BACKGROUND: Shoringand tiebacks arerequired to allow for constructionand development of properties in Kitchener.In order to streamline the process toensure timing permission for the installation of tiebacks and shoring, staff suggest that delegated authority be granted to the Mayor andClerk to execute tieback/shoring agreements. REPORT: There are several large new developments requiringshoringto ensure thetemporary supportof the ground during the excavation and construction of the building foundation. To achieve stability when pouring concrete foundations, tiebacks arealsonecessary. road allowances.These are structural elementsthat will transfer load into the ground. If shoring works cease, a cost estimate must be approved by City staff to bring the site to a safe condition; in addition, a letter of credit must be posted according dit Policy. Further, the Developerscontractors will monitor the vibration during the installation of the tiebacks to ensure that any nearby infrastructure will remain unaffected. Once the foundation of the new building is complete,the tiebacks will no longer be required. The tiebacks do not structurally support any buildings, and therefore can be abandoned.At that point, the tiebacks canberemoved at any point for future work under the roadway.
