HomeMy WebLinkAboutKCTAC Minutes - 2018-04-10 CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES April 10, 2018 CITY OF KITCHENER Cycling Advisory Committee met on this date commencing at 4:05 p.m. Present: Councillor Y. Fernandes, Ms. M. Oveido, Ms. L. Paprocki, Messrs. D. Brotherston, M. Drasdo, D. Hoshowsky, B. Jenner, J. Williams, R. Mazumder. Staff: Mr. D. Pimentel, Active Transportation Planning Project Manager Mr. J. Barton, Associate Landscape Architect Mr. B. Cronkite, Interim Manager, Transportation Planning Mr. G. Hermanson, Active Transportation Student 1. BIKEFEST Mr. D. Pimentel provided a brief overview of what bike fest was, when bikefest was occurring, and how the committee could help. He asked for ideas for bike fest to be sent to him if they had any outside of the meeting. Mr. M. Drasdo asked when consultation will be occurring for the master plan, and if the first engagement date would be known so it could be advertised. Mr. D. Pimentel said engagement would begin in late spring or early summer through the winter of next year. There will be six of seven months of engagement. He did not know if the first engagement date will be known. Mr. D. Brotherston asked about the occurrence of council rides. Mr. D. Pimentel explained that council rides will likely be occurring soon. Discussion ensued about the form of the council rides. Mr. B. Cronkite added that the council rides will be about highlighting successes and challenges around cycling in all of Kitchener, not just the downtown wards. 2. SUBCOMMITTEE MEETINGS The Bikefest and Minimum Grid Subcommittee meetings took place. 3. OTM BOOK 18 UPDATE Mr. D. Pimentel explained what OTM Book 18 was. He said they are guiding documents for the design of cycling infrastructure, not standards. It was first developed in 2013 and is currently in the process of being updating now. Brotherston asked about the minimums that OTM Book 18 suggests for crossovers. Mr. B. Cronkite said that city follows regional standards and that OTM Book 18 just has guidelines. Mr. M. Drasdo asked about standards for wayfinding in OTM Book 18. Mr. D. Pimentel said that wayfinding is being updated in the OTM Book 18 update 4. COMPLETE STREETS DESIGN PRINCIPLES Mr. D. Pimentel explained the Complete Streets design principles. He explained the parts of it and how the city would like to implement Complete Streets Guidelines as a follow up to the principles. Councilor Y. Fernandes asked if the design principles are going to be connected to the pedestrian charter. Mr. D. Pimentel confirmed they would be. Councilor Y. Fernandes asked if it is going to connect to sidewalk infill. Mr. D. Pimentel said that the sidewalk infill is part of the CMP. Mr. R. Mazumder asked if the principles and guidelines will assist in getting staff to follow design protocol. Mr. D. Pimentel confirmed they would. Mr. R. Mazumder asked how enforceable the design principles would be. Mr. D. Pimentel explained that the proposed guidelines will enforce the design principles. Mr. M. Pimentel said the difference between a guideline or policy is not meaningful. The city needs to enforce their policy with internal staff and with outside contractors on projects. Mr. J. Barton said that if it is approved by council it doesn’t matter if it’s a guideline or a policy. Mr. D. Brotherston asked if the Region has a similar policy in progress. Mr. D. Pimentel said he didn’t know, but that his priority is the City of Kitchener’s roads. Mr. R. Mazumder asked about using the word standard or built to standard to promote conformity and create accountability. Mr. D. Pimentel said that it might be possible. 5. BIKECHECK Mr. D. Pimentel explained what Bikecheck is to the committee. He the committee to consider volunteering on the confirmed dates for the bike check. Mr. D. Brotherston asked about advertising for other cycling related events or other bike check events at bike checks. Mr. D. Pimentel said it was a good idea. 6. COUNCIL RIDES Mr. D. Pimentel explained about the idea of council rides. He asked the committee how they envisioned them looking and if the council rides were sufficient, or if something new should be done. Mr. M. Drasdo raised concern about it being a soapbox for incumbents close to an election. Mr. D. Pimentel said it was about riding in the communities, not about politics, not giving incumbents advantage. The sooner the rides are done, the further they will be away from the elections in October. Mr. R. Mazumder raised the point of bringing council along a potential pilot route, to show the necessity of building protected infrastructure.
