APRIL 15, 2019 CITY OF KITCHENER
A special meeting of City Council was held at 12:49 p.m. this date, chaired by Mayor B. Vrbanovic with
all members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
1. CSD -19-008 — ADMINISTRATIVE MONETARY PENALTY SYSTEM (AMPS)
Council considered the recommendation arising from the Community and Infrastructure Services
Committee meeting held April 15, 2019 with respect to report CSD -19-008.
Moved by Councillor K. Galloway-Sealock
Seconded by Councillor D. Schnider
"That staff be directed to proceed with the implementation of an Administrative Monetary Penalty
System (AMPS) as set out in report CSD -19-008;
That, in order to support the implementation of an AMPS program, the following by-laws be
approved to come into effect as of June 3, 2019;
a) Parking Administrative Penalty By-law (CSD -19-008, Schedule A)
b) Screening and Hearing Officer By-law (CSD -19-008, Schedule B)
That a by-law be approved to amend the following existing by-laws to allow for the
implementation of an AMPS program which will come into effect as of June 3, 2019, (CSD -19-
008, Schedule C):
a) By-law 2007-138 Traffic and Parking By-law
b) By-law 2010-190 Parked on Private Property By-law
c) By-law 88-171 Fire Route By-law
d) By-law 2008-117 Disabled Parking By-law
e) By-law 88-169 Municipal Off Street Parking By-law"

IN -CAMERA MEETING AUTHORIZATION
Moved by Councillor M. Johnston
Seconded by Councillor D. Schnider
"That an in -camera meeting of City Council be held immediately following this special meeting
to consider a land acquisition/disposition matter."
Carried.
The meeting then recessed at 12:50 p.m. and reconvened at 4:30 p.m. chaired by Mayor B. Vrbanovic
with all members present.
3. CONSUMPTION AND TREATMENT SERVICE
Council considered Councillor S. Marsh's Notice of Motion regarding the establishment of a
Consumption and Treatment Services location within downtown Kitchener.
Ms. Lorie Guest, Principal, Blyth Academy, was in attendance to speak in opposition to the proposed
location of the Consumption and Treatment Services (CTS) site due to the proximity to the Blyth
Academy educational facility.
Ms. Nancy Nay -Adjacent, Superintendent, 156 Duke Street, was in attendance to address concerns
with security of her building should the CTS site be located at 150 Duke Street.
The following citizens were in attendance to speak in support of the proposed location: Ms. Jenny Kirby;
Ms. Sade Crossan; Ms. Jessica Stickler; Ms. Violet Umanetz; Ms. Irene Peterson; Ms. Trudy Wagner;
Ms. Jody Swannell; Ms. Simone Morrison; Ms. Samantha Estoesta; Ms. Anna Beard; Ms. Abbe Craigie;
Ms. Nancy Nay -Adjacent; Ms. Candace Boos and Messrs John Lavergne; Ralph Schmidt;

Many of the delegates spoke to harm reduction and a clear need for a CTS location in downtown
Kitchener.
Moved by Councillor S. Marsh
Seconded by Councillor D. Chapman
"Whereas Kitchener City Council has consistently recognized the urgent need for, and continues
to strongly support the establishment of Consumption and Treatment Services (CTS) within the
City of Kitchener and across the Region of Waterloo,
Be it resolved that the City of Kitchener support the Region of Waterloo's application to the
Provincial Government for funding to operate Consumption and Treatment Services at the
location of 150 Duke Street West, Kitchener; and,
Be it further resolved that the City of Kitchener support the Region of Waterloo in the
establishment of a temporary Consumption and Treatment Services site in an appropriate
location within the City of Kitchener for a period of up to fifteen months as an interim measure
pending the completion of the permanent site."
Carried unanimously on a recorded vote.
4. BY-LAWS FOR THREE READINGS

"That leave be given the Mover and Seconder to introduce the following by-laws for three
readings and that the same be taken as read a first, second and third times, be finally passed
and numbered serially by the Clerk.
a) Being a by-law to establish an administrative penalty system for the parking, standing or
stopping of vehicles.
(By-law No. 2019-039)
:} Being a by-law with respect to the appointment of screening and hearing officers.
(By-law No. 2019-040)
c) Being a by-law to amend parking by-laws.
(By-law No. 2019-041)
d) To confirm all actions and proceedings of the Council.
(By-law No. 2019-042)
Carried.
