Notice is hereby given that Mayor B. Vrbanovic has called a special meeting of City
Council to be held in the Council Chamber on Monday, January 8, 2017 commencing at
12:00 noon. to consider the following:
1. CSD -18-017 — Delegation of Signing Authority — Dispatch Services
Agreements
Attached is Community Services Department report CSD -18-017 (D. Resendes), dated
January 5, 2018.
2. FCS -18-004 — Appointments to Kitchener Housing Incorporated and Centre
in the Square Boards of Directors for 2018 to 2020
Attached is Finance and Corporate Services Department report FCS -18-004 (C. Tarling),
dated January 3, 2018.
3. In -camera Meeting Authorization
Council is asked to enact the following resolution to authorize an in -camera meeting:
"That an in -camera meeting of City Council be held immediately following this
special meeting to consider a personal matter."
4. By-laws for Three Readings
a. Being a by-law to provide for a 2018 Interim Tax Levy and for the
payment of 2018 Interim Taxes.
b. Being a by-law to authorize the borrowing for current expenditures in
2018.

SUBJECT:
Delegation of Signing Authority — Dispatch Services Agreements
RECOMMENDATION:
That the Chief Administrative Officer or a Deputy Chief Administrative Officer be
authorized to execute agreements with municipalities for the provision of fire
dispatch services; said agreements to be to the satisfaction of the City Solicitor.
BACKGROUND:
The Kitchener Fire Department's communication centre handles approximately 19,650
fire and emergency incidents a year, including structure fires, outdoor fires, multi -vehicle
collisions, medical assist calls and technical rescue.
The communications centre has dispatched for Waterloo, Wilmot, Wellesley and
Woolwich Fire Departments for over 20 years. These agreements are renewed every
five years and may from time to time require amendments.
REPORT:
The agreements with Waterloo, Wilmot, Wellesley and Woolwich Fire Departments for
the provision of fire dispatch services are up for renewal. Kitchener Fire Department
proposes to continue providing fire dispatch services to these municipalities and to other
municipalities should opportunities arise.

This report supports strategic direction Effective and Efficient City Services, of the City
of Kitchener's Strategic Plan.

FINANCIAL IMPLICATIONS:
The dispatch recovery revenues associated with these contracts are included as part of
the 2018 Operating Budget.
CONCLUSION:
This is an administrative request which creates efficiencies by authorizing the Chief
Administrative Officer or a Deputy Chief Administrative Officer to execute agreements
and any amendments to such agreements with other municipalities for the provision of
fire dispatch services.

SUBJECT: Appointments to Kitchener Housing Incorporated and Centre in
the Square Boards of Directors for 2018 to 2020
RECOMMENDATION:
That Filipe Mendes and Matt Ruetz be appointed to the Board of Directors for Kitchener
Housing Incorporated for the term ending November 30, 2020; and,
That Paul Salvini be re -appointed to the Board of Directors for Centre in the Square for
the term ending December 31, 2020.
BACKGROUND:
At the November 6, 2017 appointment meeting, Council approved the reappointment of Andre
Chin and Preet Kohli for two of the four vacant positions on the Kitchener Housing Incorporated
Board of Directors (KHI). At that meeting Council granted the request of Mr. Bob McColl, Chair
of KHI, to give the Board more time to complete the interviews with the remaining applicants for
the other two Board vacancies.

attached letters (Appendices `D-1' and `D-2') from Ms. L. Trumper, General Manager, the Board
is recommending the appointments of Filipe Mendes and Matt Ruetz (attached as Appendix `A')
to fill the two vacancies for the KHI Board for the term ending on November 30, 2020. Also
attached is Appendix `B' which is a listing of applicants whom the KHI Board has not suggested
for appointment.

In addition, as per the attached letter (Appendix `E') from Bruce Gordon, Chair of the CITS
Board of Directors, the Board is recommending the re -appointment of Paul Salvini (attached as
Appendix `C') to fill one of three vacancies on the CITS Board for the term ending December 31,
2020. The Board has indicated they will continue the recruitment process for the remaining two
Board vacancies and expect to recommend candidates for Council's approval either in late
January or early February, 2018.

The recommendation of this report supports the achievement of the city's strategic vision
through the delivery of core service.
FINANCIAL IMPLICATIONS:
