Subject:Stormwater Utility Initiative to Install Signage in Victoria Park Lake
The City undertook the rehabilitation of Victoria Park Lake (Lake) from 2011-2012. As part of the
rehabilitation works, a sediment forebay was installed at the upstream end of the Lake;
capturing sediment and limiting the amount entering the Lake body and downstream creek. In
order to maintain the effectiveness of the forebayand fulfil our legal obligations as Ownersper
regulatory requirements under the Ontario Water Resources Act, it must be regularly cleaned
out when the sediment storage capacity has been reached. Based on sediment surveys
completed in 2012 and 2017, the forebay is expected to meet its storage capacity by the
summer of 2018, thereby requiring sediment removal activities to be carried out.
To ensure transparency between the City and its residents, permanent signage is proposed at
the forebay and the outlet of the facility that will capture the following message:
Victoria Park Lake is a made-man lake that functions like a stormwater pond;and,
The lake requiresregular maintenance to ensure that there is no excess of sediment,
vegetation and debris effecting itsability to provide flood controland improve water
quality tothe downstream creek.
On Monday, April 16, 2018, City staff met with the Victoria Park Working Group (VPWG) to
inform them of the proposed maintenance works and the proposed signage.TheVPWG are in
support of the installation of the permanent signage at the forebay and outlet.Thecomments
providedby groupwere:
Consider a temporary plaque or sticker stating when the next maintenance work is to
occur,
Installation of the bench pad and ramp should befullyconcrete not concrete and
asphalt,
Consider changing the font of the write-up shownon the drawing; and,
Schedule a site meeting to decide onthe final location of Sign 2 (Forebay).
The comments providedwill beused to update the location of the signs andmessage.

Following the presentation which will be provided to the Heritage committee on May 1, 2018,
staff would like to receive endorsement forproposed installation of the two interpretive signs.

Re: Victoria Park Parking Lot Improvements – Heritage Committee Information
The City of Kitchener, Parks and Cemeteries Division are proposing improvements to the Victoria Park
located south of the Dill St. park entry known informally as the “back parking lot”.
The improvements will include but not limited to formalization of 22 parking stalls complete with continuous
barrier curb, new asphalt, line painting, separated Iron Horse Trail access, Iron Horse Trail wayfinding
signage, tree and perennial planting, and low-impact development stormwater features to address current
drainage issues.
The parking lot is part of the Iron Horse Trail – Central Area Improvement initiative, with the primary goal to
improve the active transportation link from the Iron Horse Trail to Victoria Park by separating the multi-use
pathway from vehicular traffic. The parking lot reconstruction will be mutually beneficial to the park,
addressing circulation, functional and aesthetic shortcomings of the “back of the park”.
The design of the parking lot is appended to this letter for further information and detail. The Victoria Park
Area Heritage Conservation District Plan Guidelines were employed to ensure Heritage compliance. The
conservation guidelines are as follows:
Parking areas should be limited to existing. No further parking areas should expand into the
landscape.
Parking areas should be integrated into the park with appropriate plantings.
Continuous curbs and iron gates should be selected over individual bumpers and bollards for vehicle
control
The parking area in front of the Front Garage should be eliminated, as its appearance distracts from
the naturalistic character of the enveloping woods and prevents the integration of the Perennial
Garden and Peace Garden.
This notification is intended to be for the Committee’s information, however if any questions or concerns from
the committee arise we will respond and potentially revise the design accordingly.

I would like to request the following agenda item be considered at the next Heritage
Kitchener meeting and added to the agenda accordingly.
The City is commencing a review and update of its Secondary Plans. The Secondary Plans
were deferred from the 2014 Official Plan pending the completion of the Planning Around
Rapid Transit Stations (PARTS) planning. The City has now completed three (3) PARTS
Plans, PARTS Central, PARTS Midtown, and PARTS Rockway, and it is now appropriate to
start the review and update of the existing Secondary Plans. Planning staff would like to
attend the next Heritage Kitchener meeting to inform the Committee of what is included in the
Secondary Plan/Neighbourhood Review work, outline the process, and discuss the
opportunities for Heritage Kitchener involvement and input.
There are 9 Secondary Plans that need to be reviewed with the possibility of boundary
changes and lands being added or deleted from existing Secondary Plans.

At the March 6 meeting of Heritage Kitchener, staff provided the committee with an update on the
heritage best practice implementation priorities for 2018. One of those priorities is to review and update
the delegated approval by-law for heritage permit alteration applications.
Staff will be bringing a discussion paper forward regarding delegated approval at the May 1, 2018
meeting. The discussion paper will be circulated to committee members under separate cover.
