FINANCE AND ADMINISTRATION COMMITTEE MINUTES
MAY 25, 1992
The Finance and Administration Committee met this date, commencing at 11:21 a.m., under the
Chairmanship of Alderman C. Zehr with the following members present: Mayor D.V. Cardillo, Aldermen
B. Stortz, T. Galloway, G. Lorentz, M. Wagner, C. Weylie and J. Ziegler.
Others present: Messrs. T. McKay, J. Gazzola, R. Freeborn, D. Paterson, C. Cooke, D. Heubach, G.
Sosnoski, Ms. S. Tranter and Ms. N. Dahmer.
1. REVISION OF COUNCIL POLICIES
The Committee was in receipt of a memorandum from Mrs. D. Gilchrist dated May 14, 1992
outlining revisions proposed to the "City of Kitchener Council Policy Manual and Private
Legislation".
On a motion by Mayor D.V. Cardillo -
It was resolved:
"That the "City of Kitchener Council Policy Manual and Private Legislation"
be revised as outlined in the schedule appended to the memorandum of Mrs.
D. Gilchrist date May 14, 1992."
2. COST SHARING POLICY ON FENCING
Alderman Ziegler referred to Council's May 19, 1992 decision concerning the installation of
fencing on the community trail adjacent to 234 and 242 Driftwood Drive. He questioned whether
the 20% invoicing fee would apply in this instance and Mr. Gazzola offered the opinion that it may
not. Mr. McKay added that any such fee would not be applied until the entire issue is resolved.
Alderman Zehr asked that Mr. Gazzola submit a report for consideration at the June 15, 1992
meeting of the Finance and Administration Committee.
3. 1991 ANNUAL DEPARTMENTAL REPORT - ADMINISTRATIVE SERVICES
Mr. Freeborn introduced the Department report which was previously circulated to members of
Council. Ms. Tranter, Mr. Paterson, Mr. Heubach and Mr. Cooke reported on activities in their
respective Divisions/Sections and answered questions from Committee members.
4. DEFERRAL/PHASE-IN OF MARKET VALUE ASSESSMENT - UPDATE
Mr. Gazzola explained that staff have developed a separate program to segregate billings, with
approximately 7,500 tax bills affected by the deferral/phase-in program. He advised that the bills
will be mailed this week with a due date of June 15, and that Council will receive a full report in this
regard.
5. NEXT MEETING
The next regularly scheduled meeting of the Finance and Administration Committee will be held on
Monday, June 15, 1992.
6. ADJOURNMENT
On motion, the meeting adjourned at 12:25 p.m.
