Compass Kitchener Citizen Advisory Committee Minutes
NOVEMBER 1, 2017 CITY OF KITCHENER C
The compass Kitchener Citizen Advisory Committee met this date, commencing at 4:00 p.m.
Present: Chair – Mr. Leyton Collins, Vice-Chair - , J. Stephens-Wells
J. Brown, L. Gazzola, A. Hammoud, A. Sare, L. Trumper
City Staff: L. Majcher, Manager, Strategy & Business Planning, J. MacDonald, Corporate Community
Engagement Consultant.
1. CITIZEN REPORT CARD EVALUATION – OPEN GOVERNMENT
The Committee reviewed the results of the individual assessment of the city’s progress on the
Open Government Strategic Priority. Key points from the discussion to be included in the write
up are:
The City’s commitment to the Open Government Strategy Implementation is the most
important aspect of Open Government, it is good that the city has made a commitment
to this. The city is challenging the status quo by adopting this strategy. Training for
staff, change in systems and procedures will enable real change. When the project is
done, it needs to be an ongoing commitment to change the culture. The success of the
open data portal and public information about Council decisions and City processes is
evidence that change is happening.
Building community engagement, - completion of Community Engagement Review, e-
participation, Engage Kitchener, - looking forward to seeing the city take action on
closing the loop with citizens on how their input made a difference. People want to be
engaged, time to take the plan and start implementing it in some way.
Lots of data is available, what does it mean, how do I understand it. Make performance
measures useful for citizens, Show me the big picture, trends, impact of decisions,
Make it meaningful – dynamic infographics, potential to do some simple analytics.
Understand better what would be meaningful to citizens – give them options. Make
information digestible. Transparency around service improvement initiatives - are
investments achieving expected results.
Ms. J. Stephens-Wells will prepare the Draft write up for the Open Government Section of the
Report Card for review and feedback from the full Committee at the December meeting.
2. STRATEGIC ACTION PLAN – NOVEMBER UPDATE
Ms.L. Majcher provided an update to the Committee on the city’s progress on the following
strategic actions: OG08 E-Tending; OG01 External Website Review – Implementation; EC08 –
Advanced Manufacturing Hub; NB08 PARTS Midtown Station Plan; Participation in the FCM
Climate and Asset Management Network; CS33 Kiwanis Park Pool Renovation.

3. OCTOBER 24 ALL COMMITTEES GATHERING

Mr. A. Hammoud and Mr. J. Brown provided an update on the October 24 All Committees
Gathering. There was good attendance and good facilitated discussion among committee
members, participants seemed to appreciate the opportunity to interact with each other.
Feedback on the city’s progress on strategic priorities will be summarized and made available as

a basis for the report card evaluation. Participants requested that a summary of the notes from
the table top discussions be provided to all participants and shared with all committee
members.
The Committee decided to share the notes from the meeting now and let them know that
Compass Kitchener will discuss next steps for addressing gaps and opportunities for improving
communication and collaboration among committees at the next regular Compass Kitchener
meeting in December. Mr. A Hammoud volunteered to prepare a proposal for discussion. Mr. J.
Brown emphasized the importance of including members from other committees in developing
solutions that meet everyone’s needs.
4. COMMUNITY SURVEY WORKING GROUP
Ms. L. Majcher provided an outline of the process and timelines for the community survey, and
the involvement of Compass Kitchener in that process. The members of the working group were
confirmed: Ms. L. Gazzola, Ms. L. Trumper, Mr. L. Collins, Mr. A. Hammoud, and Ms. A. Sare. A
first draft of the Terms of Reference will be circulated to the working group for feedback before
the RFP is prepared.
5. VOLUNTEER SURVEY
Committee members were encouraged to provide the city with feedback on their experience as
a volunteer advisory committee member through the mid-term Volunteer Survey.
6. OTHER BUSINESS
No other business was discussed.
