Reid - Chair Councillors D. Chapman, J. Gazzola, and C. Michaud, and Ms. K. Huxted, Ms. S. Hossack and Messrs. P. Ciuciura, R. Parnell and S. Strohack. Staff: B. DSD-19-066 - HERITAGE PERMIT APPLICATION HPA-2019-V-005 - 5 MICHAEL STREET - PROPOSED ALTERATION (NEW ACCESS TO ROOFTOP TERRACE) The Committee considered Development Services Department report DSD-19-066, dated March 13, 2019 recommending approval of Heritage Permit Application HPA-2019-V-005 to permit the alteration of an existing window opening to accommodate installation of a new window, door and access to a rooftop terrace on the property municipally addressed as 5 Michael Street. Mr. L. Bensason presented the Report. Mr. T. Gricnik, ABA Architects, was in attendance in support of the HPA and the staff recommendation. In response to questions, Mr. Gricnik advised the terrace would only be accessed by those people who work in the building as an outdoor amenity space. In response to questions, Mr. Bensason advised staff would make a recommendation to the property owner for storage of the removed bricks to be used for possible future restoration. The following motion was voted on and Carried Unanimously. On motion by Mr. R. Parnell - it was resolved: That, pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2019-V-005 be approved, as outlined in Development Services Department report DSD-19-066, to permit the alteration of an existing window opening to accommodate installation of a new window, door and access to a rooftop terrace on the property municipally addressed as 5 Michael Street, in accordance with the plans and supplementary information submitted with the application and subject to the following condition: a. That the final building permit drawings be reviewed and heritage clearance provided by Heritage Planning staff prior to the issuance of a building permit. 2. 2019-2020 HERITAGE KITCHENER COMMITTEE WORK PLAN DISCUSSION The Committee was in receipt this date of the Heritage Kitchener 2017-2018 Work Plan, for use as a reference tool in consideration of the Work Plan for the current term of the Committee. Mr. L. Bensason addressed the Committee, advising the 2017-2018 Work Plan is being presented to the Committee for information and will be tabled for future consideration. He reviewed the document, stating the Committee is responsible for completing core business, which is outlined in the Committees Terms of Reference, including: making recommendations to City Council related to heritage designation; listing properties on the Municipal Heritage Register; and, consideration of Heritage Permit Applications. In addition, he noted core business also includes reviewing nominations and making recommendations for the Mike & Pat Wagner Heritage Award, and promoting awareness and education of heritage conservation related matters. Mr. Bensason further advised staff are currently at capacity with development review, related to the Comprehensive Review of the Zoning By-law (CRoZBy) as well as completing reviews related to updating any additional items included in the 2019-2020 Work Plan would need to be facilitated by members of the Committee. HERITAGE KITCHENER MINUTES APRIL 2, 2019 - 8 - CITY OF KITCHENER 2. 2019-2020 HERITAGE KITCHENER COMMITTEE WORK PLAN DISCUSSION In response to questions, Mr. Bensason advised he could provide the Committee with an update on the work completed by the previous Committee on the heritage plaquing program. Ms. A. Reid stated one item she was hoping the Committee could focus on included improving whether the Committee could host walking tours as a means of increasing their visibility. She stated it may be possible to partner with the Doors Open organization to enhance this initiative. Councillor C. Michaud also noted promoting this initiative. Ms. Reid requested this item be included in the Work Plan discussion at the May 7, 2019 Heritage Kitchener meeting. 3. AWARD) The Committee considered a presentation provided by Mr. L. Bensason regarding the 2019 Kitchener Great Places Awards. In addition, the Committee was in receipt this date of submission requirements and a copy of the nomination form, which is available on website, for the Mike & Pat Wagner Awards. Mr. Bensason provided an overview of the Mike & Pat Wagner Heritage Award program advising there are the three award categories, including: preservation/restoration of cultural heritage resource; rehabilitation/adaptive reuse of cultural heritage resources; and, individual contributions to the field of heritage conservation. He noted the last time the awards were completed was 2016, stating the awards have been consolidated under one program, now known as He indicated KGPAs are intended to be biennial and He provided a summary of the 2016 award winners, including the categories in which they were nominated: 883 Doon Village Road - Preservation/restoration of cultural heritage resource 68 Schneider Avenue - Rehabilitation/adaptive reuse of cultural heritage resources Rych Mills - Individual contributions to the field of heritage conservation Mr. Bensason then encouraged members to consider and submit online nominations for the awards, adding those properties which have been designated under Part IV or V of the Ontario Heritage Act, have received Designated Heritage Property Grants or have been issued Heritage Permits, or are listed on the Municipal Heritage Register (MHR) or inventory as a non-designated property, are eligible for nomination. He indicated nominations would be accepted until April 26, 2019 and will be considered by Heritage Kitchener at the June 4, 2019 meeting. In response to questions, Mr. Bensason advised staff could send out a copy of the Heritage Permit Application tracking sheets beginning 2016 to current to provide Committee members information on properties that may be eligible for an award nomination, as well as a list of all of the previous winners. He further advised owners of the nominated properties or individuals must agree to the award nomination. 4. STATUS UPDATES - SUB-COMMITTEE UPDATES - OPEN FORUM/HERITAGE BEST PRACTICES - HERITAGE IMPACT ASSESSMENT FOLLOW-UPS Mr. L. Bensason advised members had previously expressed interest in having status updates on Heritage Planning Applications (HPAs)/Heritage Impact Assessments (HIAs) previously considered by the Committee. He indicated Council opted not to pursue Heritage Designation of the building, but did request the property owner give further consideration to retaining more of the original façade than what they were proposing. He indicated at the time of Co, the property owner initial intentions were to retain the north façade within a hallway that had minimal visibility to the public realm. Mr. Bensason advised since that time the property owner has amended its proposal and intends on retaining the north and east elevations of the Sears Building, in addition to the north elevation, as proposed. He stated the portion of the Sears façade will be maintained in a vestibule of a new entrance feature, which will be a primary access from a new parking garage. Several members expressed support for the updated design, stating although the façades were not visible from Fairway Road, they would be visible from the adjacent highway/highway exit. In response to questions, Mr. Bensason advised that staff have requested the property owner give consideration to retain the green tile currently on the building and incorporate it elsewhere within the facility. 710 Huron Road Mr. Bensason advised Committee members at the June 6, 2017 meeting, considered a Heritage Impact Assessment (HIA) for the property municipally addressed as 710 Huron Road, which is thth a 5.35 hectare property that currently contains a mid-19 century stone farmhouse with 20 century additions and is known as the Grant House. He indicated the applicant is in the process of developing the subject parcel of land into a residential subdivision and planned to relocate the house to a double-wide lot and incorporate it into the proposed subdivision. He stated since that time, the house was relocated onto its new foundation in August 2018 and staff are currently working with the applicant on their plans related to the new addition proposed for the dwelling, noting future Heritage Permit Applications will be required. 1664 HURON ROAD Mr. Bensason advised Committee members at the March 3, 2017 meeting, considered a Heritage Impact Assessment for the property municipally addressed as 1664 Huron Road, the Site for the future RBJ Schlegel Park, and formally known as South Kitchener District Park (SKDP). He indicated the property contains a one-and-one-half storey stone residence on site that was determined to be worthy of relocation and rehabilitation on the site for the use as a future washroom facility. He noted since that time, the house has been moved to a temporary location to allow site grading to proceed, while the new foundation is being constructed.
