HomeMy WebLinkAboutPublic Works - 1994-03-21PWTC\1994-03 -21 MARCH 21, 1994 PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES CITY OF KITCHENER The Public Works and Transportation Committee met this date under the Chairmanship of Councillor J. Smola with the following members present: Councillor M. Wagner, Councillor T. Galloway, Councillor J. Ziegler, Councillor G. Lorentz and Councillor M. Yantzi. Others Present: Messrs. D. Snow, J. Cicuttin, D. Suzuki, A. Mak, R. Freeborn, R. Pritchard, W. Beck and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:10 a.m. 1.Transit Routes 8/18 - Service to Custom Trim and Canada Employment Centre - 409 Weber Street The Committee considered a report which outlines changes to Route 18 - Guelph Street which will be undertaken in order to provide Transit service to the general area of 409 Weber Street. The report also points out that following a 6 month trial period other options may have to be considered. One of these options would be to divert Route 8A along Hartwood Avenue. The Committee was advised that the changes being recommended to Route 18 - Guelph Street will add a net cost of $20,700.00 to the 1994 budget and net additional costs of $39,000.00 on an annualized basis. Mr. P. Britton appeared before the Committee representing Custom Trim and indicated his support for the staff recommendation. Councillor J. Smola commended staff for their work in resolving this Transit service problem and suggested that the alternatives recommended are a good compromise. The Committee was advised that a Notice of Motion had been introduced in Council which would allow the consideration of a Motion to Reconsider regarding the use of Hartwood Avenue. This alternative has already been considered and refused. It was noted, however, that the present recommendation means that the use of Hartwood Avenue will not have to be reconsidered until the term of the present Council has expired and, accordingly, the use of Hartwood Avenue can be considered by the new Council and a Motion for Reconsideration will not be required. On motion by Councillor J. Ziegler - it was resolved: "That, effective March 30, 1994, two (2) afternoon trips be added to Route 18 - Guelph Street; and further, That, effective June 20, 1994, Route 18 - Guelph Street provide 30 minute service between 6:30 a.m. and 5:00 p.m., Monday to Friday; and further, That, after a six (6) month trial period, if Route 18 - Guelph Street does not meet the minimum performance standards of a 25% cost recovery ratio or 20 boardings per hour, the following options be considered: -Route 8A be diverted along Hartwood Avenue between Margaret Avenue and Weber Street to provide service to Custom Trim and the Canada Employment Centre Office, and, -Route 18 - Guelph Street be replaced by a form of a community bus; and further, That the following additional funds be allocated for the remainder of 1994 and on an annualized basis: Index Code 1994 Bud.qet Annual Basis 930057 Route Revenue 930206 Driver Wages 930156 Fuel & Parts Total Net Cost $20,700.00 $10,000.00 $19,000.00 23,000.00 43,500.00 7,700.00 14,500.00 $39,000.00" 2. Noise By-law Exemption - Schneider Creek Sanitary Sewer - Phase V, Stage 2B PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES MARCH 21, 1994 -15- CITY OF KITCHENER The Committee received a report indicating that the construction of the Schneider Trunk Sanitary Sewer, Phase V, Stage 2B, on Bedford Road, Borden Avenue, Dundas Street and Hurst Avenue will commence in May of 1994 and continue until approximately the end of October 1994. In an attempt to avoid a major impact on industries located in the area, some work will have to be undertaken at night and on weekends. In this regard, relief from the City's Noise By-law is being requested. On motion by Councillor M. Wagner - it was resolved: "That, in conjunction with the construction of the Schneider Trunk Sanitary Sewer on Bedford Road, Borden Avenue, Dundas Street and Hurst Avenue between Bedford Road and Palmer Avenue, that the contractor and his/her sub-contractors be permitted to carry out construction activities between the hours of 6:00 a.m. to 6:00 a.m. the next morning and on weekends from May 2, 1994 to October 31, 1994, notwithstanding the provisions of Chapter 450 (Noise) of the City of Kitchener Municipal Code." 3. DOPWR 94-20 - Noise By-law Exemption - K-W Expressway - Frederick Street to Lancaster Street The Committee considered a report which requests an exemption from the City's Noise By-law during the construction of median barriers on the Expressway between Frederick Street and Lancaster Street. This work will commence in July of 1994 and should be concluded by June of 1995. When questioned by Councillor G. Lorentz, Mr. D. Snow pointed out that it is preferable to do most of the work involved during the evening hours because this creates less of a dangerous situation for motorists using the Expressway and the workers installing the barriers. On motion by Councillor M. Yantzi - it was resolved: "That the Ministry of Transportation for the Province of Ontario and its Contractor(s) be exempt from the provisions of Chapter 450 (Noise), Article 6 (Construction Work) of the City of Kitchener Municipal Code during the construction of median barriers on the Kitchener-Waterloo Expressway between Frederick Street and Lancaster Street commencing in July 1994 and ending in June 1995, Monday to Saturday." 4. Report - Bus Safety Councillor J. Ziegler referred to the following motion which had been adopted by City Council on Monday, March 7, 1994: "That staff address the issue of bus safety at a Public Works and Transportation Committee meeting with particular reference to an outline of what issues might be considered at a Public Meeting dealing with bus operation and safety related issues." Councillor Ziegler indicated that he had anticipated that a report in this regard would be on the agenda for todays meeting. The members of the Committee agreed that staff would be directed to prepare a report regarding the above noted matter with same to be considered at the meeting of City Council to be held on Monday, March 28, 1994.
