The Heritage Kitchener Committee met this date, commencing at 4:00 p.m.

DTS-04-085 - HERITAGE PERMIT APPLICATION 2004-1V-005- YOUR KITCHENER STORE
SIGNAGE -191-197 KING STREET WEST
The Committee was in receipt of Development and Technical Services Department report DTS-
04-085, dated May 18, 2004, recommending approval of Heritage Permit Application HPA
2004-1V-005, for the property municipally known as 191-197 King Street West (former Public
Utilities Commission Building). A copy of the Heritage Permit Application and supporting
drawings were attached to the staff report.
Ms. T. Marr was in attendance to represent the application, which proposes two wooden
projecting signs to advertise "Your Kitchener Store". One sign is to be located on the King
Street elevation while the other will be located on the Gaukel Street elevation of the building.
Ms. Marr displayed a sample of the wood to be used for the signs as well as samples of the
paint colours. She advised the background of the signs will be sand blasted so as to be
recessed from the copy portion of the sign. The signs will be attached to the wall with cast iron
brackets, and, in this regard, she provided the Committee with a sketch showing two different
designs for the brackets, offering the Committee the opportunity to chose between the two.
The sketch also indicated the length of the brackets.
Mr. Bensason questioned whether arrangements have been made to remove the brackets
when "Your Kitchener Store" vacates the premises. Ms. Marr responded that she does not
anticipate leaving any portion of the sign behind when they vacate the building.
On motion by Ms. A. Moore -
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Section 1.1 of the Heritage
Conservation Easement Agreement, and subject to obtaining all other necessary
approvals, Heritage Permit Application HPA 2004-1V-005 (191-197 King St. W.) be
approved to permit the installation of two projecting wooden signs on the King and
Gaukel Street elevations of the former Public Utilities Commission building to advertise
the Your Kitchener Store location, as shown on the plans and specifications submitted
with the application, subject to the following condition:
That the specifications regarding the material, design and method of attaching the
signage to the historic masonry, as presented to City Staff and Heritage Kitchener on
June 1, 2004 be approved; with such method of attachment not being invasive to the
historic masonry and be capable of being removed in the future without causing
permanent damage to the historic building fabric."

The Committee was advised of a difficulty experienced by a property owner on Doon Village
Road, with respect to their private septic system. Mr. J. Witmer advised the Committee the
property owner frontage on the street, they decided to install a new private septic system,
which will be less costly.
PROPOSED CIVIC CENTRE HERITAGE CONSERVATION DISTRICT
The Committee was in receipt of a memorandum from Mr. L. Bensason, dated May 19, 2004,
advising that the money allocated for the preparation of a Heritage Conservation District in Civic
Centre becomes available in 2005. The terms of reference for the district study and the plan
should be completed by the end of 2004. Attached to the memorandum was some background
material in this regard, as well as a copy of the terms of reference for the St. Mary's Heritage
Conservation District.
Mr. Bensason asked the Committee to review the material through the summer break, and be
prepared to discuss and recommend specific terms of reference for the Civic Centre at the
August and September meetings.
PROPOSAL FOR RENAMING OF "LORNE GREEN"
Consideration of this matter is deferred to the August meeting.
UPPER BLAIR FUNCTIONAL DRAINAGE STUDY & DOON SOUTH PHASE II COMMUNITY
PLAN
Ms. J. Passy, MacKinnon and Associates and Mr. L. Masseo were in attendance to advise the
Committee of the processes currently being undertaken by the City of Kitchener with respect to
the Upper Blair Functional Study, and the Doon South Phase II Community Plan. Plans of the
area were displayed for the Committee's benefit.
Mr. Masseo advised the City is in the initial stages of the preparation of Phase II of the Doon
South Community Plan, and the public consultation process is in the initial stage. Mr. Masseo
then provided some background to Phase I of this Community Plan, which was undertaken in
1997. Part of the current process is to determine whether the Phase II portion of the
Community Plan can be developed with small lots on full municipal services.
Ms. Passy advised that since completion of the Doon South Community Plan in 1997, the City
has been contemplating whether Phase II of the Community Plan can be developed with small
lots on full services, rather than large lots with private services. Part of the current process is to
evaluate linkages for this Community and as part of this process, scenic roads have been
identified. Phase I of the Community Plan identified Groh Drive as being closed to traffic. As a
result, it is now necessary to review how traffic will move through this area.
Mr. Masseo advised that when the initial Community Plan was being undertaken, a
Transportation Study and Scenic Road Study were prepared. At the time, Council initially
determine that the bottom of Groh Drive, and Pinnacle Drive remain open to traffic; however,
the then ward councillor convinced Council that all of Groh Drive should be designated as a
scenic road. Unfortunately, neither the study nor the Community Plan Policies were changed to
show that all of Groh Drive is to be considered a Scenic Road.
Mr. Masseo asked to have initial discussions with Heritage Kitchener, or preferably to work with
a sub-committee of Heritage Kitchener, with respect to scenic roads in the Doon South Phase II
Community Plan.
Ms. A. Moore advised she owns property at 320 Dodge Drive, at the intersection at Dodge
Drive and Groh Drive, and advised she has concerns about the widening of Groh Drive and/or
Dodge Drive, as widening will require the road's realignment through her property, and possibly
the buildings on her property. Ms. Moore noted her property is designated under the Ontario

