FEBRUARY 5, 2018 CITY OF KITCHENER
The Community and Infrastructure Services Committee met this date, commencing at 1:55 p.m.

1. INS-18-002 - ON-STREET PARKING REGULATIONS - FALLOWFIELD DRIVE
The Committee considered Infrastructure Services Department report INS-18-002, dated
January 3, 2018 recommending approval of various parking prohibitions along Fallowfield
Drive.
On motion by Councillor B. Ioannidis -
it was resolved:
That parking be prohibited at any time at specific locations along Fallowfield Drive
including:
West side of Fallowfield Drive from Britton Place to Brisbane;
Both sides of Fallowfield Drive from Brisbane Drive to a point approximately 80
metres south thereof;
East side of Fallowfield Drive from a point approximately 396 metres south of
Block Line Road to approximately 28 metres south thereof;
East side of Fallowfield Drive from a point approximately 515 metres south of
Block Line Road to approximately 26 metres south thereof; and further,
That the Uniform Traffic By-law be amended accordingly, as outlined in Infrastructure
Services Department report INS-18-002.
2. CAO-18-002 - 2018 ARTIST IN RESIDENCE APPOINTMENT
The Committee considered report CAO-18-002, dated January 4,
2018 recommending the appointment of Sumaira Tazeen Shiekh as the 2018 City of Kitchener
Artist in Residence. Ms. E. Robson presented the Report, which included a short video from
Sumaira Tazeen Sheikh, explaining her proposal.
On motion by Councillor S. Marsh -
it was resolved:
That Sumaira Tazeen Shiekh be appointed as the 2018 City of Kitchener Artist in
Residence as recommended by Public Art Working Group and Arts and Culture
Advisory Committee; and further,
That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the
City Solicitor, with Sumaira Tazeen Shiekh, outlining the obligations of the Artist in

3. CSD-18-004 - COMMUNITY ENERGY INVESTMENT STRATEGY FOR WATERLOO
REGION
The Committee considered Community Services Department report CSD-18-004, dated
January 17, 2018 recommending endorsement of the Community Energy Investment Strategy
for Waterloo Region. In addition, the Committee was in receipt this date of a written
submission prepared by Mr. Dennis Ische in support of the Community Investment Strategy.
Mr. B. Sloan and Ms. C. Musselman were in attendance to respond to questions from the
Committee.
Mr. David Roewade, Region of Waterloo, presented the Report, noting Councils from the
Region of Waterloo and the Cities of Waterloo and Cambridge would be receiving a similar
presentation in the following weeks to request approval of the Strategy.
In response to questions regarding comments provided by the Environmental Committee, Mr.
Sloan advised their comments were forwarded to the Steering Committee for inclusion in the
document. He further advised there were a few comments received that were identified to be
included as part of an implementation plan at a later date.
The following motion was Carried Unanimously on recorded vote. Mayor B. Vrbanovic and
Councillors J. Gazzola and P. Singh were absent and accordingly did not vote.
On motion by Councillor Y. Fernandes -
it was resolved:
That the Community Energy Investment Strategy for Waterloo Region dated January
10, 2018, attached to Community Services Department report CSD-18-004 as Appendix
4. INS-18-001 - SOUTH KITCHENER DISTRICT PARK - 1664 HURON ROAD HERITAGE
HOUSE
The Committee considered Infrastructure Services Department report INS-18-001, dated
January 22, 2018 recommending approval of the relocation and re-use of the heritage home
municipally addressed as 1664 Huron Road within the South Kitchener District Park. Ms. D.
McGoldrick, Mr. D. Ritz and Mr. L. Bensason were in attendance to respond to questions from
the Committee.
In response to questions, Ms. McGoldrick agreed to reach out to the Cober family, the former
owners of the property, to receive their feedback on Report INS-18-001.
On motion by Councillor Y. Fernandes -
it was resolved:
That Infrastructure Services Department report INS-18-001 be received for information
regarding 1664 Huron Road heritage house and associated estimated costing; and
further,

for re-use at the South Kitchener District Park.
5. INS-18-003 - TRAFFIC CALMING PRIORITY ROADWAYS - 2018
The Committee considered Infrastructure Services Department report INS-18-003, dated
January 5, 2018 recommending approval of various traffic calming reviews for 2018. Mr. B.
Cronkite was in attendance and responded to questions from the Committee.
Councillor D. Schnider brought forward a motion to approve the recommendation as outlined in
Report INS-18-003.
A motion was brought forward by Councillor B. Ioannidis
motion to substitute McGarry Drive with Caryndale Drive.

5. INS-18-003 - TRAFFIC CALMING PRIORITY ROADWAYS -
Councillor Ioannidis amendment was voted on and was Carried.
On motion by Councillor D. Schnider -
it was resolved:
That traffic calming reviews be initiated in 2018, as outlined in Infrastructure Services
Department report INS-18-003 for the following roadways:
Patricia Avenue - between Victoria Street South and Highland Road West;
Caryndale Drive - between Biehn Drive to the future extension of Robert Ferrie
Drive; and,
Old Chicopee Drive -
