HomeMy WebLinkAboutPublic Works - 1993-02-15PWTC\1993-02-15 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES FEBRUARY 15, 1993 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with all members present. Alderman J. Ziegler entered the meeting following its commencement. Others Present: Messrs. S. Gyorffy, B. Mussleman, J. Webster, B. Liddle, D. Snow, T. McKay, D. Suzuki, J. Wallace, F. Graham and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:35 a.m. 1.Gradinq Plan Compliance Discussion of this matter, which had been placed on the agenda at the request of Alderman T. Galloway, was referred to the meeting of the Planning and Economic Development Committee to be held later on this date. 2.Solid Waste Collection - Grass Clippinq Ban The Committee considered a report prepared by Mr. B. Mussleman, Supervisor of Operations Administration, which recommends that effective May 1, 1993, grass clippings would no longer be collected at curbside as part of the City's solid waste collection program. The report suggested that this would divert between 1,000 and 2,000 tons per year from the landfill site. The options available to the property owner is to leave the clippings on the lawn, develop a backyard composting area or take them directly to the composting facility operated by the Regional Municipality of Waterloo, Mr. T. McKay suggested that possibly consideration should be given to delaying the implementation date until after property owners have had an opportunity to carry out their spring clean up. In the meantime, an appropriate campaign could be undertaken to educate the public regarding the new requirements. Several members of the Committee were in support of the proposal to eliminate the collection of grass clippings, however it was noted that this will create problems for some homeowners who own lawnmowers which cannot be operated without the collection bag in place. In this regard, Alderman G. Lorentz suggested that if a change is to be approved, it should not become effective until June 1, 1993. Alderman C. Weylie indicated that she was prepared to support the motion as presented in the staff report. Alderman G. Lorentz indicated that he would support the staff recommendation with an amendment to have it become effective as of June 1, 1993. Following further discussion, the following motion as introduced by Alderman Weylie and amended by Alderman Lorentz was adopted. "That effective June 1, 1993, grass clippings will no longer be collected at curbside as part of the City of Kitchener's solid waste collection program and further, That Chapter 635 of the City of Kitchener Municipal Code be amended accordingly." Alderman J. Ziegler raised the question as to how dog owners can dispose of dog excrement. It was noted that it is not legal to include dog excrement with normal household garbage. On motion by Alderman J. Ziegler- It was resolved: "That the City of Kitchener request the Regional Municipality of Waterloo to provide advice to the citizens of the City of Kitchener outlining where and how they can dispose of dog excrement." DOTR 93-4 - On-Street Parking - Woolwich Street and Shirk Place The Committee received a report which indicates that parking on the curved area of Woolwich/Shirk Place impedes the free flow of traffic. This parking also obstructs a motorist's line of sight and therefore the potential for vehicle conflicts is created. Following further discussion and on motion by His Worship Mayor D. Cardillo - It was resolved: "That parking be prohibited on both sides of Woolwich Street from Bridge Street to Shirk Place, and further, That parking be prohibited on both sides of Shirk Place from Woolwich Street to 61 metres east of Woolwich Street, and further, That the Uniform Traffic By-law be amended accordingly." 4. DOTR 93-5 - Traffic Control - Caryndale Community The Committee was advised that the Traffic and Parking Division has carried out site investigations in the Caryndale Community and are now recommending that stop controls be located on Bannockburn Road at Evenstone Avenue and on Stafford Lane at Chapel Hill Drive. On motion by His Worship Mayor D. Cardillo - It was resolved: "That stop controls be installed at the following locations: Bannockburn Road at Evenstone Avenue and Stafford Lane at Chapel Hill Drive, and further, That the Uniform Traffic By-law be amended accordingly." 5.DOTR 93-6 - School Bus Loadinq Zone - Westwood Drive at Monsiqnor Gleason Separate School The Committee was advised that a request has been received from the Waterloo Regional Separate School Board to have the School Bus Loading Zone on Westwood Drive at Monsignor Gleason Separate School extended to accommodate five buses rather than the current three. This request has been reviewed by the Traffic and Parking Division and the extension as requested is recommended. On motion by His Worship Mayor D. Cardillo - It was resolved: "That the School Bus Loading Zone on Westwood Drive at Monsignor Gleason Separate School be extended 26 metres southward to accommodate a total of five school busses, and further, That the Uniform Traffic By-law be amended accordingly." 6. DOTR 93-7 - Traffic Control - Highland Road at Hoffman Street The Committee was advised that the Principal of Queen Elizabeth Public School has raised concern with the safety and operation of the Highland Road and Hoffman Street intersection. This situation has been reviewed at a staff level and while the warrants for an all-way stop are not satisfied, the uniqueness of this intersection dictates that steps of this nature would be appropriate. On motion by His Worship Mayor D. Cardillo - It was resolved: "That an all-way stop control be installed at the following location: Highland Road at Hoffman Street, and further, That the Uniform Traffic By-law be amended accordingly." DOTR 93-8 - Traffic Control - Ahrens Street and Blucher Street The Committee was advised that concerns have been expressed regarding the safety and operation of the Ahrens Street and Blucher Street intersection. There is presently a 3-way stop control in operation, however confusion does exist with the motoring public and accordingly, a four-way stop is being recommended. On motion by His Worship Mayor D. Cardillo - It was resolved: "That an all-way stop control be installed at the following location: Ahrens Street and Blucher Street, and further, That the Uniform Traffic By-law be amended accordingly." 8. Man-Hole Covers - Protection Alderman G. Lorentz requested that the Department of Public Works prepare a report regarding the feasibility of installing tires around manhole covers to provide additional protection. This report will be considered by the Committee at a future meeting. Adiournment On motion, the meeting adjourned at 10:00 a.m. L.F. Parkhouse, AMCT Deputy City Clerk
