The Planning and Strategic Initiatives Committee met this date, commencing at 7:00 p.m.

Mr. A. Pinard advised this is a formal public meeting to consider applications under the Planning Act.
If a person or public body does not make oral or written submissions to the City of Kitchener before
the proposed applications are considered, the person or public body may not be entitled to appeal the
decision to the Ontario Municipal Board and may not be added as a party to a hearing of an appeal
before the Ontario Municipal Board.
1.CSD-18-025 - ZONE CHANGE APPLICATION – ZC17/013/B/CD

- FREEDOM IN CHRIST PENTECOSTAL ASSEMBLY AND SOUTH ESTATES
(KITCHENER) LTD.
The Committee considered Community Services Department report CSD-18-025, dated
January 30, 2018 recommending approval of proposed Zone Change Application
ZC17/013/B/CD for 1531 and 1643 Bleams Road to permit future residential development on
the proposed lands. Mr. C. Dumart presented the Report and responded to questions from the
Committee.
Ms. Sarah Code, GSP Group, agent on behalf of the property owner of 1643 Bleams Road,
addressed the Committee in support of the subject application and staff recommendation.
On motion by – Councillor K. Galloway-Sealock
it was resolved:
“That application ZC17/013/B/CD (Freedom in Christ Pentecostal Assembly and South
Estates (Kitchener) Limited), for the purpose of changing the zoning of the subject
properties as follows:
1643 Bleams Road: from Agriculture (A-1) to Neighbourhood Institutional Zone (I-1)
with Special Regulation 715R, Open Space Zone (P-2), and Residential Six Zone (R-6)
with Special Regulation Provisions 671R, 672R, and 674R, and Neighbourhood
Institutional Zone (I-1) with Special Use Provision 464U and with Holding Provisions
81H and 24HSR; and further,
1531 Bleams Road Block 296 on Draft Plan of Subdivision 30T-08206: from Residential
Six Zone (R-6) with Special Regulations 671R, 672R, and 674R to Neighbourhood
Institutional Zone (I-1) on the parcels of land specified and illustrated as the ‘Subject
Areas’ on Map No. 1, be approved in the form shown in the Proposed By-law dated
January 20, 2018, attached to Community Services Department report CSD-18-025 as
Appendix ‘A’, be approved.”

Councillor S. Marsh declared a pecuniary interest with respect to Zone Change Application –
ZC17/017/V/JVW, as members of her family own property adjacent to the subject property.
Accordingly, she did not participate in any discussion or voting regarding those matters.

Councillor S. Marsh left the meeting at this time.
The Committee considered Community Services Department report CSD-18-023, dated
January 31, 2018 recommending approval of proposed Zone Change Application
ZC17/017/V/JVW for 114-120 Victoria Street South proposing a change from ‘D6-Warehouse
District Zone and Warehouse District Zone with Special Use Provision 294U and Special
Regulation Provisions 1R and Holding Provision 43H’ to ‘D6-Warehouse District Zone with
Special Use Provisions 294U and 463U with Special Regulation Provisions 1R, 710R and
Holding Provisions 43H and 80H’. Ms. J. vonWesterholt presented the Report and responded
to questions from the Committee.
Heather Price, GSP Group, agent on behalf of the applicant, addressed the Committee in
support of the subject application and the staff recommendation. She provided an overview of
the proposed development and highlighted some of the key elements proposed, including: a
pedestrian-focused corridor between the two buildings; rooftop amenity space on both the
office and residential towers focused at appealing to a variety of occupants; and, 30 percent of
the amenity space being publicly accessible. She provided the Committee with a video that
included a walkthrough tour of the proposed development. She further advised two project
architects were present this date to respond to questions from the Committee.
Councillor Y. Fernandes requested the property owners to consider opportunities for a bike
share.
Mr. Gail Pool addressed the Committee in opposition of the application. He stated he resides in
the Victoria Park Heritage District and advised while he supports the keeping of the Huck
Glove Factory, he is opposed to the request to increase the Floor Space Ratio (FSR) from 3.0
to 7.0 in order to allow a 25-storey building. He indicated the proposed development would be
visible from his backyard and expressed concerns with the quality of life of existing
neighbourhoods who may be impacted by the adverse affects of being surrounded by tall
buildings, such as shadows, changes of view, and an increasing population utilizing Victoria
Park. He suggested the applicant consider making the pedestrian corridor a green space not
accessible to vehicles; displaying artwork related to the Huck Glove Factory; and, the addition
of a museum to commemorate the Huck Glove Factory. He further indicated the Huck Glove
building should be more visible from the street.
Mayor B. Vrbanovic requested that staff work with the property owners to include more bicycle
parking through the site plan process.
The following motion was voted on and was Carried on a recorded vote with Mayor B.
Vrbanovic and Councillors B. Ioannidis, D. Schneider, K. Galloway-Sealock, S. Davey, Y.
Fernandes, J. Gazzola, and Z. Janecki voting in favour and Councillor F. Etherington voting in
opposition. Councillors P. Singh and S. Marsh were absent and accordingly did not vote.
On motion by – Councillor S. Davey
it was resolved:
“That the proposed Zone Change Application ZC17/017/V/JVW for 114-120 Victoria
Street South Inc. requesting a change from “D6-Warehouse District Zone and
Warehouse District Zone with Special Use Provision 294U and Special Regulation
Provisions 1R and Holding Provision 43 H” to “D6-Warehouse District Zone with Special
Use Provisions 294U and 463U with Special Regulation Provisions 1R, 710R and
Holding Provisions 43H and 80H” on the parcel of land specified and illustrated as the
‘Subject Area’ on Map No. 1, be approved in the form shown in the Proposed By-law
dated January 31, 2018, attached to Community Services Department report CSD 18-
023 as Appendix ‘A’.”
