommendation related to Parcel ID#147 being recommended for Priority B status. Councillor J. Gazzola left the meeting at this time. Councillor S. Marsh re-entered the meeting at this time. Ms. N. Goss presented the Report noting staff, in consultation with the delegation registered this date, are proposing an amendment to the KGMP to add a new Parcel ID# 147, as outlined s 4-28 of the agenda and identify it with Priority B status. Ms. Andrea Sinclair, MHBC Planning, was in attendance on behalf of Activa Holdings Inc. in support of the amendment regarding Parcel ID# 147. She requested a further amendment to the KGMP to update a statement regarding Parcel ID# 122 to replace the information currently listed regarding sanitary servicing to note that a sanitary servicing solution has now been identified. She further requested that consideration be given to coordinating the proposed infrastructure improvements for Fischer Hallman Road all identified currently between 2019 and 2023 to complete work concurrently, to decrease the environmental impacts and impacts on the community. The following motion was voted on clause by clause on a recorded vote. On motion by Councillor Y. Fernandes - it was resolved: That the Kitchener Growth Management Plan Fall 2017 to Fall 2019+, attached to Community Services Department report CSD-17-091, be approved; and further, That the Kitchener Growth Management Plan Fall 2017 to Fall 2019+ be amended to include a new KGMP Parcel ID #147 for the lands owned by Activa Holdings Inc. that have urban land uses located immediately south of KGMP Parcel ID#31, as shown on 2017, and that these lands be assigned a Priority B Clause 1 - Carried unanimously Clause 2 - Carried In Favour: Mayor B. Vrbanovic and Councillors, D. Schnider, B. Ioannidis, F. Etherington and J. Gazzola. Contra: Councillors K. Galloway-Sealock, S. Marsh, Y. Fernandes and S. Davey. Absent: Councillors P. Singh, and Z.
