CALL TO ORDER The Regular Board Meeting of the Kitchener Public Library Board was called to order at 7:00 p.m. on Wednesday, November 15, 2017, by the Chair, Mr. Wayne Buchholtz, in the Administration Boardroom at Central. TRUSTEES PRESENT Ms. Katherine Andrews, Mr. Tim Blundon, Mr. Wayne Buchholtz, Ms. Michelle Dow, Mr. Cory Ernst, Councillor Kelly Galloway-Sealock , Ms. Jessica Kropf, Councillor Sarah Marsh, Ms. Stephanie Soulis. Ms. Mary Chevreau, Secretary-Treasurer and Chief Executive Officer. STAFF PRESENT Ms. Lesa Balch, Ms. Penny-Lynn Fielding, Ms. Sabina Franzen, Ms. Gloria Grigas. REGRETS Ms. Jacqueline McLaren, Ms. Erin Rudland. 2. AGENDA REVIEW 17-68 On motion by Ms. Katherine Andrews and seconded by Mr. Tim Blundon, it was RESOLVED that the Agenda be adopted. CARRIED There were no pecuniary / conflict of interest declarations. Kitchener Public Library Board 2 November 15, 2017 3. MINUTES of the Board Meeting of October 18, 2017. 17-69 On motion by Ms. Michelle Dow and seconded by Ms. Jacqueline McLaren, it was RESOLVED that the Minutes of the Board Meeting of October 18, 2017, be approved. CARRIED 4. BUSINESS ARISING None. 5. 1. BUSINESS REPORT OF OFFICERS (a) Report of the Chair Updates Upcoming Events Mr. Wayne Buchholtz, Mr. Cory Ernst and Ms. Stephanie Soulis confirmed being hosted at Central on Friday, December 1, 2017, at 7:00 p.m. Christmas party, please RSVP Sarah Frisse this week. The event will be hosted in the Reading Lounge at Central on Sunday morning, December 3 at 9:30 am. The Skydiggers will be performing in the Reading Lounge on Tuesday, December 5 between 7 and 9 pm. Tickets will be offered through Eventbrite on a first come, first serve basis. Change in Start Time for December 2017 Library Board Meeting 17-motion by Councillor Kelly Galloway-Sealock and seconded by Ms. Stephainie Souis, it was RESOLVED that the December 13, 2017, Library Board meeting begin at 6:30 p.m. instead of 7:00 p.m in the Administration Boardroom at the Central Library. CARRIED Kitchener Public Library Board 3 November 15, 2017 Ontario Library Association (OLA) Super Conference The Ontario Library Association (OLA) Super Conference is January 31 to February 3, 2018 in Toronto. The early bird registration date is January 4, 2018. Please advise Gloria or Mary if interesting in attending any of the sessions as soon as possible. Strike Nominating Committee Councillor Kelly Galloway-Sealock and Ms. Katherine Andrews agreed to co-Chair the Nominating Committee. Board members will be polled regarding their interest to be nominated for Board Chair or to chair one of the standing committees which include the Facilities Planning and Building Committee; Finance Committee and Public Service and Policy Committee. Elections will be held at the January Board meeting. (b) Finance Committee October 2017 Financial Statement 17-71 On motion by Ms. Michelle Dow and seconded by Ms. Stephanie Soulis, it was RESOLVED to accept the October 2017 Financial Statement, as printed. CARRIED (c) Public Service & Policy Committee Updates No updates were noted by the CEO in the absence of the Chair, Ms. Jacqueline McLaren. (d) Facilities Planning and Building Committee Updates No updates were noted in the absence of the Chair, Ms. Erin Rudland. (e) Report of the Secretary-Treasurer and CEO Updates Studio Central Ms. Mary Chevreau thanked Councillor Sarah Marsh and Councillor Kelly Galloway-Sealock for their assistance and support in securing cash flow adjustments from Council to begin Studio Central renovations in advance of full receipt of a multi-year pledge. Kitchener Public Library Board 4 November 15, 2017 Kitchener Public Library was recently awarded a grant from the KW Community Foundation to purchase technology equipment in Studio Central. Reserved Customer Parking in Civic District Parking Garage With the help of Councillor Sarah Marsh the library has been able to finalize new parking arrangements for our customers. Starting in 2018 library customers will be able to park in 17 reserved spots in the Civic District Parking Garage on Parking Level 1 near the front of the library. The parking posts will have new signage identifying the spots as reserved for library customers between the hours of 8 am to 8 pm, with a maximum of 3 hours per visit. The CEO also thanked Mr. Ken Carmichael and Mr. Paul McCormick from the City of Kitchener for their help. Doon Pioneer Park Community Centre Construction Ms. Mary Chevreau notified the Library Board that the Doon Pioneer Park Community Centre will stop all programming at the end of February 2018 and move out of the community centre space in March. The programs will be relocated to other community centres and churches. Demolition of the Community Centre is scheduled for April. The library will be speaking with Mr. Mark Hildebrand at the City of Kitchener to work on details regarding keeping the Pioneer Park Community Library open and accessible during that time. The Board will be kept updated of any further changes. Additional Updates The 2017 Business Plan updates are forthcoming along with the 2018 Business Plan which will be presented to the Library Board in February 2018. The library has seen a significant increase in new library cards issued (20%) and great numbers for workstation (programming) in Studio Central (72%). A detailed breakdown of these statistics will be provided to the February report. Councillor Kelly Galloway-Sealock recommended that these statistics be shared in a report to the City as budget talks begin. 6. NEW BUSINESS None. Kitchener Public Library Board 5 November 15, 2017 7. PRESENTATIONS (a) Report of Councillors Councillor Kelly Galloway-Sealock noted that the Operating Budget meeting at the City of Kitchener is Monday, November 20 and the Capital Budget meeting is Monday, November 27, 2017. The Festival of Neighbourhoods finale is this Sunday. 8. ADJOURNMENT 17-72 There being no further business, on motion by Ms. Michelle Dow and seconded by Ms. Jessica Kropf, it was RESOLVED to adjourn the meeting at 7:28 pm.
