The people of Kitchener have spoken to councillors, city staff and citizen advisory committees. The
themes that emerge time and time again are the economy, the environment, social, transportation and
customer service.
-2022 Strategic Plan will advance the priorities of the people who live and work
in our community. Over the course of a year-long public consultation process, city staff and
Compass Kitchener asked residents what the main issues facing Kitchener were and how they
should be addressed. Time and time again, the same five themes emerged when the results of
these consultations were summarized.
The 2019-2022 Strategic Plan aims to be the most accou
history. So not only was community feedback used to define the themes that will guide the
decision-making for four years, a concrete goal was defined for each. These draft strategic
themes and goals are as follows:

That process began with a statistically reliable survey conducted by Environics to ensure that
the strategic plan was based on representative input from Kitchener citizens.
The next step was working with Compass Kitchener, a citizen advisory committee that reports
to Council on community priorities to inform the strategic planning process. They also assesses
our track record in implementing strategic plans and provide feedback on how we can improve.
We also met with the mayor and councillors to discuss what they had heard from their
constituents during the recent election campaign and to gain their insight on direction for the
