PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES
DECEMBER 9, 1996
CITY OF KITCHENER
The Public Works and Transportation Committee met this date under the Chairmanship of Councillor
John Smola, with all members present. Councillors B. Vrbanovic and Jake Smola were in attendance for
part of the meeting.
Others Present:
Messrs. D. Snow, K. Nabert, E. Kovacs, S. Gyorffy, T. McCabe, T. Clancy and
L.F. Parkhouse.
This meeting of the Public Works and Transportation Committee commenced at 8:40 a.m.
1. DOPWR 96-55 - ON-STREET PARKING - BREITHAUPT STREET AT WATERLOO STREET
The Committee considered a report which recommends that parking be prohibited on the west side
of Breithaupt Street from Waterloo Street to a point 35 metres south of Waterloo Street. It was
noted that Breithaupt Street has been reconstructed between Moore Avenue and Waterloo Street
and, as part of that reconstruction, the boulevard which had been asphalted to permit parking has
been returned to a grass area. No concerns have been expressed about the loss of the former
parking spaces.
On motion by Councillor J. Ziegler -
it was resolved:
"That parking be prohibited on the west side of Breithaupt Street from Waterloo Street to a
point 35 metres south of Waterloo Street, and further,
That the Uniform Traffic By-law be amended accordingly."
DOPWR 96-56 - ON-STREET PARKING - PANDORA AVENUE
The Committee considered a report which recommends that parking be prohibited on the east side
of Pandora Avenue from East Avenue to Melrose Avenue.
A request has been received from a member of Saint Anne's Church to review the parking
regulations on this section of Pandora Avenue. A site inspection revealed that parking on both
sides of the street restricts the free flow of 2 way traffic and hampers ingress and egress from
existing driveways. The operation of emergency vehicles and snow removal equipment would also
be hindered.
On motion by Councillor J. Ziegler -
it was resolved:
"That parking be prohibited anytime on the east side of Pandora Avenue from East Avenue to
Melrose Avenue, and further,
That the Uniform Traffic By-law be amended accordingly."
DOPWR 96-57 - 1997 REGIONAL ROADS PROGRAM & 10 YEAR CAPITAL FORECAST
Mr. D. Snow advised the Committee that when the 1996 Roads Program and Capital Forecast was
considered concern had been expressed regarding improvements on Highland Road and King
Street East. It was noted that the Highland Road improvements are now included in the Forecast
for 2004 and 2005, while the King Street East improvements are in the Forecast for the year 2000.
Councillor J. Ziegler advised that he owns property on King Street East between Fairway Road and
River Road and declared a conflict of interest and abstained from all discussion and voting as it
relates to this project.
The report, as presented to the Committee at this meeting, has been reviewed at a staff level and is
basically acceptable. Staff are, however, recommending that intersection improvements at King
Street East and Cedar Street be advanced from 1999 to 1997 to coincide with the reconstruction

of the sanitary sewer in this area. It was noted that the sanitary sewer has recently collapsed and
must be replaced immediately.
Staff are also recommending that improvements to King Street West between Victoria Street and
the Canadian National Railway be undertaken in 1997. The Victoria Street/King Street intersection
has recently been improved and it is felt appropriate to extend these improvements to the tracks.
When questioned by His Worship Mayor R. Christy, Mr. D. Snow advised that discussions are
ongoing with the Cora Group regarding the possible closure of Duke Street between Scott Street
and Frederick Street.
Following further discussion and on motion by Councillor K. Redman -
it was resolved:
"That the City of Kitchener endorse the Regional Municipality of Waterloo's 1997 Roads
Capital Program and 10 Year Capital Forecast, subject to the following adjustments:
1)
the intersection improvements at Regional Road 15, King Street at Cedar Street, be
advanced from 1999 to 1997 to coincide with the reconstruction of the sanitary sewer on
King Street and Cedar Street; and further,
2) that King Street between Victoria Street and the C.N.R. tracks be resurfaced in 1997."
Councillor J. Ziegler declared a conflict of interest regarding proposed improvements to King Street
East between Fairway Road and River Road and abstained from discussion and did not vote.
Councillor B. Vrbanovic entered the meeting at this time.
4. DOPWR 96-58 - CITY OF KITCHENER WELCOME/POPULATION SIGNS
The Committee considered a report which had attached to it 5 possible options for a new
welcome/population sign, which would be erected at 15 entrance locations to the City. Samples of
each of these signs were displayed for the Committee's information.
When questioned by Councillor C. Weylie, Mr. D. Snow advised that the shape, colour and number
of icons used on each sign are interchangeable and can be used in any combination.
Councillor Jake Smola entered the meeting at this time.
Councillor G. Lorentz indicated that he preferred the sign which, in the agenda material, was blue in
colour and made of sandblasted cedar. Councillor Lorentz indicated that, while this would be his
preferred design, he would not support the use of sandblasted cedar but rather he would like to see
this sign developed on plywood. It was also the view of Councillor Lorentz that the icon of the Clock
Tower would be most appropriate.
Councillor Jake Smola was of the opinion that the letters "K" and "R" were overly large and should
be reduced. Other members of the Committee did not share this view.
A discussion took place regarding the colours to be used and it was agreed that a green
background with white lettering would be appropriate.
On motion by Councillor K. Redman -
it was resolved:
"That staff be directed to proceed with a new entrance/population sign containing the word
'Kitchener' and the population and an icon of the Clock Tower, and further,

That this sign be developed on plywood with a green background and white lettering."

It was agreed that staff would prepare a mock-up of this sign which would be presented to the
Committee for their final approval.
5. WASTE COLLECTION SURVEY ON LEVELS OF SERVICE
The Committee received an information report which provided information regarding the waste
collection procedures followed in the Cities of Cambridge and Waterloo, the Township of Woolwich
and the City of Kitchener.
Councillor G. Lorentz was of the opinion that there may be some savings if yard waste were
collected on a regular basis and diverted from the landfill site.
In this regard, Mr. S. Gyorffy noted that additional pick-ups would be required and, accordingly,
there would be some additional costs.
Following further discussion and on motion by Councillor J. Ziegler -
it was resolved:
"That the staff of the Department of Public Works be instructed to prepare a report outlining
the amount of garbage which would be diverted from the landfill site if a regular yard waste
pick-up were conducted during the summer months; the additional costs and/or savings
involved; and further,
That this report be submitted to the Environmental Committee for consideration."
When questioned by Councillor C. Weylie, Mr. S. Gyorffy advised that the existing garbage contract
with B.F.I. runs to January 31, 2000. Councillor Weylie indicated that she would like to receive
information as to whether or not G.S.T. is paid on the existing contract and whether or not G.S.T.
would be applicable if Kitchener were to contract its garbage collection to another municipality.
6. ADJOURNMENT
On motion, the meeting adjourned at 9:30 a.m.
