Present: Mr. D. Brotherston, Mr. M. Clark, Mr. B. Forwell, Ms. V. Hand, E. Hannah, Mr. D. Hoshowsky, Ms. R. Parke, Mr. G. Piccini, Ms. S. Powell, Mr. M. Rodrigues, Ms. E. Slofstra, Mr. W. Waganka Staff: Mr. D. Kropf, Active Transportation Planning Project Manager Mr. D. Pimentel, Active Transportation Planning Project Manager Ms. L. Christensen, Multi-Use Pathways & Trails Project Manager Mr. B. Cronkite, Director Transportation Services Ms. J. Rodrigues, Committee Adminstrator, Legislated Services 1. Welcome and Committee Member Introductions  The committee broke into pairs to get know each other and share one passion or skill they hope to offer to the committee and one thing they hope to learn or gain from the committee.  Passion or skill to offer: o Full connection of Iron Horse Trail o Experience of living and cycling in other cities o Mapping and geo-data o Organizing events and projects o Safety and CPR/AED o Writing o Photography, cycling, scuba diving o International hiking experience and interprovincial cycling o Copy editing o Inclusion o Advocate and be a connector with council o Connections between land use planning and cycling infrastructure  Things to learn, gain from committee: o How to cut through red tape o How drivers, pedestrians, cyclists can be taught/trained to share space and respect each other o See the progress that can be made o Learn more about Kitchener o Learning how advisory committees influence change at the city o Sense of city and broader civic engagement o Develop a quiet streets cycling routes in the city and wayfinding o Decent cycling route to downtown Kitchener from Lancaster St o Knowledge of trails outside of midtown (my own neighbourhood) o Learn about Kitchener functions and who does what. Develop realistic plans for cyclist infrastructure: short term and long term goals CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES CITY OF KITCHENER January 8, 2019 o Knowledge and community o How to bring cycling priorities forward with whole region 2. Committee Orientation and Advisory Committee Roles, Responsibilities & Relationships  Ms. Rodrigues, city staff in Legislated Services, provided an overview of the committee roles to clarify expectations for committee members  Regarding media interviews, it was unclear on whether the chair can speak to media on behalf of committee when resolutions have been made. Staff will investigate and report back at next meeting. It was noted that the terms of reference for the committee is a broken link on website. Staff will investigate.  Secure bike parking is available. Contact staff to have that arranged. Parking passes are available for meetings. B. Cronkite shared that funding in the 2019 budget has been allocated to have secure parking installed at Kitchener Market and Duke and Ontario garages. ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR  Ms. Rodrigues opened the floor to nominations for the position of Committee Chair. Ms. Slofstra (declined the nomination) and Mr. Rodrigues were nominated for appointment and voting procedures (hand raising) were used with Mr. Rodrigues being appointed the Chair  On a motion by Mr. Brotherston -  it was resolved: o “That Mr. Rodrigues be appointed Chair of the Cycling and Trails Advisory Committee for a term expiring November 30, 2020”  Ms. Hand was nominated for Vice-chair and agreed to stand for appointment. No further nominations were forthcoming  On a motion by Mr. Brotherston -  it was resolved: o “That Ms. Hand be appointed Vice-Chair of the Cycling and Trails Advisory Committee for a term expiring November 30, 2020” 3. Presentation – Kitchener Cycling and Trails Overview  Committee administrators/staff introduced themselves. CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES CITY OF KITCHENER January 8, 2019  Mr. Forwell suggested having the June meeting be a bike ride. Advance noticed needs to be provided as part of the agenda but it can be arranged. Committee affirmed interest in organizing this. Could include an option for running as well.  Staff provided orientation on what has been accomplished in the past two years related to cycling and trails, and committee members asked questions. o Will the Cycling and Trails Master plan regional roads or just city roads? We will need portions of the regional network to make a holistic network, so we expect to collaborate closely with region and they will be on our project team. o What will the content of the Iron Horse Trail public information centre be? Proposed designs and road crossings will be available for comment. Information will also be available online. o Will the projects in the 2019 budget issue paper be built in 2019? Yes, they are high priority for senior leadership and council. o Who is responsible for education related to cycling? City has a role to educate, along with community partners. o Is the design for the dutch roundabout underway and will it include speed tables? A very preliminary design is underway but still needs to be approved by budget and will be brought to the committee. o Has recent work been done on the Spur Line Trail? It’s a Regional trail so staff are not aware of recent work.  Mr. Cronkite asked if the committee wants to give input on general road safety and not just cycling and trails specifically, such as the review of speed limit reductions to 40 km/h. The committee affirmed interest in this. 4. Committee Brainstorming Session – Development of Workplan  This item was deferred to next meeting. 5. All Citizen Advisory Committee Meeting  Mr. Pimentel provided additional information to this meeting via email and encouraged members to attend.  On a motion by Mr. Brotherston -  it was resolved: “The meeting adjourned at 6:15 p.m”
