DSD-18-145 ENVIRONMENTAL COMMITTEE RECOMMENDATION - REEP GRANT REQUEST The Committee considered Development Services Department report DSD-18-145, dated October 18, 2018, recommending the allocation of $30,907. to the Waterloo Region Green Solutions, Residential Energy Efficiency Project (REEP). The Committee was in receipt this date of 2018 Annual Report to the Community. Ms. Mary Jane Patterson, Executive Director, and Mr. Dave Blake, Associate Director, REEP Green Solutions, provided a PowerPoint presentation outlining the REEP Annual Report. They provided an overview of the work that is undertaken by REEP, including incentives for homeowners to energy retrofit their home, the Zero Waste Challenge, home energy evaluations, climate adaptation through Rain Smart Neighbourhoods, and the REEP House for Sustainable Living. They requested support for the funding request to assist with programs such as the Home Energy Retrofit Incentive Program. Councillor S. Marsh advised she wished to connect with City staff in the coming weeks to discuss incorporating -year funding into the annual budget process, rather than requesting Council to pass a motion funding. He noted this requires Council to render a decision on an annual basis to move the grant request into a budget allocation. In response to questions, Ms. Patterson advised she would provide Council with a draft of On motion by Councillor S. Marsh - it was resolved: That, subject to the 2019 budget deliberations, $30,907 be allocated to Waterloo Region Green Solutions, Residential Energy Efficiency Project (REEP), as part of the Utilities 2019 Capital Budget, as outlined in Development Services Department report DSD-18- 2. CSD-18-088 COMMUNITY GRANTS APPEAL PROCESS UPDATE The Committee considered Community Services Department report CSD-18-088, dated October 16, 2018, recommending permanent delegation of the community grant (Tier 1 and Tier 2) appeals process to a panel of staff. In response to questions, Mr. M. May advised staff is considering conducting a review of the overall grant process, noting this would include community engagement with the grant recipients. He stated staff would discuss the review with Council when building the next business plan, adding staff haveidentified a number of efficiencies and ways to strengthen the language in the policy to make it clearer for community groups. Singh - it was resolved: That the community grant (Tier 1 and Tier 2) appeals process be delegated to a panel of staff on a permanent basis, as outlined in Community Services Department report CSD- 18-088. 3.
