Subject:Stormwater Utility Initiative to Install Signage in Victoria Park Lake
The City undertook the rehabilitation of Victoria Park Lake (Lake) from 2011-2012. As part of the
rehabilitation works, a sediment forebay was installed at the upstream end of the Lake;
capturing sediment and limiting the amount entering the Lake body and downstream creek. In
order to maintain the effectiveness of the forebayand fulfil our legal obligations as Ownersper
regulatory requirements under the Ontario Water Resources Act, it must be regularly cleaned
out when the sediment storage capacity has been reached. Based on sediment surveys
completed in 2012 and 2017, the forebay is expected to meet its storage capacity by the
summer of 2018, thereby requiring sediment removal activities to be carried out.
To ensure transparency between the City and its residents, permanent signage is proposed at
the forebay and the outlet of the facility that will capture the following message:
Victoria Park Lake is a made-man lake that functions like a stormwater pond;and,
The lake requiresregular maintenance to ensure that there is no excess of sediment,
vegetation and debris effecting itsability to provide flood controland improve water
quality tothe downstream creek.
On Monday, April 16, 2018, City staff met with the Victoria Park Working Group (VPWG) to
inform them of the proposed maintenance works and the proposed signage.TheVPWG are in
support of the installation of the permanent signage at the forebay and outlet.Thecomments
providedby groupwere:
Consider a temporary plaque or sticker stating when the next maintenance work is to
occur,
Installation of the bench pad and ramp should befullyconcrete not concrete and
asphalt,
Consider changing the font of the write-up shownon the drawing; and,
Schedule a site meeting to decide onthe final location of Sign 2 (Forebay).
The comments providedwill beused to update the location of the signs andmessage.

Following the presentation which will be provided to the Heritage committee on May 1, 2018,
staff would like to receive endorsement forproposed installation of the two interpretive signs.
