COMPASS KITCHENER ADVISORY COMMITTEE MINUTES
APRIL 3, 2019 CITY OF KITCHENER
The Compass Kitchener Advisory Committee met this date, commencing at 4:05 p.m.
Present: Ms. J. Stephens-Wells, Ms. E. Duhaime, Ms. L. Gazzola, Ms. L. Fioze, Ms. L. Trumper and
Mr. A. Hammoud

1. DRAFT 2019-2022 STRATEGIC PLAN – GOALS AND ACTIONS
Compass Kitchener was circulated with the staff report which was presented to Council at a

Strategic Session on April 1 sharing goals and actions included in the draft 2019-2022 Strategic
Plan. The staff report presented five draft goal statements under the following thematic areas:
People Friendly Transportation;
Environmental Leadership;
Vibrant Economy;
Caring Community; and,
Great Customer Service.
Each of these goal statements has five associated, measurable actions for a total of 25 actions
for the 2019-2022 Strategic Plan. The report noted the goals and actions are being mapped to
address the United Nations Sustainable Development Goals (SDGs).
Mr. D. Chapman provided an overview of the report with a focus on the strategic themes and
goals and commented that the work Compass Kitchener has completed, influenced the plan a
great deal.
Members of Compass Kitchener provided the following overall comments:
Glad to see the plan simplified and it seems to capture our feedback;
The plan has a good balance and responded well to the all-committees feedback; and,
‘Actions’ in the strategic plan seem to be the transformative strategic items.
Mr. Chapman cautioned there is a risk to our core service given the heavy focus on the strategic
plan and staff will need to work on ensuring a balance to not lose sight of that important work.
Compass Kitchener was in agreement with this observation.
2. DEVELOPMENT OF EVALUATION CRITERIA FOR STRATEGIC PLAN
Compass Kitchener was circulated with a staff report entitled "Compass Kitchener 2015-2018
Strategic Plan Evaluation" which evaluated the progress made relative to the strategic plan and
recommended business plan projects to undertake in transitioning from the previous Strategic

Plan to the new Plan now under development. The report was shared with Council on April 1
and contained the Committee’s 12 recommendations for improvement, all of which have been
addressed or will be addressed in the future.
Ms. K. Cooper gave a presentation on "Evaluation Findings" summarizing the responses received
at the all-advisory-committees meeting regarding:
What people want to know about Strategic Plan Implementation; and,
What people said makes a good Evaluation Process.
Compass Kitchener noted the evaluation criteria should be developed through a partnership with
staff responsible for projects to ensure alignment. A workshop between staff and Compass
Kitchener, to develop a common understanding and to ensure alignment of criteria was
suggested.
Ms. K. Dever suggested using feedback from the strategic plan engagement (online survey) as
part of the evaluation. In particular, a question is being asked on ‘How will this make your life
better’.

2. DEVELOPMENT OF EVALUATION CRITERIA FOR STRATEGIC PLAN (CONT’D)
The following Strategic Plan language was clarified for members: Theme-Goal-Action. It was
noted there are five themes identifying the five over-arching areas of the strategic plan and each
is followed by a goal statement and five actions.
Each member of Compass Kitchener agreed to review two strategic goal areas and
corresponding actions and provide comments. Committee members who were unable to attend
today’s meeting will each be asked to review two themes, making their selections so that at least
three people will review each area. Ms. K. Cooper agreed to send an email outlining what to
include and focus on in their comments.

3. STRATEGIC PLAN COMMUNITY CONSULTATION
Ms. K. Cooper advised there will be an online survey for the Strategic Plan’s community
consultation. She agreed to advise committee members once it is live. The final Strategic Plan
will be presented to Council in June 2019. Approval of the Plan will, ideally, be accompanied by
Compass Kitchener’s evaluation criteria.

4. DEBRIEF OF APRIL 1 COUNCIL PRESENTATION
Ms. J. Stephens-Wells thanked the Committee and staff for their work on the "Compass
Kitchener 2015-2018 Strategic Plan Evaluation" report and conveyed to everyone the
appreciation Council members expressed regarding the work put into the report.
5. OTHER BUSINESS
Ms. J. Stephens-Wells agreed to send a letter of thanks to all advisory committees for their
feedback and input at the all-advisory-committees meeting. This will be done by Friday April 5,
2019.
6. ADJOURNMENT
The meeting adjourned at 5:50 p.m.
