HomeMy WebLinkAboutKCTAC Minutes 2017-11-14 KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES th November 14, 2017 CITY OF KITCHENER Kitchener Cycling and Trails Advisory Committee met on this date commencing at 4:05 p.m. Present: Councillor Y. Fernandes, Ms. L. Paprocki, Ms. P. Rodriguez, Ms. K. Young, Messrs. E. Bliefert, D. Brotherston, M. Drasdo, D. Hoshowsky, and T. Mollison. Staff: Mr. J. Barton, Associate Landscape Architect Mr. D. Pimentel, Active Transportation Planning Project Manager Ms. M. Salvucci, Active Transportation Student 1. AGENDA SETTING STRUCTURE Mr. D. Pimentel explained the new agenda setting structure as recommended by Clerks. Committee members will submit any topics they would like to be on the absence) by the last Wednesday of the month before the meeting. Each agenda item must be accompanied by background information and any other relevant information. Templates for the background information can be found attached to previous minutes. Mr. D. Pimentel also noted that as the City of Kitchener recently launched the new website, agendas and minutes may be temporarily unavailable online. Mr. D. Pimentel will email the committee when the relevant website pages are fully updated. TH 2. 6 ANNUAL BIKEFEST th which will occur on Sunday, May 27 at City Hall. The committee will be able to have a booth again at the event. meeting in January 2018, committee members should think about event feedback, how involved in the event they would like to be and any opportunities for committee branding. Councillor Y. Fernandes informed the committee on her involvement in the Youth Forum which is when councillors visit with high school students who present on topics regarding the municipal government as part of their school curriculum. Recently, there were two presentations that discussed concepts involving the committee one on preventing bike theft and one on events. Councillor Y. Fernandes suggested that it would be beneficial to Bikefest. Councillor Y. Fernandes mentioned that she personally would KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES th November 14, 2017 CITY OF KITCHENER be interested in returning to the school and talking to the students about Bikefest and volunteer opportunities. Mr. E. Bliefert suggested that getting committee t-shirts would be beneficial and recommended that information ambassadors be stationed at key entry points to direct people to BikeCheck. Ms. K. Young stated that she did not see many BikeFest advertisements leading up to the event so next year there should be an emphasis on more advertisements and an earlier start on advertising. o Mr. D. Brotherston suggested including advertisements on key trails. Ms. P. Rodriguez inquired about whether local bike groups had been contacted. o Mr. D. Pimentel responded that they were all part of a mass email and there were several attendees from each of the groups. Ms. L. Paprocki suggested increasing the use of social media at the s such as Snapchat or Instagram. Ms. L. Paprocki proposed incorporating safety education into the event. For example, attendees could be educated on what the 1 meter rule looks like. Councillor Y. Fernandes recommended that a BikeFest subcommittee be formed and stated that she will be on the subcommittee. Mr. M. Drasdo suggested that the committee should finalize committee name and scope before investing in branding. o Councillor Y. Fernandes inquired whether it would be possible for the Communications Department to create a slogan for the committee. o Support was shown for broadening the scope of the committee to include additional pedestrian elements and to be consistent committees. o Mr. D. Pimentel noted that changing the name of the committee will take time as it would have to be approved by council and the terms of reference would have to be updated. o Discussion ensued over the possible name change and it was determined that it would be item on the January agenda. Committee members should think about possible names and committee changes and read through the current terms of reference in preparation for the January meeting. KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES th November 14, 2017 CITY OF KITCHENER 3. COMMITTEE MID-TERM SURVEY Mr. D. Pimentel briefly presented the findings from the start-of-term survey that initiated by Volunteer Resources. Committee members were asked to complete the mid-term survey. During the survey completion, discussion ensued regarding why some individuals decide to leave committees prior to the completion of their term. Some reasons included time restrictions, changes in personal life, different interests, loss of feeling empowered and lack of communication between each municipality, the Region, and respective advisory committees. Interest was shown in arranging a meeting between all active transportation and cycling committees within the region to discuss common goals and solutions to current issues. o Arranging a meeting between all active transportation and cycling committees will be included on the next agenda. 4. SUBCOMMITTEE MEETINGS Mr. J. Barton provided an update of the trail and wayfinding signage project. The project still requires data regarding current signage so any additional information that could be provided by the committee would be beneficial. o Discussion ensued over how the committee could provide incorporate their perspectives in the project. Mr. J. Barton responded that as opportunities arise the committee will be notified. 5. OTHER BUSINESS Mr. D. Hoshowsky discussed his concerns with the winter maintenance of trails and was curious as to how trails were prioritized for maintenance. It was suggested that committee members who have an interest in winter maintenance decisions attend the council meeting on th January 8 where the maintenance budget will be discussed. 6. ADJOURNMENT On motion, the meeting adjourned at 5:42 p.m. ACTION ITEMS Committee members will email any comments regarding the Kitchener bike map update to cycling@kitchener.ca by December. Any committee members who have not completed the mid-term survey will complete it and send it to Ms. M. Salvucci at megan.salvucci@kitchener.ca as soon as possible.
