HomeMy WebLinkAboutPublic Works - 1993-03-22PWTC\1993-03-22 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES MARCH 22, 1993 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with the following members present: Alderman G. Lorentz, Alderman C. Weylie and Alderman M. Wagner. Alderman T. Galloway and Alderman J. Ziegler were in attendance for part of the meeting. Others Present: Messrs. J. O'Rourke, D. Suzuki, B. Musselman, D. Snow, S. Gyorffy, B. Liddle, F. Graham, R. Schurm, E. Kovacs, T. McKay and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:35 a.m. 1.DOTR 92-31 - School Pedestrian Safety - Canadian Martyr's Separate School Mr. D. Snow presented an informational report concerning traffic conditions in and around Canadian Martyr's Separate School. A video was shown to demonstrate the severity of the problems encountered. The report, as presented, also outlined the Action Plan which has been implemented to overcome these problems. When questioned by Alderman C. Weylie, it was noted that staff do work with the two School Boards in an attempt to ensure that traffic concerns are addressed early in the planning stage for a new facility. 2.DOTR 93-9 -On-Street Parkinq Meters - David Street The Committee considered a report which recomends that 23 additional on-street metered parking spaces be developed on the west side of David Street between Joseph Street and Courtland Avenue. These new meters are located across David Street from the Victoria School Community Centre and the Kitchener Housing development. On motion by Alderman G. Lorentz- It was resolved: "That two (2) hour limit parking meters be installed on the west side of David Street between Joseph Street and Courtland Avenue, and further, That the Uniform Traffic By-law be amended accordingly." 3.1992 Road Proqram The Committee considered a report which indicates that the Ministry of Transportation has advised that the 1993 road subsidy allocation will be $3,641,800.00. It was noted that this is a decrease of approximately 1.7% from the 1992 allocation. On motion by Alderman C. Weylie - It was resolved: "That the Clerk be authorized to execute the Program of Proposed Expenditures of highway improvements for the 1993." 4.Recycled Tire Transition Collars for Manhole Covers On February 15, 1993, Alderman G. Lorentz requested a report regarding a new product made from recycled tires which is installed as a manhole transition collar. Mr. S. Gyorffy, Director of Operations, presented a report in this regard and noted that a major concern is the cost of approximately $1,000.00 per installation. The process presently used has a cost of approximately $175.00. The report, as presented, suggests the installation of 5 of these new collars on a trial basis which will allow them to be evaluated for possible future use. PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES -12- MARCH 22, 1993 4.Recycled Tire Transition Collars for Manhole Covers (Cont'd) When questioned by the Committee, it was noted that these collars have been installed in municipalities, mainly in the Toronto area, and these municipalities will be contacted to obtain their comments. The members of the Committee suggested that the available product information should be forwarded to the Regional Engineering Committee for their consideration. Alderman T. Galloway entered the meeting at this time. 5.Snow Removal Several members of the Committee requested information regarding actions which could be taken against homeowners who blow or plow snow from their driveways onto City streets. It was noted that this is an offence under the Highway Traffic Act and, accordingly, charges must be laid by the Regional Police. In regard to the snow removal budget it was pointed out that there is a very slight over-expenditure at the present time. Alderman J. Ziegler entered the meeting at this time. 6.1992 Annual Report - Department of Public Works For information purposes, Mr. D. Suzuki introduced the 1992 Annual Report of the Department of Public Works. As part of his presentation, Mr. Suzuki highlighted the 1993 objectives for the Department. 7.Adjournment On motion, the meeting adjourned at 10:15 a.m. L.F. Parkhouse, AMCT Deputy City Clerk
