HomeMy WebLinkAboutPublic Works - 1993-04-19PWTC\1993-04-19 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES APRIL 19, 1993 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with all members present. Alderman J. Ziegler entered the meeting after its commencement. Others Present: Mrs. D. Arnold and Messrs. T. McKay, D. Suzuki, J. Webster, B. Liddle, S. Gyorffy, D. Snow, D. Gardner, J. Witmer, J. Wallace, E. Kovacs and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:40 a.m. 1 .Forest Heights - Flooding Problems Mr. B. Liddle, Director of Engineering, appeared before the Committee and advised that for several years there has been basement flooding in various sections of Forest Heights. In an attempt to find a solution to this problem a Consultant was retained to carry out a study within the area. The Consultant's report will be presented to the Committee for consideration at a later date. In conjunction with the Consultant's Study, staff have also been reviewing the situation. It is staff's opinion that there may be a large number of illegal hook-ups resulting in storm water being discharged into the sanitary sewer system. In order to confirm this possibility, Mr. Liddle suggested to the Committee that it would be appropriate for the Building Division to carry out investigations in the affected areas. If there are, in fact, illegal hook-ups, the overall cost to correct the major flooding will be significantly reduced. An information packet will be delivered to the homeowners in the affected areas advising them of the action to be taken. The Committee was advised that City staff will have to physically inspect every house in the various areas and it is unlikely that this work will be completed prior to the end of May. Following further discussion and on motion by Alderman G. Lorentz - it was resolved: "That the Building Division of the Department of Planning and Development be instructed to carry out inspections on designated streets in the Forest Heights area to determine the extent of unauthorized connections of such things as foundation drains to the sanitary sewer system." 2.Single Call Locate System - Service Agreement On December 7, 1992, Mr. E. Kovacs, Director of Utilities, presented a report to the Committee recommending that the City, along with other municipalities and utilities, enter into an agreement with Henley Consulting Inc. regarding the dissemination of information regarding the location of underground utilities. At that time, Mr. J. Wallace requested that action be deferred in order that the Legal Department could further consider the proposed agreement. The Committee received a report from Mrs. D. Arnold, Assistant City Solicitor, expressing concerns regarding the termination of the agreement and payments should one or more parties choose to default. In this regard, however, it was noted that a Primary Members Agreement is forthcoming which will alleviate the concerns of the Legal Department. On motion by His Worship Mayor D. Cardillo - it was resolved: "That the Mayor and Clerk be authorized to execute a Service Agreement with Henley Consulting Inc. regarding the provision of One Call Locate Services, and further, That the Mayor and Clerk be authorized to execute a Primary Members Agreement outlining the commitments of the consortium of organizations who co-operatively support the One Call Utility Locate System." Alderman J. Ziegler entered the meeting at this time. PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 17 - APRIL 19, 1993 3.DOTR 93-11 - Traffic Control - Calmcrest Drive As the result of a request received from the Waterloo Regional Police, the Traffic and Parking Division have reviewed the lack of traffic control at various intersections within the area bounded by Block Line Road, Westmount Road, Ottawa Street South and Strasburg Road. As a result of these investigations, the installation of stop controls at various intersections is being recommended. On motion by Alderman G. Lorentz- it was resolved: "That stop controls be installed at the following intersections: Calmcrest Drive at Briar Knoll Drive Briar Knoll Place at Briar Knoll Drive Briargate Drive at Greenbrook Drive Greenock Drive at Briargate Drive Colebrook Court at Colebrook Court Kimberly Crescent at Cartier Drive (both intersections), and further, That the Uniform Traffic By-law be amended accordingly." 4. DOTR 93-12 - Street Party - Doole¥ Drive The Committee was advised that the residents of Dooley Drive between Bradley Drive and Simpson Avenue have unanimously signed a petition requesting that Dooley Drive be closed from 4:30 p.m. to 10:00 p.m. on Sunday, May 16, 1993 for the purposes of a street party. The rain date for this event is Sunday, June 6, 1993. On motion by Alderman G. Lorentz- it was resolved: "That Dooley Drive between Bradley Drive and Simpson Avenue be closed from 4:30 p.m. on Sunday, May 16, 1993 to 10:00 p.m., with a rain date of Sunday, June 6, 1993, for the purpose of a street party and that the appropriate by-law under Section 352 (61) of the Municipal Act be enacted, and further, That the expenditure to accommodate this event be charged to the appropriate account number." 