Urban Design Manual Ms. D Edwards, Mr. A. Clark presented the Urban Design Manual Update The urban design manual is a convenient, go-to resource for the development community, as well as residents, special-interest groups, city council and staff who are looking for details on our City's urban design guidelines and standards. Urban Design Guidelines establish the objectives, priorities and expectations for urban design in the City. In Kitchener, the guidelines are consolidated into the Urban Design Manual, which contains urban design guidelines, design briefs and design standards. The guidelines apply to projects across the City and address such things as building types, streetscapes and accessible features. The design briefs provide detailed design guidance for specific types of development, areas or land uses (e.g. PARTS, Tall Buildings). The design standards address matters such as parking, lighting and landscaping. The manual is used by City staff and the development industry in the review and approval of specific types of development applications, such as official plan amendments, zone by-law amendment applications and site plan control applications. The guidelines are flexible and do not have the same regulatory power as other tools such as the Zoning By-lawOverview – Draft Part A of the Urban Design Manual was brought forward. It contains 13 sections in total, 1 approved and in effect (Tall Building has already been approved by Council). Final draft available at www.kitchener.ca/udm Part B and C to be brought forward in the future. Design for Green Areas would be specifically relevant to this committee  October 2018 onward – Prepare Final Draft  Spring 2019 – Stakeholder & Internal Staff Engagement  Fall 2019 – Council for final approval. Leisure Facilities Master Plan (LFMP) Ms. H Foulds presented the Leisure Facilities Master Plan The Leisure Facilities Master Plan (LFMP) is a series of recommendations to support the city’s commitment to providing quality recreation and leisure facilities that meet the needs of the community. A new Leisure Facilities Master Plan is created every five years to align with the Development Charges by-law review. The LFMP also contains key information required to guide the city’s strategic plan and business projects as it relates to recreation and leisure. In addition to the prioritized list of indoor/outdoor facilities funded by Development Charges, the 2019 LFMP will focus on three primary areas: 1. Aging recreation infrastructure 2. Funding models for recreation facilities and service delivery 3. Partnerships with school boards and public/private community partners What facilities are included in the LFMP?  Community centres  Ball diamonds X Golf courses  Pools (indoor/outdoor)  Hard court surfaces X Cemeteries  Arenas  Outdoor rinks X Parks  Sport fields  Splash pads X Trails  Neighbourhood playgrounds  Skate parks X Arts/culture X Region of Waterloo facilities The committee answered a number of questions poised by staff. 3. Gender Neutral Change Rooms Ms. A Venner presented the Gender Neutral Change Rooms Update Rainbow Community council Recommendation#3 to the City of Kitchener: Ensure that there is a trans-inclusive policy around change rooms in place for City of Kitchener recreation facilities and community centres. Cities of Toronto and Hamilton, as well as, the Town of Innisfil already have policies in place. The Ontario Human Rights Code reads:  Right to self identify gender  Protection from discrimination and harassment  Duty to accommodate Before moving ahead with a policy City of Kitchener staff were asked to consider consulting with local LGBTQ+ groups as well as bring any policy back to Safe and Healthy for information and comment.  Rainbow Community Council  Gender Variant Working Group  Spectrum  OK2BME  Plan B Co-operative  WLU Rainbow Centre 4. Upcoming Advisory Committee and Board Member appointment application process  Information emails will be sent out on September 4th to: current advisory committee members; interested members whose names we have on file; and, previous applicants who were not selected.  Interested persons can apply directly to the Citizen Committees & Board page on the City of Kitchener website at www.kitchener.ca beginning Tuesday, September 4, 2018 for three weeks  Applications close on Sunday September 23, 2018.  All current advisory/board members must submit an application again to be considered for this next term.  The applications will be reviewed in mid-October and selected applicants are currently slated to be presented to City Council for approval on November 19, 2018.  The applicant will be notified of the results by email shortly after.
