Approval of Minutes of January 21, 2004 Minutes of January 21,2004 were approved as written. Moved by Peter Benninger Seconded by Glen Woolner Carried 2. Regional Employment Lands Overview Presentation The Economic Development staff presented a power point presentation overview of the employment land situation. The presentation included the following overview: · outline of the current employment base; · the risks of not providing industrial employment land; · the requirements of modern industry; · an assessment of the current industrial land supply in Kitchener; · potential alternative employment land areas outside of the West Side; · nature of the current land inquiries; and · an overview of the land supply in the regional perspective. A discussion followed and a number of questions were raised concerning how to develop the internal and external land supply in light of the industrial land shortage. 3. March 3rd. Discussion In light of the previous presentation, the chair, Hans Pottkamper explained the importance of the upcoming meeting scheduled for March 3ra and the role of EDAC members in this process. He encouraged members to make a concerted effort to attend this meeting. 4. Economic Base Analysis Presentation George Borovilos introduced Matt Fischer, of Matthew Fischer & Associates. Mr. Fischer has been involved in economic development for approximately 30 years in a number of different positions and government levels. He has been a consultant for the past five years and has conducted about 20 economic base analyses for communities across Canada. Mr. Fischer by way of power point outlined the following: · an economic base analysis is an analytical tool used by economic development professionals to profile their local economy and compare it to a reference area; · two techniques are used - Location Quotient Analysis and Shift/Share Analysis; · the results of the study indicated that manufacturing sector employs over 1 in 4 people in the labour force and has a very high location quotient (LQ 1.45) and the educational sector is an emerging growth sector and posted positive number in the Differential Shift Effect; He concluded his remarks by indicating that to maintain the manufacturing strength exhibited in both Kitchener and the regional economy that employment lands for industrial purposes is required to maintain this manufacturing presence. The meeting adjourned at 1:00 pm.
