HomeMy WebLinkAboutPublic Works - 1994-12-12PWTC\1994-12-12 PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES DECEMBER 12, 1994 CITY OF KITCHENER The Public Works and Transportation Committee met this date under the Chairmanship of Councillor John Smola with all members present, except Councillor G. Lorentz. Councillor J. Ziegler was in attendance for part of the meeting. Others Present: Messrs. D. Mansell, S. Gyorffy, D. Suzuki, T. McKay, B. Liddle, D. Snow, T. McCabe and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 8:35 a.m. 1.Retention of Consultant - Strasburq Road and North Strasburq Road Trunk Sanitary Sewer The Committee considered a report recommending that the normal procedure used to select consultants be waived in regard to the design, contract administration and inspection of Strasburg Road in the Aberdeen Estates North Subdivision and also for the Middle Strasburg Trunk Sanitary Sewer which runs through the same subdivision. It is recommended that M.T.E. Consultants Inc., who are the Consulting Engineers for Hallman Brierdale Ltd., the developer of the Aberdeen Estates Subdivision, also be retained by the City for these two projects. When questioned by His Worship Mayor R. Christy, it was noted that it has been common practice for the City to hire the Consulting Engineer who has been retained by a developer because they have a working knowledge of the area and, as a result, there are less costs to the City. On motion by Councillor C. Weylie - it was resolved: "That the City of Kitchener waive its normal procedure for the selection of consultants and retain M.T.E. Consultants Inc. as our Engineering Consultant for the design, contract administration and inspection of Strasburg Road from its present terminus to Templewood Drive in Aberdeen Estates North Subdivision (30T-88007) and also the Middle Strasburg Trunk Sanitary Sewer as it affects the same subdivision." 2.DOPWR 94-62 -On-Street Parkinq - Heritaqe Drive The Committee considered a report which recommends that a further parking prohibition be established on the north side of Heritage Drive in the area of Keewatin Avenue. It was noted that there is presently a corner restriction and it is now being recommended that this restriction be extended by a further 50 metres. This action would eliminate existing parking problems in front of the properties known municipally as 262 and 266 Heritage Drive. On motion by Councillor Jake Smola - it was resolved: "That parking be prohibited on the north side of Heritage Drive from Keewatin Avenue to a point 66 metres east thereof, and further, That the Uniform Traffic By-law be amended accordingly." 3. DOPWR 94-63 - On-Street Parkinq - Second Avenue The Committee considered a report which recommends that parking be prohibited on both sides of Second Avenue from Connaught Street to a point 42 metres north. It was noted that there is presently a corner restriction on the west side of Connaught Street, however, vehicles parked in front of 116 and 117 Second Avenue narrow the travelled portion of the road and create the potential for vehicle conflicts. Wagner - it was resolved: "That parking be prohibited on the west and east side of Second Avenue from Connaught Street to a point 42 metres north thereof, and further, That the Uniform Traffic By-law be amended accordingly." 4. DOPWR 94-64 -On-Street Parkinq - Leonard Street The Committee was advised that a request has been received from residents on Leonard Street to have parking prohibited on the east side of the street between Oxford Street and Edwin Street. The residents have expressed concern that driveways are being blocked and, because of on-street parking, leaf and snow removal does not get done properly. The residents suggest that the existing problem is created by persons attending functions at St. Teresa Church parking on the street. On motion by Councillor B. Vrbanovic - it was resolved: "That parking be prohibited on the odd numbered side of Leonard Street from Edwin Street to Oxford Street, and further, That the Uniform Traffic By-law be amended accordingly." 5. DOPWR 94-65 - School Traffic Safety - School Bus Loadinq Zone - Patricia Avenue at Carmichael School The Committee was advised that a request has been received from Carmichael Public School to have a school bus loading zone installed on Patricia Avenue in front of the School. This request is supported by Traffic and Parking staff, who suggest that such an installation will improve traffic flow and not interfere with pedestrian safety. On motion by Councillor M. Wagner - it was resolved: "That a School Bus Loading Zone be created on the south side of Patricia Avenue, 73 metres east of Highland Road to a point 38 metres east thereof, to accommodate two full sized school buses, and further, That the Uniform Traffic by-law be amended accordingly." Councillor J. Ziegler entered the meeting at this time. 6. Update - Safety-Kleen Mr. S. Gyorffy, Director of Operations, provided the Committee with an update of the Safety-Kleen situation. It was noted that the Consultant retained by the City has been monitoring the sanitary sewer systems in the area of Graber Place and high levels of hydrogen solphide gas have been found. It was noted that this situation exists without Safety-Kleen making any use of the sanitary sewer system. It was noted that the existing levels of hydrogen solphide gas exceed Regional limits. Mr. Gyorffy outlined steps which will be taken in an attempt to overcome this problem. The forcemains will have to be cleaned and a contract in this regard has been let at a cost of approximately $71,000.00. These monies will be charged against the sewer surcharge fund. Air will also be forced into the forcemains and it is hoped that this aeration will alleviate some of the concerns. 6. Update - Safety-Kleen (Cont'd) PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES DECEMBER 12, 1994 - 80 - CITY OF KITCHENER The Committee was advised that Safety-Kleen is anxious to resume using the sanitary sewer system for a test period so that appropriate monitoring can take place. In this regard, Councillor J. Ziegler pointed out that, right after any trial period, Safety-Kleen must be required to discontinue their use of the system. They must not be allowed to stay on the system and then approach City Council looking for further approvals. Councillor Jake Smola requested that members of Council be advised when the test period commences and Safety-Kleen is allowed to utilize the sanitary sewer system. In response to questioning, Mr. Gyorffy advised that an appropriate trial period would have to last for approximately 2 weeks and the test results would not be dramatically affected if taken in cold versus warm weather. It was suggested to Mr. Gyorffy that he contact the Ministry of Natural Resources in an attempt to receive from them a report which would outline all of the complaints that they have received regarding this situation. 7.Adiournment On motion, the meeting adjourned at 9:00 a.m. L.F.
