HomeMy WebLinkAboutPublic Works - 1996-11-25PWTC\1996-11-25 PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES NOVEMBER 25, 1996 CITY OF KITCHENER The Public Works and Transportation Committee met this date under the Chairmanship of Councillor John Smola, with all members present, except Councillor G. Lorentz and Councillor J. Ziegler. Others Present: Councillor T. Galloway, Ms. P. Houston and Messrs. D. Snow, E. Kovacs, S. Gyorffy, D. Mansell and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 8:40 a.m. DOPWR 96-52 - ALL-WAY STOP - DOON VILLAGE ROAD AT TILT DRIVE Councillor T. Galloway advised the Committee that, in June of 1996, the Local Architectural Conservation Advisory Committee recommended that an all-way stop be installed at the intersection of Doon Village Road and Tilt Drive. The objective of this recommendation was to slow traffic as it enters the Village of Doon and possibly even discourage some through traffic. It was noted that Upper Doon is covered by a Heritage Conservation District designation and one of the goals of this designation is to preserve the area in its original state and it is felt that the intrusion of through traffic hinders this objective. Councillor Galloway advised the Committee that he has delayed introducing the all-way stop with the hope that the widening of Homer Watson Boulevard would reduce the amount of traffic using Doon Village Road. Unfortunately, traffic volumes have not been reduced as expected. Councillor M. Wagner expressed concern in the area of enforcement because the staff report indicates that a speed limit reduction approved in 1982 has had no impact on reducing speeds through the Village. The speed limit is 40 km/h while the average speeds are constantly in excess of 65 km/h. Following further discussion and on motion by Councillor M. Wagner - it was resolved: "That a three-way stop be installed at the intersection of Tilt Drive and Doon Village Road on a temporary basis, until such time as the diversion is installed in accordance with the policies contained in the Upper Doon Heritage Conservation District Plan, and further, That the Uniform Traffic By-law be amended accordingly." 2. DOPWR 96-53 - LANE DESIGNATION WILSON AVENUE AT FAIRWAY ROAD AND KINGSWAY DRIVE The Committee considered a report in which it is noted that during the reconstruction of Fairway Road, from Wilson Avenue to the Highway #8, minor widenings and lane reconfigurations took place. As a result of this work, it is now being recommended that "right turn only" lanes be established on Wilson Avenue at Fairway Road and on Wilson Avenue at Kingsway Drive. On motion by Councillor B. Vrbanovic - it was resolved: "That the westbound curb lane on Wilson Avenue at Fairway Road be designated for 'right turns only', and further, That the westbound curb lane on Wilson Avenue at Kingsway Drive be designated for 'right turns only', and further, That the Uniform Traffic By-law be amended accordingly." PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES NOVEMBER 25, 1996 - 73 - CITY OF KITCHENER 3. DOPWR 96-54 - HIGHWAY #8 TRANSFER TO REGION OF WATERLOO - STREET NAME - KING STREET EAST The Committee considered a report in which it is noted that a letter has been received from the Regional Municipality of Waterloo, which indicates that the section of Highway #8 (Old King Street) running past Lulu's will be transferred to the Region. The Region is proposing to name this section of road Regional Road #8/King Street East. On motion by Councillor M. Wagner - it was resolved: "That the City of Kitchener endorse the name King Street East and Regional Road #8 for the portion of Highway #8 from new Highway #8 (diversion) to Highway #401, transferred to the Regional Municipality of Waterloo." SAMUEL STREET - PANDORA AVENUE - ALL-WAY STOP Councillor K. Redman advised the Committee that, in August 1996, it was agreed that the traffic controls at the intersection of Samuel Street and Pandora Avenue would be reversed so that the east and westbound traffic on Samuel Street would be required to stop at Pandora Avenue. It was noted that, during the implementation phase leading up to this change, an all-way stop was instituted at this intersection. The removal of the all-way stop has resulted in many objections from the residents in the area. As a result, Councillor Redman suggested to the Committee that the all- way stop should be re-instated. Following further discussion and on motion by Councillor K. Redman - it was resolved: "That an all-way stop be installed at the intersection of Samuel Street and Pandora Avenue, and further, That the Uniform Traffic By-law be amended accordingly." PROVINCIAL CHANGES - TRANSIT, SEWAGE & WATER The Committee received an information report dealing with possible Provincial changes regarding transit, sewage and water. REGIONAL STEERING COMMITTEE - WATER/SEWERS The Committee was advised that the City is being asked to appoint elected and staff representatives to the Regional Steering Committee dealing with water and sewers. It was suggested that Councillor John Smola and Mr. John Gazzola be appointed in this regard. Councillor J. Ziegler and Mr. E. Kovacs would be appointed as alternates. It was agreed that this matter would be dealt with at the special Council meeting to be held later on this date. ADJOURNMENT On motion, the meeting adjourned at 8:55 a.m. L.F.
