HomeMy WebLinkAboutPublic Works - 1997-02-10PWTC\1997-02-10 PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES FEBRUARY 10, 1997 CITY OF KITCHENER The Public Works and Transportation Committee met this date under the Chairmanship of Councillor John Smola, with all members present, except Councillor B. Vrbanovic. His Worship Mayor R. Christy and Councillor Jake Smola were in attendance for part of the meeting. Others Present: Messrs. S. Gyorffy, D. Snow, E. Kovacs, J. Gazzola and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 8:35 a.m. 1. DOPWR 97-3 - ON-STREET PARKING - BIEHN DRIVE/HURON ROAD The Committee considered a report which recommends that parking be prohibited on the north side of Biehn Drive, from Carlyle Drive to Huron Road, and on the south side of Biehn Drive, from 250 metres west of Maxwell Drive to Huron Road. This report also recommends that parking be prohibited on the east side of Huron Road, from Biehn Drive to Maxwell Drive/Trillium Drive, and on the west side of Huron Road, from Biehn Drive to a point 61 metres south. Councillor K. Redman advised that Councillor T. Galloway supports the recommendations as contained in the report but has suggested that the prohibitions be reviewed at the end of one year. In this regard, Mr. D. Snow pointed out that there will be an ongoing monitoring to ensure that the proposed parking prohibitions overcome the existing traffic problems. On motion by Councillor K. Redman - it was resolved: "That parking be prohibited on the north side of Biehn Drive, from Carlyle Drive to Huron Road; on the south side of Biehn Drive, from a point 250 metres west of Maxwell Drive to Huron Road; on the east side of Huron Road, from Biehn Drive to Maxwell Drive/Trillium Drive; and, on the west side of Huron Road, from Biehn Drive to a point 61 metres south thereof, and further, That the effectiveness of these parking prohibitions be reviewed at the end of one year, and further, That the Uniform Traffic By-law be amended accordingly." 2. DOPWR 97-4 - ON-STREET PARKING - CHANDLER DRIVE The Committee considered a report which recommends that parking be prohibited on both sides of Chandler Drive, from Mowat Boulevard to the southerly limit of the street. It was noted that on-street parking interferes with the free flow of two-way traffic, hampers the safe egress from driveways and provides problems for snow removal and emergency vehicles. On motion by Councillor J. Ziegler - it was resolved: "That parking be prohibited on both sides of Chandler Drive, from Mowat Boulevard to the south limit, and further, That the Uniform Traffic By-law be amended accordingly." 3. DOPWR 97-10 - TRAFFIC CONTROL - BREITHAUPT STREET AT WATERLOO STREET The Committee considered a report which recommends that an all-way stop be installed at the intersection of Breithaupt Street and Waterloo Street. It was noted that, due to the lack of compliance with the existing stop control for east and west bound traffic on Waterloo Street, there has been a large number of accidents at this intersection. The report, as presented, indicates that staff have reviewed the traffic volumes at this intersection and are recommending the all-way stop control. In response to Councillor M. Wagner, Mr. D. DOPWR 97-10 TRAFFIC CONTROL BREITHAUPT STREET AT WATERLOO STREET (CONT'D) On motion by Councillor G. Lorentz - it was resolved: "That an all-way stop be installed at the intersection of Breithaupt Street and Waterloo Street, and further, That the Uniform Traffic By-law be amended accordingly." DOPWR 97-11 - ON-STREET PARKING/STOPPING - DRIFTWOOD PLACE The Committee considered a report which recommends the implementation of no stopping regulations on Driftwood Place. It was noted that there is presently an unsafe situation for school pedestrians and to alleviate this problem it is being recommended that stopping at school times be moved away from the problem area. On motion by Councillor G. Lorentz - it was resolved: "That a no stopping area be established between the hours of 8:00 a.m. to 9:00 a.m., 11:30 a.m. to 1:00 p.m. and 3:00 p.m. to 4:30 p.m., Monday to Friday, on the north side of Driftwood Place from a point 15 metres west of the Driftwood School walkway to a point 85 metres east thereof, and further, That a no stopping any time zone be established on the centre island portion of Driftwood Place for the entire centre island, and further, That the Uniform Traffic By-law be amended accordingly." Councillor Jake Smola entered the meeting at this time. TRANSIT SERVICES - WORKSHOP It was noted that a workshop will be held to review all concerns regarding the provision of transit services. Councillors John Smola, Jake Smola and G. Lorentz expressed an interest in representing Council at this workshop. On motion by Councillor J. Ziegler - it was resolved: "That Councillors John Smola, Jake Smola and G. Lorentz represent City Council at the workshop being held to discuss transit services." CONNAUGHT STREET AND FRANKLIN STREET In response to Councillor J. Ziegler, Mr. D. Snow advised that he would be discussing the possibility of installing an all-way stop at the intersection of Connaught Street and Franklin Street following this meeting of the Public Works and Transportation Committee. His Worship Mayor R. Christy entered the meeting at this time. YARD WASTE Councillor G. Lorentz referred to a staff report which had been requested to review the amount of garbage which would be diverted from the landfill site if the pick-up of yard waste was undertaken on a regular basis during the summer months. In light of the fact that it would appear that garbage collection will become a Regional responsibility it was suggested that this possibility should be discussed at the Regional level.
