CITY OF KITCHENER
A special meeting of City Council was held at 5:56 p.m. this date, Chaired by Mayor C. Zehr and with
all members present.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor B. Vrbanovic
Seconded by Councillor C. Weylie
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a labour relations matter, two land acquisition / disposition matters, and five matters
subject to solicitor-client privilege."
Carried.
Mayor C. Zehr advised of two additional items arising from the Finance and Corporate Services
Committee meeting and the Community Services Committee meeting both held earlier this date which
were not listed on the special Council agenda.
Moved by Councillor C. Weylie
Seconded by Councillor G. Lorentz
"That pursuant to Section 4.4 of Chapter 25 (Council Procedure) of the Municipal Code, the
following matters be added to the agenda of the special meeting of Council this date:
a)
consideration of a recommendation arising from the Finance and Corporate Services
Committee meeting of this date regarding a change in the date of the regular Council
meeting scheduled for June 28, 2004; and,
b)
consideration of a matter arising from the Community Services Committee meeting of this
date regarding the Belmont Village Business Improvement Association's proposal to
initiate a signage project to promote the Belmont Village."
Carried Unanimously.
Council then considered a recommendation arising from the Finance and Corporate Services Committee
meeting held this date with respect to changing the scheduled date of the regular Council meeting from
June 28 to June 29, 2004.
Moved by Councillor J. Smola
Seconded by Councillor B. Vrbanovic
"That in consideration of the Federal Election to be held on Monday June 28, 2004, the Council
meeting of June 28th be rescheduled to Tuesday June 29, 2004."
Carried.
Councillor C. Weylie referred to a matter discussed at the Community Services Committee meeting held
earlier this date regarding Community Services Department report CSD-04-101, dated May 27, 2004,
concerning a proposal from the Belmont Village Business Improvement Association (BIA) to initiate a
signage project. Councillor Weylie advised that the proposal requires approval from the Committee of
Adjustment because the signs are not in compliance with the City of Kitchener's existing Sign By-law.
Councillor Weylie advised that the proposal is part of the Belmont Village BIA's beautification program
and staff are in support of the proposed signage project. She further advised that due to the timing of
the next Committee of Adjustment meeting and the summer break for Council, that Council approval will
not be made until August when most of the summer season will have passed. Councillor Weylie
suggested that Council approve the application subject to approval from the Committee of Adjustment.

"That subject to further approval from the Committee of Adjustment, the application of the
Belmont Village Business Improvement Association requesting permission to locate permanent

banner signs on the concrete street lighting poles along Belmont Avenue between Glasgow
Street and Union Boulevard, be approved."
Moved by Councillor J. Gazzola
Seconded by Councillor B. Vrbanovic
Carried.
"That leave be given the Mover and Seconder to introduce the following by-laws for three
readings and that the same be taken as read a first, second and third times, be finally passed and
numbered serially by the Clerk.
Being a by-law to set and levy the rates of taxation for City purposes for the year 2004 and
to provide for the payment of taxes after interim taxes.
(a)
(By-law No. 2004-100)
(By-law No. 2004-101 )."
Carried.
(b) To confirm all actions and proceedings of the Council.
On motion, the meeting adjourned at 6:00 p.m.
