Vrbanovic and Members of Council-Elect Re: 2018 Committee / Board Appointments November 19, 2018 Notice is hereby given that I, Christine Tarling, City Clerk, have called a Striking Committee meeting of the Council-Elect to be held on Monday, November 19, 2018 commencing at 1:30 p.m. in the Council Chamber. The purpose of the meeting is to make recommendations on the 2019 appointments to Committees and Boards. The following information and documentation is attached for consideration: A. Seating Around the Council Horseshoe Using the established process of drawing lots, the order of seating around the horseshoe will be determined to take effect December 3, 2018. B. COR-18-014 Nominating Committee Appointments to Advisory Committees (2018-2020) Attached is Finance and Corporate Services Department report COR-18-014 (C. Tarling / Nominating Committee), dated November 7, 2018. C. Eligibility of Appointees Attached is a compilation of the legislative authority with respect to various advisory committees, boards and quasi-judicial committees. D. List of Vacant Positions Being Considered by Council This working sheet provides information regarding all committee and some board vacancies for 2019. The document provides guidance as to the number of appointments required as well as information on terms for appointments and is required / desired for the composition of the committee or board, reference is noted. E. Council Policy GOV-BOA-063 Appointment to Boards and Committees Policy GOV-BOA-063, approved in 2008 and amended in 2012, relates to the appointment of lay members, and reads as follows: An individual may only be appointed to the same committee for a maximum of 8 consecutive years. 3.2 Any appointment to fill an unexpired term shall not be considered as part of the calculation with respect to the maximum term. 3.3 Any individual will be eligible for re-appointment to the same board or committee only if a minimum period of 1 year has elapsed between the completion of the 8 year maximum and the commencement of a new term. 3.4 Please note that pursuant to the above, the following indviduals re-applying for their respective Committees have served in excess of the maximum of 8 consecutive years. The number shown after the name is the application number. 1. Denny Cybalski (No. 20) Committee of Adjustment 2. Jennifer Meader (No. 25) Committee of Adjustment 3. Bob McColl (No. 24) Committee of Adjustment In the event the Striking Committee wishes to deviate from Policy GOV-BOA-063 and appoint an individual who has already served the maximum 8 consecutive years, the following resolution is required: ouncil Policy GOV-BOA-63 (Appointments to Boards and Committees), we hereby confirm the following appointment(s), namely: Appointee Name Committee or Board. Members are reminded the above noted resolution must be approved by a majority two-thirds vote of the Council-Elect present at the time the vote is taken. F. Balloting Procedure In the past, a balloting procedure has been utilized when considering appointments. A ballot is only required to fill a vacancy if there are more nominations than vacancies. Each member of the Striking Committee is required to complete and sign a ballot at the time of voting. The City Clerk (or designate) will openly identify the member of Striking Committee and for whom s/he had voted. It is assumed the Striking Committee will wish to continue with the procedure and accordingly, sufficient blank ballots for each member will be available at the meeting. G. Staff Applications There are no City staff who have applied for appointment. H. Summary List of Appointments and Application Forms Members of the Striking Committee will each have received two groups of applications; applications 1-144 were received by the September 23, 2018 deadline; and, applications A1-A5 were received after the deadline but before the packages were sent to the Nominating Committee. Each group of applications is accompanied by a summary document which groups applicants by st their 1 choice. Additional notations respecting status, sector and / or attendance are provided where applicable and available. I. Boards a. Centre in the Square Legislation that pertains to the Centre in the Square provides that Council shall appoint three members of Council, in addition to the Mayor, as representatives on the Board. At a special Council meeting held August 25, 2014, Council unanimously adopted a motion to reduce the number of Council representatives by two, so that the representatives will be the Mayor and one Councillor. A letter from Deb Daub, Director of Finance, regarding citizen appointments to the Board of Directors for CITS is still pending. Executive Committee has yet to meet to review the applications in order to make recommendations for consideration. b. Kitchener Housing Inc. A letter from Lori Trumper, General Manager, regarding appointments to the Board of Directors for KHI is also pendinghas yet to meet to review the applications c. Kitchener Public Library Attached is a letter from Mary Chevreau, Chair, Kitchener Public Library Board, regarding appointments to the KPL Board. Applications have been reviewed and recommendations are provided for consideration. d. Kitchener-Wilmot