HomeMy WebLinkAboutCouncil Minutes - 1998-06-22 SCOUNCIL\1998-06-22-SPE JUNE 22, 1998 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 12:30 p.m. this date and Chaired by Mayor C.Zehr with the following members present: Councillors G. Lorentz, J. Ziegler, C.Weylie, J. Haalboom, T. Galloway, John Smola and B. Vrbanovic. Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Moved by Councillor J. Ziegler Seconded by Councillor B. Vrbanovic "That the appointment terms for all members currently on the Business and Industry Advisory Committee be extended from June 30, 1998 to November 30, 1998." Carried. Councillor G. Lorentz noted that the initial June 30, 1998 appointment term was put in place in conjunction with the request that the Committee's mandate and effectiveness be reviewed, and noted that a report in this regard has not been received by Council to date. Moved by Councillor J. Ziegler Seconded by Councillor B. Vrbanovic "That an in-camera meeting of City Council be held immediately following the special meeting to consider two personal matters, two land acquisition matters, a labour relations matter and five matters subject to solicitor-client privilege." Carried. A brief discussion took place as to the possibility of adding an additional item to the special Council agenda of this date. Council was informed that its Procedural By-law indicates this cannot be done without the unanimous consent of all Members of Council. Councillor B. Vrbanovic indicated that it was his recollection the previous Procedural By-law allowed for the addition of items with the unanimous consent of two-thirds of the Council. He asked that the City Clerk report on the feasibility of amending the By-law to change the required consent of all members of Council. The special Council meeting then recessed at 12:35 p.m. to allow Council to consider its in-camera agenda and reconvened at 1:45 p.m. Moved by Councillor B. Vrbanovic Seconded by Councillor C. Weylie "That the Mayor and Clerk be authorized to execute an agreement, to the satisfaction of the City Solicitor, with the Aids Committee of Cambridge, Kitchener, Waterloo and Area for rental of 122 Frederick Street for the term commencing on the 1st day of July, 1998 and ending on the 31st day of August, 1998, at a rent of $500 per month." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor M. Yantzi "That staff prepare a report in regard to defining classes of temporary vendors selling fireworks and distinguishing 'resident' from 'non-resident' temporary vendors; and further, That the licence fees for selling fireworks for the Canada Day holiday required under By-law 94-75 be waived for Mr. Shawn Miller for the location where he has been licensed as a temporary vendor since April, 1998 and where he was licensed to sell fireworks for the Victoria Day holiday." Vrbanovic Seconded by Councillor T.Galloway "That if required, an in-camera meeting of City Council be held at 6:45 p.m. on July 6, 1998 to consider a land acquisition matter." Moved by Councillor C. Weylie Seconded by Councillor John Smola Carried. "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 98-74 by the Clerk." Carried. On motion the meeting adjourned at 1:50 p.m. MAYOR CLERK
