HomeMy WebLinkAboutPublic Works - 1992-01-06PWTC\1992-01-06 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES JANUARY 6, 1992 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with all members present, excepting Alderman J. Ziegler. Others Present: Messrs. D. Suzuki, D. Snow, W. Beck, S. Gyorffy, F. Graham, J. O'Rourke, J. Webster, B. Liddle, C. Sipes, J. Wallace and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:05 a.m. 1 .Video Presentation - Total Station & CAD System The presentation of a video regarding the City's CAD System was deferred and this presentation will be made at the next meeting to be held on January 20, 1992. 2.DOTR 91-28 -On-Street Parking - Lang Crescent The Committee considered a report which recommends that parking be prohibited on the north/east side of Lang Crescent between Horizon Court and a point 185 metres west of Bridgeport Road. This parking prohibition is being recommended to eliminate the traffic hazards which are created by parked vehicles. On motion by Alderman G. Lorentz- it was resolved: "That parking be prohibited on the north/east side of Lang Crescent from Horizon Court to a point 185 metres west of Bridgeport Road, and further, That the Uniform Traffic By-law be amended accordingly." 3.DOTR 91-67 - On-Street Parking - Garden Avenue The Committee considered a report which recommends that parking be prohibited on the even numbered side of Garden Avenue from the driveway at 36 Garden Avenue, south to Spadina Road West. On motion by Alderman G. Lorentz- it was resolved: "That parking be prohibited on the west (even numbered) side of Garden Avenue from the driveway of 36 Garden Avenue, south to Spadina Road West, and further, That the Uniform Traffic By-law be amended accordingly." 4.DOTR 91-68 -On-Street Parking - Rothsay Avenue The Committee was advised that a request has been received from the Eastwood Congregation of Jehovah's Witnesses to have parking reinstated on the west side of Rothsay Avenue between Natchez Road and Matthew Street. If this reinstatement is approved, parking would be permitted for a period of 3 hours. It was noted that parking in this area was originally prohibited to control the on-street parking generated by the Coronet Tavern. It is the view of staff that the reinstatement as requested will not create significant on-street parking problems for the area residents. On motion by Alderman G. Lorentz- it was resolved: "That parking be reinstated on the west side of Rothsay Avenue from Natchez Road to Matthew Street, and further, That the Uniform Traffic By-law be amended accordingly." PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES -2- JAN UARY 6, 1992 5.Maps - Snow Plouqhinq Priorities For information purposes, members of Council had received maps showing the priority for snow ploughing on various streets within each Ward. The Committee was advised that the information, as presented, will be amended to outline that Priority #1 contains regional roads, major arterials, bus routes and those locations containing sharp curves and/or steep hills. When questioned by the Committee, Mr. J. O'Rourke advised that the snow ploughing routes are varied from storm to storm. By following this course of action, a street which is ploughed first after one storm will be ploughed last after the next storm. The Committee was also advised that staff are confident that all streets can be cleared within 24 hours after a 5 inch snowfall. It was noted, however, that complaints may be received from property owners on secondary roads if their streets are not cleared. In this regard, it was noted that, if there is less than 5 inches of snow, staff do not remove any snow on secondary streets on an overtime basis. The members of the Committee agreed with this course of action and suggested that the public must be aware that secondary roads will not be ploughed on an overtime basis in order to reduce costs. At the request of Alderman G. Lorentz, staff agreed that, after every snow storm, they would provide each Alderman with a list of complaints that were received regarding snow removal problems. With certain changes, each member of Council will receive a number of the snow ploughing priority maps for their Ward. 6. Adjournment On motion, the meeting adjourned at 9:30 a.m. L.F.
