HomeMy WebLinkAbout2019-02-19 ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES FEBRUARY 19, 2019 CITY OF KITCHENER PRESENT: Shawn Johnston Aaron Francis Lydia Workman Meredith Blunt Angela Grasse Paige Downey Samantha Juhn Matthew Morales Dave Schnider Lori Thompson REGRETS: Shirley Madill Linda Zensner STAFF: Emily Robson, Coordinator, Arts & Creative Industries Karoline Varin, Programming Assistant, Arts & Creative Industries CALL TO ORDER: Aaron Francis 1.0 Acceptance of agenda: agenda accepted 2.0 Declaration of conflict of interest: none DELEGATION 3.0 None DISCUSSION ITEMS 4.0 Committee chairperson and vice-chairperson appointment: all  Motion was put forth by Samantha Juhn and seconded by Paige Downey for the appointment of Aaron Francis as chairperson  No vice-chairperson was chosen ACTION: Members to email nominations including self-nominations to Emily and Karoline prior to next meeting 5.0 Cross-committee appointments: all  Samantha Juhn was cross-appointed to Public Art Working Group  Matthew Morales was cross-appointed to Downtown Action and Advisory Committee  Shirley Madill and Meredith Blunt were cross-appointed to Economic Development Advisory Committee 6.0 Overview of Arts/Creative Industries: Emily Robson & Karoline Varin  Staff in this unit has two main areas of responsibility: o Arts Programs: includes 1% Public Art program, community led public art initiatives, Industrial Artifacts program, maintenance plans for both the public art and industrial artifacts collections, Artist in Residence program, Berlin Tower ARTSPACE and Rotunda Gallery exhibition programs, and the annual Youth Video Contest February 2019 - ACAC Minutes 1 ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES FEBRUARY 19, 2019 CITY OF KITCHENER o Creative Industries/Arts Business Development: support of creative industries including startups, the Film, Media and Music Cluster Design Cluster and Theatre Cluster o Creative Space is also a major area of focus: 44 Gaukel Street o Hiring is in progress for a Film, Music and Interactive Media (FMIMO) Officer  There are three main streams of work to deliver the above: o Strategic Planning: involves the development of an updated Arts & Culture Strategy/Plan o Community Partnership: includes acting as a partner liaison with Centre in the Square, KW Symphony, KW Art Gallery, Registry Theatre o Municipal Process: includes work with ACAC, Public Art Working Group (PAWG), developing reports for city Council, budget and administrative responsibilities, marketing, and community investment via grants  Currently there is also a new internal plan being developed - the Economic Development strategy - which will invite ACAC input in relation to arts and culture  Overview of 1% Public Art Program: o Definition: original, permanent or temporary, any medium/discipline, placed in public spaces, responsive to site o Purpose: to contribute to city’s identity, good urban design, community involvement, quality of life, public access to the arts and increased potential for economic development o Scope: policy governs administration and funding of public art resulting in permanent acquisition and/or temporary display o Stipulates that 1% allocation from civic projects with construction budgets over $100,00 (new or major changes) is designated to a public art project o Includes donations and acquisitions o ACAC’s and PAWG’s role: both provide specialized advice on program and champion it in the community o All acquisitions are reviewed by PAWG then ACAC and communicated to Council when recommendations made  Some of the past projects were highlighted including: o The Canoe: has been removed for restoration in late fall of 2018 from Victoria Park; a paddle that was vandalized (cut off) will be recast in bronze; a report is being drafted to enter into an agreement with the artist to proceed with restoration; the land formation surrounding the sculpture will also be restored o Relocation and Transformation of Memory: located at intersection of Frederick and King Streets; made up of a few components – a granite wall which was hit by a vehicle and needs a replacement panel, grout and tile replacement plus buffing of metal cylinder o Currently working with Kitchener Waterloo Art Gallery towards an acquisition of a sculpture by artist Kim Adams to be placed in the Civic District area o Two upcoming public art projects will be proposed: at Doon Community Centre and at Schlegel Park  There is a public art maintenance fund to support restoration  Overview of the Artist in Residence Program: o Started in 1995 as first of its kind municipal program o Supports artistic innovation and collaboration, stimulates conversation between artist and community o Juried yearly by Public Art Working Group o Yearlong; all disciplines February 2019 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES FEBRUARY 19, 2019 CITY OF KITCHENER o Artist may be asked to contribute a work at the end of residency to the AIR collection o Public Art Policy does not govern this program o ACAC’s role: receives recommendations from PAWG and advises Council on purchasing of commission  Artist in residence projects were highlighted, including 2017 artist in residence Julie Sperling’s project and final commission  On a motion made by Lydia, unanimously carried by the committee: “That 2017 Artist in Residence Julie Sperling’s commission proposal for the artwork titled Baseline (We’re Just Getting Started) - a mosaic triptych – to be installed at Kitchener Farmer’s Market, be accepted.” MOTION CARRIED INFORMATION ITEMS 7.0 City updates: Emily Robson  Staff in Economic Development has been working with the city of London to shine a light on music in secondary markets in the lead up to the JUNOS st  On Thursday, Feb. 21, there will be performances at schools in Kitchener and in the afternoon a professional panel at city hall and a concert in the evening  Open Sesame is vacating the space they occupy at city hall; it will be a space available for community use for the 18 months or so  Members are invited to contact Emily if they have any ideas on how the space can be used 8.0 Downtown Action and Advisory Committee: No update 9.0 Economic Development Advisory Committee: Shirley Madill (via email)  The main agenda item was brainstorming what retail may look like in downtown Kitchener in a few years based on the “experiential” 10.0 Public Art Working Group: Lydia Workman  The 2019 Artist in Residence, Mary Neil, was interviewed by the Kitchener Post  The 2018 Artist in Residence, Sumaira Tazeen, will leave for Pakistan for a solo show  Staff discussed a proposal for a Homeless Memorial: a collaboration between a citizen, various organizations and artist Ernest Deatwyler; PAWG expressed support  There are member vacancies on PAWG: there will be a call for membership put out 11.0 Council Report: Councilor Dave Schnider  Council is looking at sidewalk winter cleaning policy and the proactive by-law enforcement  This winter has been challenging for accessibility and for citizens trying to keep the sidewalks clean rd  On April 3, the Good Neighbour Summit will take place; all are invited to Stanley Park Community Centre 6:30-8:00 pm 12.0 Member updates: all Aaron: rd  Downtown Kitchener BIA is hosting a David Bowie tribute on February 23 February 2019 - ACAC Minutes 3 ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES FEBRUARY 19, 2019 CITY OF KITCHENER Paige: st  Everyone is invited to the Street Art Bombing on March 1 – there will be live music and interactive art activity; this is in conjunction with an exhibition featuring images of the urban environment and street art including street photography, found objects and graffiti Matthew:  Involved in creating a magazine entitled Textile Art that will feature poetry and art; a presentation on the project to ACAC would be valuable Samantha:  Has brought back a cow skull from her travels to explore as a medium in her art practice Shawn: rd  Conestoga College’s Pow Wow takes place Feb. 23 th  On Feb. 28, a community fundraiser to support a fund to protect land against the pipeline will be held as St. Paul’s University College, at the University of Waterloo Meredith:  Working on ideas on how to repurpose glow sticks left over from her son’s school  Emily suggested in contacting University of Waterloo students who did light installations a few years ago as part of a city festival ADJOURNMENT: Aaron adjourned the meeting at 5:45 p.m. NEXT MEETING: Monday, March 19, 2019, 4:00 p.m., Conestoga Room, City Hall February 2019 - ACAC Minutes 4
