JANUARY 8, 2019 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:00 p.m.
Present: A. Reid - Chair
Councillors D. Chapman and J. Gazzola, Ms. K. Huxted, Ms. S. Hossack and Messrs. P.
Ciuciura, R. Parnell and S. Strohack.
Staff: B. Sloan, Manager, Long Range & Policy Planning

1. WELCOME AND COMMITTEE MEMBER INTRODUCTIONS
2018/2020 term. Each member was requested to introduce themselves and state their interest
in applying to the Committee.
2. PRESENTATION ADVISORY COMMITTEE ROLES, RESPONSIBILITIES & RELATIONSHIPS

how advisory committees fit within the overall corporate context of the City of Kitchener, including
general meeting procedures and the role of an Advisory Committee member.
3. ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR
Ms. D. Saunderson opened the floor to nominations for the position of Committee Chair. Ms. A.
Reid and Mr. S. Strohack were nominated for appointment and standard voting procedures were
used with Ms. Reid being appointed the Chair.
On motion by Councillor D. Chapman -
it was resolved:
A. Reid be appointed as Chair of Heritage Kitchener for a term expiring
November 30, 2020
Mr. S. Strohack was nominated for Vice-Chair and agreed to stand for appointment. No further
nominations were forthcoming.
On motion by Councillor D. Chapman -
it was resolved:
Mr. S. Strohack be appointed as Vice-Chair of Heritage Kitchener for a term expiring
4. COMMITTEE ORIENTATION
Mr. L. Bensason gave a presentation entitled Cultural Heritage Conservation & Planning in the
City of Kitchener, which included an overview of functions specific to Heritage Kitchener,
namely: Cultural Heritage Resources - built heritage and cultural heritage landscapes;
Conservation - identification, interpretation, protection and use; Support for Heritage
Conservation; the Municipal Heritage Register - designating properties under Part IV or Part V
of the Ontario Heritage Act; ; the
Planning Act and how the Provincial Policy Statements address heritage conservation; as well
as the Regional and Municipal Official Plans, which include support for heritage conservation.

Questions were raised regarding the Eight Best Practices. Mr. Bensason agreed to provide an
update on the Best Practices at the February meeting, and the practices that would likely be
addressed in the Committees 2018/2020 term.

4. COMMITTEE ORIENTATION
Ms. V. Grohn gave a presentation regarding the Heritage Permit Application (HPA) process and
highlighted the procedure staff undertake when bringing a report to the Committee for
consideration. She provided an overview of the merits of an application and what should receive
consideration when making a recommendation for approval or refusal of an HPA. She then

in the training materials that were sent out to the Committee members prior to this meeting.
