The Community and Infrastructure Services Committee met this date, commencing at 3:33 p.m.

1. DSD-19-025 - CONNAUGHT STREET SIDEWALK INFILL
The Committee considered Development Services Department report DSD-19-025 dated
February 8, 2019 recommending approval for sidewalk infill on the north side of Connaught
Street between Second Avenue and Third Avenue.
On motion by Councillor B. Ioannidis -
it was resolved:
That the north side of Connaught Street (even-numbered houses) between Second Avenue
and Third Avenue be approved for sidewalk infill as per the Sidewalk Infill Policy MUN-STR-
2004 approved by Council June 1, 2015, as outlined in Development Services Department
report DSD-19-
2. DSD-19-043 TRAFFIC SIGNAL CONTROL DOON VILLAGE ROAD & BECHTEL DRIVE
The Committee considered Development Services Department report DSD-19-043 dated
February 6, 2019 recommending approval of the installation of a traffic signal at the intersection
of Doon Village Road and Bechtel Drive.
On motion by Councillor B. Ioannidis -
it was resolved:
That the Uniform Traffic By-law be amended for the installation of a traffic signal at the
intersection of Doon Village Road and Bechtel Drive, as outlined in Development Services
Department report DSD-19-
3. COR-19-011 HOUSEKEEPING AMENDMENTS TO BY-LAW 2014-138 (RESONSIBLE DOG
OWNERSHIP BY-LAW) AND BY-LAW 2014-142 (DOG DESIGNATIONS BY-LAW)
The Committee considered C report COR-19-011 dated January 24,
2019 regarding amendments to By-law 2014-138 (Responsible Dog Ownership By-law) and By-
law 2014-142 (Dog Designations By-law).
On motion by Councillor B. Ioannidis -
it was resolved:
That the draft By-law to amend By-law 2014-138 (Responsible Dog Ownership By-law)
attached to Corporate Services Department report COR-19-011 be enacted; and further,
That the draft By-law to amend By-law 2014-142 (Dog Designation By-law) attached to
Report COR-19-011 be enacted.

4. FIN-19-010 UNCOLLECTABLE MISCELLANEOUS RECEIVABLE ACCOUNTS WRITE-OFF
The Committee considered Financial Services Department report FIN-19-010 dated February 1,
2019 recommending the uncollectable Miscellaneous Receivable Accounts amounting to
$50,985. be written off against the Allowance for Doubtful Receivables.
On motion by Councillor B. Ioannidis -
it was resolved:
That uncollectable Miscellaneous Receivable Accounts amounting to $50,985. be written
off against the Allowance for Doubtful Receivables, as outlined in Financial Services
Department report FIN-19-010.
5. FIN-19-011 UNCOLLECTABLE UTILITY ACCOUNT WRITE-OFF
The Committee considered Financial Services Department report FIN-19-011 dated February 1,
2019 recommending the uncollectable Utility Accounts amounting to $293,977. be written off
against the Allowance for Doubtful Utility Receivables.
On motion by Councillor B. Ioannidis -
it was resolved:
That uncollectable Utility Accounts amounting to $293,977. be written off against the
Allowance for Doubtful Utility Receivables, as outlined in Financial Services Department
report FIN-19-
6. INS-19-003 DRINKING WATER QUALITY MANAGEMENT STANDARD (DWQMS):
MANAGEMENT REVIEW SUMMARY FOR 2018
The Committee considered Infrastructure Services Department report INS-19-003 dated
February 5, 2019 regarding receipt of the Drinking Water Quality Management Standard
(DWQMS) Management Review Summary 2018.
On motion by Councillor B. Ioannidis -
it was resolved:
That the 2018 City of Kitchener Drinking Water Quality Management Standard (DWQMS)
Management Review Summary for 2018 report be received for information, as outlined in
Infrastructure Services Department report INS-19-003.
7. FIN-19-013 2019 DEVELOPMENT CHARGES OVERVIEW
The Committee considered Financial Services Department report FIN-19-013 dated February
8, 2019 regarding the 2019 development charge background study process. Mr. R. Hagey was
in attendance and responded to questions to the Committee.
Mr. C. Binning, Hemson Consulting Ltd., presented the Report, highlighting the purposed of
Development Charges (DC), the study process, what services are eligible for DC funding,
general trends related to DC rates, and next steps in the process. He noted for 2019 currently,
there are no major policy changes being considered, the Downtown and industrial exemptions
are due to expire and that exemption is not planned for re-implementation; and, consideration
-law with the Region of Waterloo DC
By-law where applicable. Mr. Binning further advised the next steps for the DC Study includes
preparation of the Study and stakeholder information sessions. He indicated Council will have
another opportunity to participate in the Study at a Strategic Session anticipated for April 1,
2019. He noted the formal study is likely to be published April 25, 2019, followed by a Statutory
Public Meeting scheduled for May, with final ratification of the By-law scheduled for June 24,
2019.
In response to questions, Mr. Binning advised if Council wished to consider specific exemptions
for a matter such as affordable housing, it would be more appropriate to approve a policy outside
ofthe DC By-law to address exemptionsof that nature.

