PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES
MAY 17, 1993
The Public Works and Transportation Committee met this date under the Chairmanship of Alderman
J. Smola with all members present. Alderman J. Ziegler entered the meeting after its
commencement.
Others Present:
Alderman B. Stortz, Alderman M. Yantzi and Messrs. L. Lynch, D. Snow, J.
Cicuttin, S. Gyorffy, B. Arnot, J. Wallace, F. Graham, J. Webster, T. Boutilier
and L.F. Parkhouse.
This meeting of the Public Works and Transportation Committee commenced at 9:40 a.m.
1.DOPWR 93-21 - Special Event - Breithaupt Street
The Committee was advised that a request has been received from Perstorp Components to close
Breithaupt Street from Moore Avenue to Waterloo Street from 10:00 a.m. until 2:00 p.m. on
Tuesday, June 15, 1993. Perstorp has been awarded a General Motors Mark of Excellence
Award and will be holding a celebratory reception. In order to provide safety for their
employees and guests they wish to curtail traffic in the immediate vicinity.
On motion by Alderman G. Lorentz-
it was resolved:
"That Breithaupt Street between Moore Street and Waterloo Street be closed from 10:00 a.m. on
Tuesday, June 15, 1993 to 2:00 p.m., for the purpose of a celebratory reception and that
the appropriate by-law under Section 352 (61) of the Municipal Act be enacted, and
further,
That the expenditure to accommodate this event be charged to Perstorp Components."
2.DOPWR 93-22 - New City Hall Opening Ceremonies - Free Parking and Transit
Opening Ceremonies for the new City Hall will commence on Friday, September 17th and run
through Sunday, September 19, 1993. To encourage citizen participation it has been
suggested that free transit service be provided to the Downtown area. For those that wish to
drive, to these celebrations, it is suggested that free parking be provided at all Downtown
parking facilities. The Committee considered a report which suggests that adopting these
proposals would result in lost revenues of approximately $23,000.00. It was suggested to the
Committee that a grant should be made to the various Departments involved to off-set the
anticipated lost revenues.
Alderman M. Yantzi pointed out that numerous events are being planned as part of the Opening
Ceremonies and since the opening of a new City Hall is a once in a lifetime experience, it is
suggested that everything possible should be done to encourage a large number of citizens to
become involved.
Most members of the Committee were in support of taking some action so as to ensure ease of
access and/or parking facilities in the Downtown area. It was suggested, however, that rather
than providing completely free transit and parking services that, possibly, consideration could
be given to providing these services free of charge to only those individuals who take part in
the Opening Ceremony Celebrations. It was suggested that those people who normally drive or
take transit to the Downtown area and have no intention of attending the Opening Ceremonies
should not receive these benefits.
Alderman J. Ziegler entered the meeting at this time.
When questioned by the Committee, Mr. T. Boutilier advised that $50,000.00 has been placed in the
Opening Ceremonies Budget and, if funds were taken from this budget to provide grants for lost
transit and parking revenues, there would have to be cutbacks in other areas.
Following further discussion, it was agreed that staff would explore various alternatives of providing
transit and parking services in conjunction with the opening of the new City Hall and a report in
this regard will be considered by the City Hall Steering Committee on June 14, 1993.

3.Summer Employment Experience Program
The
Committee was advised that the Ministry of Community and Social Services is sponsoring a
Summer Employment Experience Program which will allow qualified students to work a
maximum of 40 hours per week from May 1 to August 31, 1993. 100% of wages and benefits
will be paid by the Province.
The
Parking Division has received approval to hire a student who will be used as a Maintenance
Attendant during this period of time. An agreement between the Ministry and the City must be
signed by the Mayor and Clerk before the student can be hired.
On motion by His Worship Mayor D. Cardillo -
it was resolved:
"That the Mayor and Clerk be authorized to execute an agreement with the Ministry of Community
and Social Services for the purpose of hiring one (1) Student Maintenance Amendment as
part of the Summer Employment Experience Program."
4.Bike Races - Hidden Valley Road
Mr. D. Snow advised the Committee that, contrary to recent newspaper reports, the speed limit on
Hidden Valley Road is 50 kph. Mr. Snow also advised that he has been informed that even
trained bicycle racers cannot maintain this speed on flat sections of road. The only time that a
trained cyclist would exceed this speed limit would be on a downhill run.
5. Pavement Management Study
Mr. S. Gyorffy, Director of Operations, advised the Committee that the firm of Pavement Management
Systems were retained in 1992 to undertake a study of the City's existing roads system. The
study included an assessment of the current status of the road network within the study area,
an estimate of current and future rehabilitation needs, an evaluation of potential rehabilitation
budgets over the next 2 years and, finally, an estimate of various budget scenarios as they
would apply to the study network. It was noted that the final report from Pavement
Management Systems has now been received. An Executive Summary of the report was
attached to the agenda for the Committee's information.
Mr. Trevor Triffo appeared before the Committee on behalf of Pavement Management Systems and,
using an overhead projector, provided information regarding the completed study.
Following his presentation and on questioning by Alderman M. Wagner, Mr. Triffo advised that the
major factors leading to road deterioration are load levels, the environment and the quality of
initial construction. It was noted that heavily loaded trucks and buses are the major cause of
roadway deterioration. Mr. Triffo pointed out that reducing the total amount of traffic using a
road by 10% would not result in a significant reduction in road deterioration.
The Committee thanked Mr. Triffo for his presentation.
6.1993 Program - Resurfacing of Various City Streets
The Committee received an informational report from Mr. L. Lynch, Manager of Roads and
Engineering Services, regarding resurfacing projects which will be undertake during 1993.
7.1993 Program -Sidewalk Repair and Construction
The Committee received a further informational report from Mr. L. Lynch, regarding sidewalk repairs,
construction and curb ramping which will take place during 1993.
8.Forest Heights Area - Drainage Problem
Alderman G. Lorentz informed the Committee that he has been advised that the City has spent

approximately $3,000.00 to undertake works which would

have been more appropriate to provide the property owner with a grant of $1,000.00 so that the

Mr. S. Gyorffy advised that the work undertaken in the instance referred to by Alderman Lorentz is in
accordance with Council's existing policy. In this regard, it was agreed that staff would prepare
a report outlining the existing policy and this matter will be discussed at a future Committee
meeting.
9.Grass Clippinqs - Ban
Alderman M. Wagner questioned whether or not any reaction has been received to the ban of
picking up grass clippings by the Garbage Contractor. In this regard, staff noted that some
calls have been received.
10.Bus Rodeo
Alderman J. Smola, Chairman of the Public Works and Transportation Committee, congratulated
Alderman C. Weylie on her achievements at the recent Bus Rodeo and presented her with the
Mayor's Challenge Trophy.
11 .Adjournment