Hydro/Kitchener Energy and Kitchener Power Corporation Attached is a letter from Jerry Van Ooteghem, President & CEO, Kitchener-Wilmot Hydro Inc. and Kitchener Energy Services Inc., regarding appointments to the Board of Directors. A Nominating Committee met and has made a recommendation for four existing vacancies. In addition, the letter from Mr. Van Ooteghem includes recommendations for appointments to the Board of Directors for Kitchener Power Corporation to fill two existing vacancies. Yours truly, C. Tarling, Director of Legislated Services/City Clerk, 519-741-2200, ext. 7809 WARD (S) INVOLVED:All DATE OF REPORT:November 7, 2018 REPORT NO.:COR-18-014 SUBJECT:Nominating Committee Appointments to Advisory and Quasi-judicial Committees(2018-2020) __________________________________________________________________________ RECOMMENDATION: That the list of recommended candidates for 2018-2020Advisory and Quasi-judicial Committee vacanciesbe approved, as attached to staff report COR-18-014; and That staff undertake an enhanced recruitment process for the Economic Development Advisory Committeeto fill the sector-specific vacancies as outlined in staff report COR-18-014; and further, That staff undertake a targeted recruitment for representatives for the Heritage Conservation Districts (HCDs) on Heritage Kitchener from the Neighbourhood Associations within those HCDs. BACKGROUND: After every municipal election, appointments to advisory and quasi-judicial committeesare made by the Striking Committeebased onthe recommendations of the Nominating Committee (the Committee). In September2018,Council reappointed the following five (5) members, or their designates, to the Committee for a two-year term: Kitchener Waterloo Community Foundation (KWCF) President/Chief Executive Officer; Kitchener-Waterloo Multicultural Centre (KWMC) Chief Executive Officer; United Way Waterloo Region Communities (UWayWRC) Chief Executive Officer; Capacity Canada (CC) Chief Executive Officer; and, Greater Kitchener Waterloo Chamber of Commerce (GKWCC) President/Chief Executive Officer. The Committeemandate is to assess applicants for theadvisory and quasi-judicial committees of Council and to present Council with a list ofrecommendedcandidates for each committee. The Boards of Kitchener Public Library (KPL), Centre in the Square (CITS), Kitchener Housing Inc. B - 1 REPORT: Recruitment took place over a 3-week span fromSeptember 4 to 23 using various means including the Kitchener Post, advisory committees were also encouraged to re-apply. The Committee met on October 15to review applications received for the following City advisory committees: Aeronautical Noise Management Committee; Arts and Culture Advisory Committee; Committee of Adjustment; Compass Kitchener; Cycling and Trails Advisory Committee; Downtown Action and Advisory Committee; Economic Development Advisory Committee(sector-specific vacancies); Environmental Committee; Heritage Kitchener; Property Standards; and, Safe and Healthy Community Advisory Committee. Supported by Christine Tarling, Director of Legislated Services/City Clerk,andRita Delaney, AdministrativeAssistant, the Committee reviewed 149applicationstaking into accounta number of factorsas follows: 1)Terms of Reference of committees where available; st 2)choice of committee, wherever possible; 3)irapplication; 4)A mix of returning members and new members to support succession planning and continuity within the committees; and, 5)Consideration of applicants that reflect the diversity of the community as a wholeas self-identified bytheapplicants. The Committee was challenged to fill thesector-specific vacancies for the Economic Development Advisory Committee and Heritage Kitchener. In the case of the Economic Development Advisory Committee, there were noapplicants for thesector-specificvacanciesofDowntown Officer Owner, Financial (Banking), Major Retail (outside of the downtown), Health Care, and Education. The Committee recommends undertaking an enhancedrecruitment processto fill these vacancies. In the case of Heritage Kitchener, there wfour (4) Heritage Conservation Districts (HCDs) and so the Committee recommendsand staff is supportive of doing targeted recruiting through the Neighbourhood Associations within those HCDs. A listing of applicants for each advisoryand quasi-judicialcommittee is presented as a suggested slate listing of applicants not assigned to a committee.Note that in some cases,these applicants had selected a board as their first choice and some board selections are still pending. B - 2 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: the delivery of core service. FINANCIAL IMPLICATIONS: None at this time. Advertising for the advisory committees is contained with the operational budget of Legislated Services. The Nominating Committee is a volunteer committee. COMMUNITY ENGAGEMENT: INFORM committee meeting. COLLABORATE The Nominating Committee is comprised ofcitizens who provide direct advice and recommendations regarding the composition of the dvisory committees. The members of the various advisory committees also provide advice and recommendations to Council and,in this way, partner with the City in the decision-making process.