7. FIN-19-013
On motion by Councillor S. Davey -
it was resolved:
That staff be directed to publish a development charge background study and hold a
statutory public meeting prior to passing a By-law to authorize the collection of development
charges as required under section 12 of the Development Charges Act, as outlined in
Financial Services Department report FIN-19-
8. DSD-19-044 TRAFFIC CALMING PRIORITY ROADWAYS - 2019
The Committee considered Development Services Department report DSD-19-044 dated
January 29, 2019 recommending the 2019 initiation of traffic calming reviews for Holborn Drive;
Westforest Trail; and, Kenora Drive. Mr. B. Cronkite was in attendance to respond to questions
from the Committee.
Councillor D. Schnider advised there have been a number of traffic calming projects completed
in Ward 2 in the past couple of years. He stated he appreciated the staff recommendation, but
he would be willing to forgo a traffic calming review on Kenora Drive, to more evenly disperse
the traffic calming reviews for 2019. He noted Deer Ridge Drive as a possible option.
Councillor B. Ioannidis questioned whether he could remove Westforest Trail from the
recommendation and reallocate the funding to more seasonal traffic calming measures for 2019.
Several members expressed concerns with reallocating the funding to more seasonal traffic
calming measures, noting as part of the 2019 Budget deliberations, additional funding was
added to that program, with the intention that three formal traffic calming reviews would still be
completed annually.
In response to questions, Mr. Cronkite advised if Westforest Trail was removed for consideration
in 2019, he suggested Robert Ferrie Drive as the replacement.
Councillor S. Marsh expressed concerns with the Traffic Calming Priority List, specifically the
ranking and how the number of collisions impact the priority list, citing Holborn Drive and St.
Leger as an example. She questioned whether staff would have capacity to review the policy in
2020, if she put forward a motion to review it as part of the 2020 Business Plan.
Mr. J. Readman advised staff would have some concerns reviewing a policy that went through
a comprehensive review in 2015. He indicated while there are instances of streets on the list
that have higher collision rates, they may be anomalies that impacted their priority rating. Mr.
Readman further advised there are a number of Master Plans scheduled to be completed in
2019, including but not limited to the Cycling Master Plan and Complete Streets Approach that
may address some of the comments expressed this date regarding the priority list/alternative
traffic calming options.
A motion was brought forward by Councillor Ioannidis for traffic calming reviews be initiated in
2019, for the following roadways: Holborn Drive - between River Road and Shaftsbury Drive;
Deer Ridge Drive; and, Robert Ferrie Drive - between South Creek Drive and Doon South Drive.
On motion by Councillor B. Ioannidis -
it was resolved:
That traffic calming reviews be initiated in 2019, as outlined in Development Services
Department report DSD-19-044 for the following roadways:
Holborn Drive - between River Road and Shaftsbury Drive;
Deer Ridge Drive; and,
Robert Ferrie Drive - between South Creek Drive and Doon South Drive.

9. INS-19-004 SUMMARY WATER REPORT JANUARY DECEMBER 2018
The Committee considered Infrastructure Services Department report INS-19-004 dated
February 4, 2019 regarding receipt of the 2018 City of Kitchener Summary Drinking Water report.
Ms. A. Mick presented the Report and responded to questions from the Committee.
On motion by Councillor M. Johnston -
it was resolved:
That the 2018 City of Kitchener Summary Drinking Water Report be received for information
as required by O.Reg. 170/03 Schedule 22 of the Safe Drinking Water Act; and further,
That the City of Kitchener provide a copy of the Summary Drinking Water report to the
Township of Woolwich and the City of Waterloo as required by Schedule 22 of O.Reg.
170/03, as outlined in Infrastructure Services Department report INS-19-004.
10. INS-19-002 - FEDERAL CARBON CHARGE
Pursuant to Chapter 25.10.9(5) (Procedure) of the Municipal Code, a motion was brought
forward by Mayor B. Vrbanovic to discuss an Information Item, which was voted on and was
Carried.
The Committee considered Infrastructure Services Department report INS-19-002, dated
January 30, 2019 regarding the implementation of Federal Carbon Charge. Mr. G. St. Louis was
in attendance and responded to questions from the Committee.
