Singh, Chair Mayor B. Vrbanovic and Councillors S. Davey, F. Etherington, Y. Fernandes, K. Galloway-Sealock, J. Gazzola, S. Marsh and D. Schnider. Staff: D. Chapman, Chief Administrative Officer M. Rodrigues, Committee Administrator Councillor P. Singh advised this is a formal public meeting to consider applications under the Planning Act. If a person or public body does not make oral or written submissions to the City of Kitchener before the proposed applications are considered, the person or public body may not be entitled to appeal the decision to the Ontario Municipal Board and may not be added as a party to a hearing of an appeal before the Ontario Municipal Board. 1.CSD-17-075 - DRAFT PLAN OF CONDOMINIUM – 30CDM-17204 - 900 ORR COURT - MATTAMY (KITCHENER) LTD. The Committee considered Community Services Department report CSD-17-075, dated September 20, 2017 recommending draft approval to Common Elements Condominium Application 30CDM-17204 for 900 Orr Court. Ms. C. Lowery presented the Report and responded to questions from the Committee. In response to questions, Ms. Lowery advised she would provide Council with the Site Plan prior to the next Council meeting on November 6, 2017 with the location of the garbage receptacles on the subject property. Mr. D. Riley, SGL Planning and Design Inc., acting on behalf of the applicant addressed the Committee in support of the subject application and the staff recommendation. On motion by Councillor Y. Fernandes - it was resolved: “That the City of Kitchener, pursuant to Section 51(31) of the Planning Act R.S.O. 1990 c.P.13, as amended, and By-law 2002-64 as amended, hereby grants draft approval to Common Elements Condominium Application 30CDM-17204 or 900 Orr Court in the City of Kitchener, subject to the following conditions shown in Appendix “A”.” 2.CSD-17-092 - ZONE CHANGE APPLICATION – ZC17/012/K/JVW - 319-331 AND 345 KING STREET WEST - PERIMETER DEVELOPMENT CORPORATION The Committee considered Community Services Department report CSD-17-092, dated September 27, 2017 recommending approval of the proposed Zone Change Application ZC17/012/K/JVW, requesting a change from ‘D1-Retail Core’ to ‘D1-Retail Core with Special Regulations’; the adoption of the Urban Design report dated June 2017; and, the application of the Urban Design Brief through the Site Plan Approval process. Ms. J. vonWesterholt presented the Report and responded to questions from the Committee. Mr. G. Scheels, GSP Planning Inc., addressed the Committee in support of the subject application and the staff recommendation. He provided an overview of development and some of the key elements proposed, including: being the first new office building in many years; PLANNING & STRATEGIC INITIATIVES COMMITTEE MINUTES OCTOBER 30, 2017 -34- CITY OF KITCHENER 2.CSD-17-092 - ZONE CHANGE APPLICATION – ZC17/012/K/JVW - 319-331 AND 345 KING STREET WEST - PERIMETER DEVELOPMENT CORPORATION (CONT’D) providing 120 new parking spaces and 150,000 square-feet of office space to the City’s downtown core; restoring the streetscape along King Street; close walking proximity to three LRT stations; opportunity for new retail space on the buildings ground floor, and an outdoor amenity space for pedestrians. He further advised the development will be required to go through the Site Plan approval process with construction beginning in Spring 2018 and completion projected in Fall 2019. On motion by Councillor F. Etherington - it was resolved: “That Council approve the proposed Zone Change Application ZC17/012/K/JVW for Perimeter Development Corporation requesting a change from “D1-Retail Core” to “D1- Retail Core with Special Regulations 702R AND 703R” on the parcel of land specified and illustrated as the ‘Subject Area’ on Map No. 1 in the form shown in the “Proposed By-law” dated October 30, 2017, attached to Report CSD-17-092 as Appendix “A”; and further, That the Urban Design Report dated June 2017, and attached to Report CSD-17-092 as Appendix “C”, be adopted, and that staff be directed to apply to Urban Design Brief through the Site Plan Approval process.” 3.ADJOURNMENT On motion, this meeting adjourned at 7:32 p.m. J.
