Korabo, Committee Administrator CSD-04-070 - TEMPORARY LICENCE AGREEMENT - ACCESS OVER CITY PROPERTY - DELEGATION OF SIGNING AUTHORITY The Committee was in receipt of Community Services Department report CSD-04-070 (K. Currier), dated April 14, 2004, requesting approval of a Temporary Licence Agreement and delegation of signing authority. On motion by Councillor C. Weylie - it was resolved: "That the 'Access Over City Property - Temporary Licence Agreement' be approved, as attached to Community Services Department report CSD-04-070; and, That the Director of Operations, or designate, be authorized to sign the agreement; and further, That any modifications to the agreement, other than filling in the blanks, be subject to the approval of the City Solicitor." CSD-04-080 - COMMUNITY GARDEN - GRANT REQUEST AND AGREEMENT - FERNWOOD PLACE GARDEN GROUP - FERNWOOD PLACE The Committee was in receipt of Community Services Department report CSD-04-080 (K. Currier), dated April 16, 2004, concerning a request for a start-up grant for the Fernwood Place Community Garden. Councillor J. Gazzola questioned the provision of funds for neighbourhood beautification rather than for the establishment of a community garden. Mr. K. Currier advised that the City's protocol was to provide a maximum $1,000. grant which could be used for either a community garden or neighbourhood beautification. Councillor C. Weylie commented that the removal of grass from the Fernwood Place cul-de-sac would eliminate the City's grass cutting requirements at this location. On motion by Councillor C. Weylie - it was resolved: "That pursuant to Council Policy 1-400 (Community Gardens), a one-time contribution in the amount of $1000. be approved to the Fernwood Place Garden Group for the start-up of the Fernwood Place Community Garden, which includes: a) Services in kind: transport topsoil & sod stripping b) Cash grant $500. $500.; and further, That the Mayor and Clerk be authorized to sign any and all necessary agreements with the COMMUNITY SERVICES COMMITTEE MINUTES APRIL 26~ 2004 - 28 - CITY OF KITCHENER 2. CSD-04-080 - COMMUNITY GARDEN - GRANT REQUEST AND AGREEMENT - FERNWOOD PLACE GARDEN GROUP - FERNWOOD PLACE (CONT'D) Fernwood Place Garden Group, satisfactory to the City Solicitor, to allow the Fernwood Place Community Garden to be located on public lands known as the Fernwood Place Cul-de-sac bulb." CSD-04-065 - MARKET VENDOR PERMITS AND INVOICES - DELEGATION OF SIGNING AUTHORITY The Committee was in receipt of Community Services Department report CSD-04-065 (K. Baulk), dated March 24, 2004, concerning the use of standard market vendor rental permits / invoices at Your New Kitchener Market and the delegation of signing authority. On motion by Councillor C. Weylie - it was resolved: "That the 'Market Vendor Rental Permit/Invoice' be approved, as attached to Community Services Department report CSD-04-065, to be used with all vendors at Your New Kitchener Market, save and except vendors in the Market Shops; and, That the Market Supervisor, or designate, be authorized to sign the agreement; and further, That any modifications to the permit, other than filling in the blanks, be subject to the approval of the City Solicitor." CSD-04-076 - 2004 CANADIAN OLYMPIC WOMEN'S SOFTBALL TEAM - GRANT REQUEST - HOSTING TEAM TRAINING AND SELECTION CAMP - CIVITAN SPORTS AND KITCHENER FASTBALL PROMOTIONS The Committee was in receipt of Community Services Department report CSD-04-076 (K. Currier), dated April 14, 2004, concerning a request by Civitan Sports and Kitchener Fastball Promotions (KFP) for financial assistance to host the Canadian Women's Softball Team Training and Selection Camp from June 2-7, 2004. Mr. Pete Mcllwraith, Civitan Sports, and Mr. Ray Alviano, KFP, attended in support of the report and requested the City to provide in-kind services of $3,000. and payment of $1,000. to sponsor a 'Meet the Olympic Team' dinner. Mr. Mcllwraith advised that the Team's home base is in British Columbia, but after extensive negotiations, agreement was reached to bring the final portion of the Camp to Kitchener. A preliminary schedule of events for the Team including workouts, school visits, minor sports clinics and a dinner has been planned. It is hoped that 2 exhibition games will also be played at Peter Hallman Ball Yard. In response to a question from Mayor C. Zehr, Mr. Mcllwraith advised that a final team roster will be announced on May 5, 2004, and the contingent coming to Kitchener will have 25 persons including 17 players. Mr. Mcllwraith advised that any proceeds from the Team's visit will be returned to the City to be used for upgrades to the Peter Hallman Ball Yard. On motion by Councillor B. Vrbanovic - it was resolved: "That the City of Kitchener support Civitan Sports and Kitchener Fastball Promotions in hosting the Canadian Olympic Women's Fastball Team - Training and Selection Camp; and further, That a general provision grant be approved for in-kind services in the amount of $3,000. and a $1,000. cash sponsorship for the Meet the Olympic Team Dinner." COMMUNITY SERVICES COMMITTEE MINUTES APRIL 26~ 2004 - 29 - CITY OF KITCHENER 5. CSD-04-078 - EVERY KID COUNTS PROGRAM - PERSONAL CARE NEEDS The Committee was in receipt of Community Services Department information report CSD-04- 078, (S. Adams), dated April 7, 2004, regarding a proposal to offer personal care as part of the "Every Kid Counts" program. Ms. K. Steiss advised that the "Every Kid Counts" program, offered in partnership with KidsLink, has been in place since 1998 and has supported 400 youth allowing them to successfully access community recreational resources in a normalized setting. She commented that staff would like to add personal care for special needs children to the program. In consultation with an Accommodation Committee, consisting of staff from Kitchener, the City of Waterloo and KidsLink, the following measures have been identified in order for personal care support to be offered: · protocol identifying that 2 staff be present for any personal care and that personal care must be provided in a location that has access to hand washing; · parents must sign a waiver permitting staff to provide personal care when necessary and with the appropriate materials provided by the parent / caregiver; · written log outlining what personal care has been provided; and, · appropriate staff training. It was noted that additional staff would be required on a seasonal basis but that no additional funds will be required to offer personal care as current fundraising will meet financial needs. TURF OPERATION / STREET SWEEPING UPDATE Councillor G. Lorentz advised that he had requested an update on grass cutting and street sweeping operations. Mr. K. Currier advised that staff had previously circulated a report on turf operations outlining proposed activities for 2004. He noted that 1,600 locations are cut on a regular basis and advised that proposed changes to services levels are being made by shifting staff to meet growth flush periods. With regard to street sweeping, Mr. Currier advised that 3 units are currently in operation but not all City streets have received their first sweep of the season. He also advised that downtown streets are swept 5 times per week and, under the contract with the Region, Regional roads are swept on a more frequent basis than municipal roads. A suggestion was raised to investigate the possibility of sweeping on a 24 hour per day basis in order that all City streets receive the same level of service. Mr. F. Pizzuto advised that staff will investigate the issues raised this date and provide a report to Council on May 3, 2004. In addition, information will be provided to Council as to when all City streets will have been swept once.