Heritage Act.
Ms. Moore was questioned as to whether she may have a pecuniary interest in this matter and
it was recommended that she should review the Municipal Conflict of Interest Act. The
Committee Administrator was directed to provide Ms. Moore with access to this legislation.
Mr. Masseo stated that staff will not be approaching Council with recommendations on these
matters until after the summer break, to allow for more public input and discussion.
Ms. D. Kuehl stated the Committee has not received any background on the Community Plan
or the Drainage Study prior to this meeting, and needs more time and information to properly
assess this matter. With respect to environmental features in the area, Ms. Kuehl was advised
that the Grand River Conservation Authority is a full participant in these studies.
Upon questioning, Mr. Masseo advised that transportation studies are required to determine
potential traffic volumes in this area, and the types and locations of roads required to handle
the potential traffic volumes. A Heritage Impact Assessment may also be required for Groh
Drive and Dodge Drive, which is being considered at this time. The objective of the process is
to adopt a functional drainage study and revised Community Plan Phase II to determine the
viability of full municipal services in this area.
Mr. Anthony Christie of 321 Dodge Drive was in attendance in support of the preservation of
Dodge Drive and Groh Drive as they currently exist. He stated that the heritage value of Dodge
Drive is the fact that it still has the same appearance as it did in 1848.
On motion by Mr. Z. Janecki -
it was resolved:
"That a sub-committee of Heritage Kitchener be formed to work with City staff on
heritage issues as they relate to the Upper Blair Functional Drainage Study and the
Doon South Phase II Community Plan; and,
That as part of the issues to be addressed, the sub-committee consider the scenic roads
and built heritage in the Doon South Community, as well as the designation of Dodge
Drive as a scenic road; and further,
That the sub-committee report to heritage Kitchener at its August meeting."
Mr. Masseo agreed to meet with the sub-committee in the latter of June, and Mr. Bensason
agreed to prepare and distribute a package of information in this regard to the Heritage
Kitchener members.
The following volunteered to be members of the sub-committee: Messrs. Z. Janecki, J.
Countryman and L. Bensason. Ms. A. Moore volunteered to be a member of the sub-
committee if she was not prevented from doing so. Mr. Masseo advised that if not able to be a
member of the sub-committee, Ms. Moore would still be able to participate in this planning
process as part of the residents' group.
DOORS OPEN WATERLOO REGION
The Committee was provided, this date, with copies of e-mails received by staff from Doors
Open Waterloo Region. The information states this event will take place on September 18,
2004, from 10 a.m. to 4 p.m., and the properties in Kitchener to be open for viewing are: Homer
Watson House, St. Paul's Church, The Waterloo County Gaol, and Green Gables.
