GRCA COMMENT*:
The Grand River Conservation Authority (GRCA) has no objection to the above-noted
minor variance application. Please see our detailed comments below.
BACKGROUND:
1. Resource Issues:
Information currently available at our office indicates that a small portion of the
subject property is within the flood fringe portion of the floodplain associated with
Schneider Creek and the allowance adjacent to the floodplain.
2. Legislative/Policy Requirements and Implications:
GRCA staff have reviewed the proposed development through the site plan approval
process and we are satisfied that the proposed development meets the City of
Kitchener and GRCA Two-Zone Floodplain policies. As such, we have no objection
to the proposed minor variance application.
We have previously undertaken a review of the proposed grading on the site and
very minor grading is proposed within the allowance of the floodplain. We will not
require a permit for this limited grading work.
Please note that any other future development proposed within GRCA regulated
areas will require prior written approval from the GRCA in the form of a permit
pursuant to Ontario Regulation 150/06.
3. Plan Review Fees:
We wish to acknowledge receipt of the applicable plan review fee for the review of
the related site plan and zone change applications. As such, a plan review fee for
this application is not required.
