Economic Development is now part of Development Services • The city is undergoing a comprehensive review of its development services which includes an online survey • Over the past two months staff councilors and inside stakeholders are asked to give their feedback on strengths and ideas for improvement • Planning for a May consultation: currently data collected until end of December, mid- January it will be analyzed, the scope will be established in March, report back to the community and committees in May/June • There will be sub projects over the first year and opportunities to engage • Committed to coming back with updates • Desired outcomes: o To be able to identify a variety of core services within each division o To improve decision-making processes o Defining what great services look like based on a collective vision DISCUSSION ITEMS 4.0 Love My Hood: Resident -Led Public Art Projects: Jenna Van Klaveren, Neighbourhood Development Office Associate • The Love My Hood strategy - Kitchener's first neighbourhood strategy - was developed over 18 months through meetings, research and an extensive and inclusive community consultation process • As a result, the vision of the strategy is built on three themes: great places, connected people and working together October 2018 - ACAC Minutes ARTS AND CULTURE ADVISORY COMM ITTEE (ACAC) MINUTES NOVEMBER 20, 2018 CITY OF KITCHENER • Community services is currently working on developing these three programs: Neighbourhood Greening, Public Seating and Public Art within the Neighbourhood Places Program • It is looking to develop guides for these programs • The Public Art guide would include how the City of Kitchener defines "public art" vs. neighbourhood -led art projects, the benefits of such projects and public art, how residents can lead an art project in their neighbourhood with steps such as talking to neighbours and developing the goal/focus of the piece, working with and compensating an artist, securing finances, writing a grant and budget, maintenance plan and other key elements that go into public art projects • Arts and Creative staff engaged an artist to review the draft documents for the guide that city staff had prepared through cross -divisional consultations • A public consultation meeting was held on November 29th to determine action items and to receive input from the public pertaining to public art, neighbourhood greening and public seating initiatives. • Emphasis was placed on gauging expectations related to the roles and responsibilities of city staff and residents when executing these projects • ACAC members noted that there are many neighbourhood faith facilities that may be interested in renting spaces to community spaces to carry out projects • ArtsBuild also provides a resource of spaces to rent ACTION ITEM: Suggested for city staff to invite ArtsBuild to an ACAC meeting 5.0 2019 Artist in Residence Staff Report: Karoline Varin • The Public Art Working Group (PAWG) chose Mary Neil as the 2019 Artist in Residence • Mary is a community musician currently completing a Master of Arts in Community Music • She proposes hosting workshops to work with the community to create instruments out of found items • They will then be used to co -create musical compositions that reflect the specific community participating • As a final piece, she proposes the creation of an outdoor music wall featuring a map of Kitchener and the instruments would be placed on the map accordingly • Mary founded KW Junk Music - an organization which combines music, sustainability, and community engagement • During her residency, she will be challenging the community to think about sustainable practices; building belonging through co -creating musical pieces and creating accessible participation in music making 6.0 Urban Design Manual Update: Aaron Francis, ACAC member • There are three sections: finished reviewing Section A • Section C is devoted to public art • Will email his thoughts to ACAC members as well as link to Section C for review ACTION ITEM: Once members provide feedback, it will provided to Planning INFORMATION ITEMS October 2018 - ACAC Minutes ARTS AND CULTURE ADVISORY COMM ITTEE (ACAC) MINUTES NOVEMBER 20, 2018 CITY OF KITCHENER 7.0 City Updates: Emily Robson • Staff attended a panel and discussion session hosted by THEMUSEU to present its proposal for expansion • The public art sculpture in Victoria Park - The Canoe - will be removed for restoration before winter: a plan for restoration and moving the sculpture has been determined by staff, artist, art consultant and a specialized moving company • Staff attended a consultation on redevelopment of the East End of Kitchener's downtown 8.0 Downtown Action and Advisory Committee: Aaron Francis • Emily and Karoline made a presentation about the removal and restoration of the public art sculpture in Victoria Park, The Canoe • Planning made a presentation about the Urban Design Manual update • Discussed in small groups each of the 4 downtown districts and the proposed design guidelines for each 9.0 Economic Development Advisory Committee: Shirley Madill • There was an update on the Urban Design Manual by Dayna Edwards and Adam Clark. • Committee felt the following in -progress, major initiatives from Make It Kitchener plan warrant discussion in the next 12-24 months: o Food Incubator o Manufacturing Incubator o Creative Hub o Film, Music &t Interactive Media Office o Downtown City -Owned Land Strategy o Special Events Strategy o Two -Way All Day GO o Digital Main Street • Based on feedback, 10 topics were selected based on relevance by the Committee to pursue: o Retail Shift o IoT/Data/Fibre network o CRoZBy o Tourism o Partnership opportunities between universities/colleges and the City o City -owned Downtown Land Strategy o Housing affordability ( o National challenges being experienced by local companies o Collaboration opportunities between Kitchener, Waterloo &t Cambridge o Championing support for ION among the broader business community 10.0 Public Art Working Group: Lydia Workman • Jurying for the 2019 Artist in Residence took place • Fifteen artists applied • PAWG had three top choices, but Mary Neil received unanimous support 11.0 Council Report: Councilor Dave Schnider • Councilor Dave Schnider was appointed to ACAC for another term 12.0 Member's updates: all Linda: October 2018 - ACAC Minutes ARTS AND CULTURE ADVISORY COMM ITTEE (ACAC) MINUTES NOVEMBER 20, 2018 CITY OF KITCHENER • Tier 2 grant information session was held with 25 people in attendance • Did a presentation on how to correctly fill out the budget form Sam: • Lightning Banjo is putting up the play "Velveteen Rabbit" on December 7-9 for ages 3 to 9 ADJOURNMENT: The chair adjourned the meeting at 5:30 p.m. NEXT MEETING: Monday, December 17, 2018, 4:00 p.m., Gilt Restaurant October 2018 - ACAC Minutes 4