5.DOTR 93-14 - Kitchener Downtown Business Association - 1993 Special Events The Committee received a report outlining information which has been received from the Kitchener Downtown Business Association regarding activities which will take place in the Downtown area during 1993. On each of these occasions it will be necessary for King Street to be closed. Alderman G. Lorentz referred to Arts Fest which will be held in June and indicated his support for designating this activity as a Civic Celebration. Council has passed a resolution in this regard in prior years. On motion by Alderman G. Lorentz- it was resolved: "That the City of Kitchener supports the Kitchener Downtown Business Association's proposed 1993 special events program, and further, That the Kitchener Downtown Business Association cover the costs for all closures, and further, That the appropriate by-law under Section 352(61) of the Municipal Act be enacted for each road closure, and further, PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 18 - APRIL 19, 1993 That the Arts Fest to be held from June 17 to June 19th inclusive, be proclaimed as a period of Civic Celebration within the City of Kitchener." 6.DOTR 93-15 - Proposed Road Closure -Chopin Drive The Committee was advised that the Victoria Hills Neighbourhood Association are planning to have their annual fireworks display in Gzowski Park on Monday, May 24, 1993. In this regard, it is requested that Chopin Drive be closed from Westmount Road to Markwood Drive between the hours of 4:00 p.m. and 10:00 p.m. on that date. When questioned by Alderman C. Weylie, Mr. D. Snow advised that there would be a charge of approximately $300.00 to the Neighbourhood Association to carry out the necessary work to physically close the road. Mr. Snow noted that it is important that the road closure be undertaken in an appropriate manner. Alderman C. Weylie was of the view that because of the nature of the event the local Neighbourhood Association should be exempted from paying the $300.00. Alderman J. Ziegler, however, expressed the view that the Neighbourhood Association should be charged as recommended by staff. Following further discussion and on motion by Alderman C. Weylie - it was resolved: "That Chopin Drive be closed between Westmount Road and Markwood Drive on Monday, May 24, 1993, between the hours of 4:00 p.m. to 10:00 p.m. and that a rain date of May 29, 1993, also be approved, and further, That the appropriate by-law under Section 352(61) of the Municipal Act be enacted, and further, That the physical work required to close Chopin Drive be undertaken by the City of Kitchener at no cost to the Victoria Hills Neighbourhood Association." Alderman J. Ziegler voted against this resolution. 7.DOTR 93-16 -Street Party - Kilkerran Crescent The Committee considered a report in which the residents of Kilkerran Crescent have unanimously requested that their street be closed between Biehn Drive and Kilbirnie Court on Saturday, May 1, 1993 from 12:00 p.m. to 6:00 p.m. for the purposes of a street party. On motion by Alderman G. Lorentz- it was resolved: "That Kilkerran Crescent between Biehn Drive and Kilbirnie Court be closed from 12:00 p.m. on Saturday, May 1, 1993 to 6:00 p.m. for the purpose of a street party and that the appropriate by-law under Section 352(61) of the Municipal Act be enacted, and further, That the expenditure to accommodate this event be charged to the appropriate account number." 8. DOTR 93-17 - Street Party - Manor Drive The residents of Manor Drive between the south intersection of Lewis Crescent and the north intersection of Lewis Crescent have unanimously agreed to request the approval of a street closure to allow for a street party on May 24, 1993. The closure will be in effect from 8:00 p.m. until 10:30 p.m. On motion by Alderman G. Lorentz- it was resolved: "That Manor Drive between the south intersection of Lewis Crescent and the north intersection of Lewis Crescent be closed from 8:00 p.m. on Monday, May 24, 1993 to 10:30 p.m. for the purpose of a street party and that the appropritate by-law under Section 352(61) of the Municipal Act be enacted, and further, PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 19 - APRIL 19, 1993 8. DOTR 93-17 - Street Party - Manor Drive (Cont'd) That the expenditure to accommodate this event be charged to the appropriate account number." 9.Information Report - 1993 Special Events The Committee received an informational report outlining a number of special events which will be taking place in the City of Kitchener during 1993. Alderman T. Galloway referred to a mountain bike race which is to be held in Homer Watson Park on October 10, 1993. Mr. D. Gardner advised the Committee that a similar event was held in 1992 and Homer Watson Park is an ideal location. It was noted that the specific arrangements are made with Parks and Recreation and this Department will be asked to prepare and circulate a report providing information regarding the 1992 event. Mr. D. Snow advised the Committee that a request has been received to hold a bike race in the Hidden Valley area. A report regarding this event will be submitted to the Committee at the next meeting and it is anticipated that there will be strong objections from at least one area resident. 10.Adjournment On motion, the meeting adjourned at 10:10 a.m. L.F.
