Re: Special Council Meeting – Monday, December 4, 2017
Notice is hereby given that Mayor B. Vrbanovic has called a special meeting of City Council
to be held in the Council Chamber on Monday, December 4, 2017 commencing at
approximately 1:00 p.m. to consider the following:
1. FCS-17-199 - Memorandum of Settlement, CUPE 791
Attached is Finance and Corporate Services Department report FCS-17-199 (B. Soye),
dated November 29, 2017.
2. In-camera Meeting Authorization
Council is asked to enact the following resolution to authorize an in-camera
meeting:
“That an in-camera meeting of City Council be held this date to consider a
litigation or potential litigation matter which is also subject to solicitor-client
privilege, and a matter pertaining to labour relations.”
3. By-laws for Three Readings
a. To confirm all actions and proceedings of the Council.

SUBJECT: Memorandum of Settlement, CUPE 791

RECOMMENDATION:
That the terms and conditions contained in the Memorandum of Settlement dated
November 20, 2017 to establish the 2017-2019 Collective Agreement with CUPE
Local 791 be approved; and,
That the wage and fringe benefit adjustments negotiated with CUPE 791 be
applied to non-union/management positions consistent with the City’s approach
to joint job evaluation; and,
That the wage settlements for 2017, 2018, and 2019 be applied to 9000 series
positions; and further,
That the Mayor and the Clerk be authorized to execute documentation arising
there from.
BACKGROUND:
Following a series of collective bargaining meetings, the last occurring on November 20,
2017, with the assistance of a provincially appointed Conciliation Officer, the negotiating
teams for CUPE Local 791 and the Corporation reached a tentative settlement for a
renewal Collective Agreement covering the period April 1, 2017 to March 31, 2020.
REPORT:
The purpose of the recommendation is for Council to ratify the terms and conditions
contained within the tentative settlement. CUPE 791 ratified the tentative settlement on
November 27, 2017.

To ensure compliance with pay equity obligations, the negotiated wage and fringe
benefit adjustments will also be applied to non-union/management positions given that
these positions are part of the same joint job evaluation system as CUPE 791 positions.
In addition, the applicable wage adjustment will also be applied to 9000 series positions
for the years 2017, 2018 and 2019. (9000 series positions are part-time, casual and
summer employees not covered by any of the collective agreements).
FINANCIAL IMPLICATIONS:
The proposed settlement with CUPE 791 will be funded from within the approved 2017
operating budget.
