HomeMy WebLinkAboutFCS-17-199 - Memorandum of Settlement CUPE 791REPORT TO: Council DATE OF MEETING: December 4, 2017 SUBMITTED BY: Brendan Soye, Manager, Employee Relations 519 741 2200 7251 PREPARED BY: Brendan Soye, Manager, Employee Relations 519 741 2200 7251 WARD(S) INVOLVED: N/A DATE OF REPORT: November 29, 2017 REPORT NO.: FCS-17-199 SUBJECT: Memorandum of Settlement, CUPE 791 ___________________________________________________________________________ RECOMMENDATION: That the terms and conditions contained in the Memorandum of Settlement dated November 20, 2017 to establish the 2017-2019 Collective Agreement with CUPE Local 791 be approved; and, That the wage and fringe benefit adjustments negotiated with CUPE 791 be applied to non-union/management positions consistent with the City’s approach to joint job evaluation; and, That the wage settlements for 2017, 2018, and 2019 be applied to 9000 series positions; and further, That the Mayor and the Clerk be authorized to execute documentation arising there from. BACKGROUND: Following a series of collective bargaining meetings, the last occurring on November 20, 2017, with the assistance of a provincially appointed Conciliation Officer, the negotiating teams for CUPE Local 791 and the Corporation reached a tentative settlement for a renewal Collective Agreement covering the period April 1, 2017 to March 31, 2020. REPORT: The purpose of the recommendation is for Council to ratify the terms and conditions contained within the tentative settlement. CUPE 791 ratified the tentative settlement on November 27, 2017. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. To ensure compliance with pay equity obligations, the negotiated wage and fringe benefit adjustments will also be applied to non-union/management positions given that these positions are part of the same joint job evaluation system as CUPE 791 positions. In addition, the applicable wage adjustment will also be applied to 9000 series positions for the years 2017, 2018 and 2019. (9000 series positions are part-time, casual and summer employees not covered by any of the collective agreements). FINANCIAL IMPLICATIONS: The proposed settlement with CUPE 791 will be funded from within the approved 2017 operating budget. COMMUNITY ENGAGEMENT: INFORM: The City will issue a media release to summarize the highlights of the collective agreement.
