Manager Engineering Design & Approvals 519-741-2200 x7584 WARD(S) INVOLVED:Ward 2 DATE OF REPORT:November 29,2018 REPORT NO.:DSD18-167 SUBJECT:Dalewood Drive Sanitary Sewer Repair ___________________________________________________________________________ RECOMMENDATION: Thatstaff be directed to proceed with the immediate repair of a segment of Sanitary Sewer on Dalewood Drive to address ongoing sewage backup issues, with funding for the repair to be allocated from the Sanitary Sewer Maintenance Account. BACKGROUND: City of Kitchener Operations has been maintaining an area of problematic sanitary sewer on Dalewood Drivethrough the implementation of a regular,targeted flushing program. City staff have responded to several instances of sewage backups/basement flooding. The replacement of approximately 225 metres of this sanitary sewer will reduce or eliminate the need for extensive flushing, and more importantly, will significantly reduce the chances of sewage backing up into private service connections, thereby reducing the cback-ups. REPORT: City of Kitchener Operations has been maintaining an area of sanitary sewer on Dalewood Drive. This sanitary pipe was originally constructed in approximately 1965.A shallow sanitary outlet to the street has resulted in an original installation of sub-standard slopes in some areas. Therefore,deposits accumulate and require regular and frequent flushing to prevent blockages in the main line and up into residential service connections. The current flushing cycle is every 2 months.City staffhave responded to 7instances of sewage backups/basement floodingin the last 10 years, the most recent backup being onMarch 5, 2018. The replacement of approximately 225 metres of this sanitary sewer (see Figure 1) will reduce or eliminate the need forextensive flushing, and more importantly, will significantly reduce the chances of sewage backing up into private service connections, thereby reducing major inconvenience to homeowners and potential liability for damages as a result of such instances.Design activities have commenced to allow for the repair tobe completed early in 2019. poor condition, the adjacent watermain will be replaced at the same time. Other infrastructure within this area is in good condition (storm sewer, road, sidewalk, service laterals etc.) and will be preserved where not in direct conflict with the planned work. This street is not currently scheduled for replacement un Infrastructure Program (WIP) for full reconstructions and will be at least 30 years before it becomes a candidate for this program. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Strategic Priority:Sustainable Environment & Infrastructure FINANCIAL IMPLICATIONS: Under normal circumstances, this work would be identified as a project in the 2019 budget which is scheduled to be approved by council late January 2019, however this timing would not allow construction to commence untillater in 2019, resulting in ongoing maintenance costs and increased risk to homeowners. Given the relative urgency of the work staff are recommending that funding be allocated in advance of the 2019 capital budget. The cost of the sanitary sewer repair,including design work, geotechnical investigations and staff time,is estimated to be $538,994. This is apre-designestimate and has a contingency of 20% built into the estimate. The repair will be funded fromthe Sanitary SewerMaintenanceaccount which is forecast to have a budget remaining of$680,286at the end of 2018before funding this work.The watermain replacement will befunded from an existinguncommitted budget item.
