HomeMy WebLinkAboutPublic Works - 1993-04-05PWTC\1993-04-05 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES APRIL 5, 1993 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with the following members present: His Worship Mayor D. Cardillo, Alderman C. Weylie, Alderman G. Lorentz and Alderman T. Galloway. Alderman J. Ziegler was in attendance for part of the meeting. Others Present: Alderman G. Leadston, Alderman M. Yantzi, Mrs. L. Couch and Messrs. T. McKay, W. Beck, J. Wallace, J. Cicuttin, D. Suzuki, J. Webster, D. Snow, S. Gyorffy, F. Graham, E. Kovacs and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:40 a.m. 1 .Forwell Sewage Pumping Station - Odour Problems Mr. George Hebblethwaite had appeared before Council on March 29, 1993 regarding odours and vibrations emanating from the Forwell Sewage Pumping Station. In this regard, the Committee considered a report prepared by Mr. S. Gyorffy, Director of Operations, which points out that there have been odour problems at this location and on Graber Place ever since Safety-Kleen commenced pumping their waste water to the Forwell Station on April 24, 1992. The report, as presented to the Committee, suggests that this company should be requested to undertake appropriate investigations and assume the costs involved to rectify the existing problem. The report, as presented, also suggests that Proctor and Redfern, Consulting Engineers, be retained to investigate and report on steps which can be taken to overcome the vibration problems in the area of the Forwell Pumping Station. Alderman G. Leadston advised that he has been assurred by representatives of Safety-Kleen that they will co-operate to resolve the existing odour problems. It was noted that some steps have already been taken by the Company. When questioned by Alderman G. Lorentz, Mr. S. Gyorffy advised that there will be a cost to have Proctor and Redfern review the vibration problem with the exact amount depending upon how long it takes to review the situation. On motion by Alderman G. Lorentz- it was resolved: "That Safety-Kleen be requested to undertake appropriate investigations and assume the costs of remedial measures required to control odours at the Forwell Sewage Pumping Station, and further, That Proctor and Redfern, Consulting Engineers, be retained to investigate and report on remedial measures with respect to equipment vibrations at this Pumping Station." 2. Proposed Transit Service Reductions Mr. W. Beck appeared before the Committee and presented a report outlining Transit Service reductions which, if approved, would become effective June 21, 1993. The Committee was advised that staff are looking towards reducing costs rather than having to implement a further fare increase in June of this year. The report, as presented, does not recommend that any one route be completely eliminated, however, it does suggest that a trip here and there be eliminated during periods of Iow ridership. The routes recommended for service reduction are as follows: Route 2 - Glencairn Route 2 - Forest Hill Route 3 - Idlewood Route 10 - Chicopee Route 10 - Conestoga College Route 16 - Brigadoon. PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 14 - APRIL 5, 1993 2.Proposed Transit Service Reductions (Cont'd) Mr. Beck advised the Committee that route changes were approved for the Stanley Park area and, as a result, revenues have increased substantially. The Committee was advised that staff will continue to look at other changes which, if approved, would have the effect of either reducing costs or increasing revenue. Alderman J. Ziegler entered the meeting at this time. Following further discussion and on motion by His Worship Mayor D. Cardillo, it was resolved: "That, effective June 21, 1993, the Transit Service reductions for the following routes, as presented to the Public Works and Transportation Committee on April 5, 1993, be approved: Route 2 - Glencairn Route 2 - Forest Hill Route 3 - Idlewood Route 10 - Chicopee Route 10 - Conestoga College Route 16 - Brigadoon." 3.Sewer Surcharge Rebates The Committee was advised that for many years sewer surcharge rebates were provided for water customers who use water but do not discharge it into the sanitary sewer system. Past practice has been used in determining whether or not rebates are to be issued and it is felt appropriate at this time to have these past practices formalized by Council resolution. Several members of the Committee questioned the practice of not providing a rebate for the filling of public and private swimming pools. In this regard, it was noted that a private citizen could hire an appropriate vehicle and then purchase water from the City at the retail rate to fill their pool. It was suggested, however, that it is unlikely that this course of action would result in a cost saving to the taxpayer. Following further discussion and on motion by His Worship Mayor D. Cardillo, it was resolved: "That the past practice of providing annual sewer surcharge rebates be continued in the following cases: a)industrial process water b)evaporation losses - (cooling, humidification) c)ice making (arenas and outdoor rinks) d)snow making, and further, That rebates be provided following compliance with the foregoing criteria and the existing application procedures, and further, That rebates not be provided in the following cases: a)public and private swimming pools b)all lawn watering, and further, That rebates only be provided in cases where the value exceeds $100.00 in any given year." 4.Preliminary 1993 Street Lighting Capital Budget The Committee was advised that the Preliminary 1993 Street Lighting Capital Budget has been received from Kitchener-Wilmot Hydro and amounts to $562,000.00. It was noted that during the budget deliberations only $256,000.00 was approved by City Council for street lighting during 1993. Mr. D. Suzuki, Commissioner of Public Works, appeared before the Committee and presented a list of works which cannot be completed during 1993 if Council's approved budget is to be met. PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 15 - APRIL 5, 1993 4.Preliminary 1993 Street Liqhtinq Capital Budqet (Cont'd) Alderman T. Galloway referred to a 1993 deletion for lighting on Mill Park Drive between Green Valley Drive and Morningview Place. It was noted that this should be a permanent deletion rather than just a deletion for 1993. Alderman Galloway also referred to lighting in the Upper Doon Heritage area and pointed out that the type of luminaire to be used in this area will have to be further discussed at a later date. Mr. Suzuki advised the Committee that when considering proposed deletions it must be kept in mind that some works are locked in and, accordingly, the only changes can be in the areas of new or replacement installations. It was also noted that a separate budget has been established for work in the Downtown area which is required because of the safety audit. At the request of Alderman G. Lorentz, staff agreed to provide a breakdown of the works which will be undertaken under the heading "Walkway Lighting". Alderman M. Yantzi referred to the installation of 2 new lights on the public lane leading from Peter Street to Sandhills Park. It was noted that the resident making this request has now moved and the other residents in the area do not wish to have these lights installed. On motion by Alderman C. Weylie - it was resolved: "That the works to be undertaken out of the 1993 Street Lighting Capital Budget be in accordance with the report dated March 30, 1993, prepared by Mr. D. Suzuki, Commissioner of Public Works and presented to the Public Works and Transportation Committee on April 5, 1993, and further, That no action be taken regarding the installation of street lights on the public lane leading from Peter Street to Sandhills Park." 5. Project Lift On March 29, 1993, delegations appeared before City Council requesting reconsideration of the eligibility criteria being implemented for Project Lift. The Board of Directors of Project Lift have agreed to withhold implementation and a special meeting will be arranged at which time this matter will be fully discussed. It was suggested that 2 members of Council be appointed to attend this meeting. On motion by Alderman G. Lorentz- it was resolved: "That His Worship Mayor D. Cardillo and Alderman J. Ziegler be appointed as City of Kitchener Council representatives to attend a special meeting to discuss the eligibility criteria for users of Project Lift." 6.Adjournment On motion, the meeting adjourned at 10:35 a.m. L.F.
