PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES
CITY OF KITCHENER
The Public Works and Transportation Committee met this date under the Chairmanship of Councillor
John Smola, with all members present excepting His Worship Mayor R. Christy. Councillors M. Wagner
and J. Ziegler were in attendance for part of the meeting.
Others Present:
Messrs. E. Kovacs, S. Gyorffy, J. McBride, D. Suzuki, J. Gazzola, K. Currier and
L.F. Parkhouse.
This meeting of the Public Works and Transportation Committee commenced at 9:05 a.m.
1 .Water Loss Survey Group
Mr.
Ron Crickmore appeared before the Committee representing Water Loss Survey Group. Mr.
Crickmore pointed out that one of the activities of this company is to pinpoint water leaks and thus
save the municipality many dollars in their operating budget. Mr. Crickmore suggested that, in some
cases, this company can detect leaks far before it would be realized that they are occurring.
Councillor M. Wagner entered the meeting at this time.
Mr. Crickmore suggested to the Committee that it was his opinion that the City would save approximately
$47,000.00 per year if their leak detection program were utilized. It was noted that this company
presently does work for the Regional Municipality of Halton with the cost charged on a "per job"
basis.
When questioned by the Committee, Mr. Crickmore advised that he has met with various City staff at
Trade Shows, however, no detailed discussions have taken place with senior staff.
Mr. K. Currier advised the Committee that a tender for leak detection services will be going out during the
summer of 1995. The Water Loss Survey Group has been added to the list of potential bidders.
In reply to Councillor M. Wagner, Mr. E. Kovacs expressed the view that the City is presently doing what
is being offered by the Water Loss Survey Group, however, this group can respond to the upcoming
tender call.
Councillor J. Ziegler entered the meeting at this time.
Councillor G. Lorentz questioned why the City would not just go ahead in obtaining the services offered
by the Water Loss Survey Group if, in fact, operating costs would be reduced. In this regard, Mr.
Kovacs pointed out that there are other firms who provide the same or similar services and,
accordingly, staff are of the opinion that utilizing the tender process is the best way to proceed.
2.DOPWR 95-20 -On-Street Parking - Rothsa¥ Avenue
The Committee was advised that parking generated by Whiskey Jack's Roadhouse at 1271 Victoria
Street North has become a concern and, as a result, parking regulations on Rothsay Avenue have
been reviewed. It was noted that illegal parking in this area has been addressed by the By-law
Enforcement Officers and 181 parking infraction notices were issued in January of this year. 228
notices were issued in February, 87 in March and 47 to date in April.
A questionnaire was delivered to residents in the area, however, a consensus was not reached due to the
lack of response. In order to address the problems of the resident at 115 Rothsay Avenue, a
parking prohibition is being recommended on the west side of Rothsay Avenue from Matthew Street
to a point 88 metres to the north.
On motion by Councillor J. Ziegler -
it was resolved:
"That parking be prohibited on the west side of Rothsay Avenue from Matthew Street to a point 88 metres
north thereof, and further,
That the Uniform Traffic By-law be amended accordingly."

3. Update - Safety Kleen & Graber Place Steerinq Committee
The Committee received an informational report resulting from a meeting of the Safety Kleen and Graber
Place Steering Committee which was held on April 12, 1995.
Mr. S. Gyorffy advised the Committee that it would appear that actions taken to clean up the problems
created by hydrogen sulphide have been effective. Mr. Gyorffy did note, however, that complaints
have been received regarding odours in the areas of Forwell Road and Graber Place.
The Committee was advised that everything possible has been done at the Forwell Road Pumping
Station and Safety Kleen has agreed to replace the charcoal filters every second week.
Councillor Jake Smola pointed out that odour problems are being experienced near Forwell Road and it
would appear that these problems did not exist when Safety Kleen was not utilizing the system. Mr.
Gyorffy confirmed that approximately 15 complaints have been received since Safety Kleen was put
back on the system. In this regard, Councillor Jake Smola pointed out that more complaints will
likely be received when we experience some warm weather.
Councillor J. Ziegler referred to the elimination of the sewer split on Graber Place, however, Mr. Gyorffy
advised that there is no guarantee that this will resolve any of the existing odour problems. Mr.
Gyorffy agreed that the removal of the split should be addressed at some time in the future,
however, the question is when the required financing will be allocated.
Councillor Jake Smola noted that there are new residential developments in this area and, if steps are not
taken to resolve the odour problem, there is no question that additional complaints will be received.
Councillor B. Vrbanovic noted that staff are working with all involved parties to overcome the existing
problems, however, it was his opinion that a final solution would not be achieved until the thermal
oxidizer is installed at the Safety Kleen site.
Mr. Gyorffy advised the Committee that it has now been agreed that some manholes will be re-sealed in
an attempt to further overcome some of the odour problems.
