HomeMy WebLinkAboutCompass Kitchener - 10-04-2017Compass Kitchener Citizen Advisory Committee Minutes OCTOBER 4, 2017 CITY OF KITCHENER The compass Kitchener Citizen Advisory Committee met this date, commencing at 4:00 p.m. Present: Chair — Mr. Leyton Collins, Vice -Chair -, J. Stephens -Wells J. Brown, L. Gazzola, A. Hammoud, A. Sare, L. Trumper, R. Villamar City Staff: L. Majcher, Manager, Strategy & Business Planning, J. MacDonald, Corporate Community Engagement Consultant. 1. ELECT VICE -CHAIR Ms. J. Stephens -Wells expressed an interest in taking on the role of Committee Vice -Chair that was vacated when Mr. Leyton Collins assumed the position of Chair as a result of the resignation of Mr. J. Schitka who was the previous chair for the Committee. The Committee voted unanimously to confirm Ms. J. Stephens -Wells as Vice -Chair by a show of hands. 2. CITIZEN PRIORITIES Ms. J. Stephens -Wells requested input from the members of the committee on how the Community Priorities for 2013 should be used as we evaluate the City of Kitchener's progress on the strategic priorities for this term of Council. Ms. A. Sare suggested that when the next City of Kitchener Strategic Plan is completed, the city should provide an explanation for why priorities identified by citizens are not included in the plan. As a result of this discussion, the committee agreed that the evaluation process for the Citizen Report Card will focus on measuring the city's progress against the commitments that were made in the City of Kitchener 2015-2018 Strategic Plan, taking into account the expectations and desires expressed by citizens in the Community Priorities. 3. CITIZEN REPORT CARD PROCESS The Committee agreed to the following schedule of meeting dates and topics for the Citizen Report Card: November Is'— Open Government; November 91h — Strong & Resilient Economy; November 30th — Safe & Thriving Neighbourhoods; December 6th — Sustainable Environment & Infrastructure; and January 101h — Effective & Efficient City Services. The committee discussed and agreed to the proposed list of reference materials for evaluation, the evaluation template and instructions, and the rating scale and definitions. The following committee members volunteered to write the content for the Report Card, using the conclusions of the full committees assessment of the city's progress on each strategic priority as a basis for the written comments: J. Brown, J. Stephens -Wells (2 sections), L. Trumper and L. Gazzola. 4. STRATEGIC ACTION PLAN MONTHLY UPDATE Ms. L. Majcher provided an update for the committee on the city's progress on the following initiatives: Implementation of the Open By Default Strategy; the Council Approved Downtown Kitchener Action Plan; Doon Pioneer Park Community Centre Expansion; Sustainable Development Feasibility Study; LED Streetlight Conversion; and the Installation of Activenet Recreation Software. Hammoud shared the meeting details of the All Committees Gathering scheduled for October 24th. The central focus of this meeting will be gathering input for the Citizen Report Card. Volunteers were requested to facilitate the small group discussions. Time is allocated on the agenda for members to informally mingle with each other, ask questions and discuss the things they are working on in their committees. The comments gathered from the discussion groups will be summarized and provided to the full committee as input to the Report Card evaluation sessions. 6.
