FINANCE AND ADMINISTRATION COMMITTEE MINUTES
FEBRUARY 1, 1993
The Finance and Administration Committee met this date, commencing at 12:00 noon, under the
Chairmanship of Alderman C. Zehr with the following members present: Mayor D.V. Cardillo, Aldermen
B. Stortz, T. Galloway, G. Lorentz, J. Smola, M. Wagner, C. Weylie and J. Ziegler.
Others present: Alderman G. Leadston, Alderman M. Yantzi, Messrs. T. McKay, J. Gazzola, J. Wallace,
F.S. Graham and G. Sosnoski.

DRAFT POLICY REVISION - AWARDS OF MERIT AND CERTIFICATES OF SERVICE
The Committee was in receipt of a report and recommendation from Mr. R.W. Pritchard dated
January 7, 1993 in response to the Committee's direction at the January 4, 1993 meeting.
Alderman Wagner put forward a motion to adopt the Draft Revision to Policy No. I-65 appended to
Mr. Pritchard's report.
Alderman Weylie suggested that the Policy should be worded to indicate that eligibility for either
an award or certificate is after five years of cumulative service. She clarified that it was her
understanding the years of service considered in this regard would accumulate and not revert to
zero once an appointee had served the maximum number of terms allowable for a particular board
or committee. Alderman Wagner accepted this suggestion as a friendly amendment.
On a motion by Alderman M. Wagner -
It was resolved:
"That Policy No. I-65 relative to Awards of Merit and/or Certificates of
Services marked "Draft Revision - January 5, 1993", be approved, and
further,
That Clause No. 1 of the Draft Policy be further revised to indicate that
eligibility is to be based on an individual's total accumulated years of service."

FAIR TAX COMMISSION - PROPERTY TAX SUBMISSION
The Committee was in receipt of an information report from Mr. G. Sosnoski dated January 14,
1993 concerning upcoming hearings and a proposed City submission on property tax assessment.
Alderman Ziegler expressed the opinion that the City should respond formally, and as part of its
submission request support for a Provincially mandated phase-in program relative to fair market
value assessment. Mr. McKay agreed with Alderman Ziegler's comments noting a preference for a
rolling assessment relative to four year assessment periods. Alderman Weylie also asked the
Clerk to ensure that when available all Members of Council receive copies of the Provincial
newsletter entitled Tax Talk.
Alderman Zehr suggested, and the Committee generally agreed, that a small group composed of
staff and Council representatives should compile a draft submission for review. It was also agreed
that the working group would include Mayor D.V. Cardillo, Aldermen C. Zehr and J. Ziegler as well
as Messrs. T. McKay, J. Gazzola and J. Wallace. Alderman Zehr also suggested that the City
should await the publication in March of the Provincial discussion paper before making its
submission. It was also agreed that time be allocated on the February 15, 1993 Finance and
Administration Committee agenda for discussion of the Property Tax Working Group report.

OTHER BUSINESS
Alderman Zehr referred to a letter dated January 12, 1993 which he received from a ratepayer who
felt the 10-12 day period allocated by the City for making Utility payments without penalty is
inadequate. Alderman Zehr indicated that he had received other verbal comments in this regard
and questioned whether similar comments had been made to staff. Mr. Gazzola replied that he
had received no such complaints, but indicated he would investigate the situation in the interests
of ensuring a fair payment period. Alderman Zehr agreed to provide Mr. Gazzola with a copy of

ADJOURNMENT
On motion, the regular meeting adjourned at 12:50 p.m. and the Committee resolved itself into
caucus to consider the balance of its agenda.
