HomeMy WebLinkAboutPublic Works - 1992-06-15PWTC\1992-06-15 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES JUNE 15, 1992 The Public Works and Transportation Committee met this date with the following members present: His Worship Mayor D. Cardillo, Alderman C. Weylie, Alderman T. Galloway, Alderman G. Lorentz and Alderman M. Wagner. Alderman J. Ziegler was in attendance for part of the meeting. Others Present: Messrs. T. McKay, B. Liddle, D. Snow, E. Kovacs, D. Suzuki, J. O'Rourke and L.F. Parkhouse. In the absence of Alderman J. Smola, this meeting of the Public Works and Transportation Committee was Chaired by Alderman M. Wagner and commenced at 9:10 a.m. 1. DOTR 91-24 - Street Party - Pandora Avenue North The Committee was advised that a request has been received to close Pandora Avenue North between Samuel Street and Simeon Street on July 1, 1992 for the purposes of a Street Party. The street will be closed from 3:00 p.m. to 11:00 p.m. and all affected residents have indicated their support for this closure. On motion by Alderman G. Lorentz- it was resolved: "That Pandora Avenue North be closed between Samuel Street and Simeon Street at 3:00 p.m. to 11:00 p.m. on Wednesday, July 1, 1992, for the purpose of a street party and that the appropriate by-law under Section 352 (61) of the Municipal Act be enacted. In the event of rain, a rain date has been proposed for Saturday, July 4, 1992, and further, That the expenditure to accommodate this event be charged to the appropriate index code." 2. DOTR 92-20 - Traffic Control - Prospect Avenue The Committee considered a report in which the Traffic and Parking Division are recommending that a stop control be located on Noel Crescent at Trafalgar Avenue and also that the existing yield control on Shantz Lane at Prospect Avenue be replaced with a stop control. It was noted that these changes are being recommended to improve traffic controls within the affected area. On motion by Alderman G. Lorentz- it was resolved: "That a stop control be installed at the following location: Noel Crescent at Trafalgar Avenue, and further, That the existing yield control be replaced with a stop control at the following location: Shantz Lane at Prospect Avenue, and further, That the Uniform Traffic By-law be amended accordingly." 3. DOTR 92-25 - Traffic Control - Centre Ward The Committee was advised that the Traffic and Parking Division have reviewed existing traffic controls in the area bounded by Victoria Street North, Lancaster Street, Weber Street and the Conestoga Parkway with various changes being recommended. This review took place because of concerns expressed by area residents regarding the amount, speed and the need to control traffic. The report, as presented, recommends the development of a grid system of stop controls within the area. On motion by Alderman G. Lorentz- it was resolved: "That a grid system of stop controls (alternating intersections) be established in the area bounded by Victoria Street, Lancaster Street, Weber Street and the Conestoga Parkway, and further, That the existing controls be reversed to require east and westbound traffic on Simeon Street to stop at Brubacher Street, and further, PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES -42 - JUNE 15, 1992 3. DOTR 92-25 - Traffic Control - Centre Ward (Cont'd) That the existing controls be reversed to require north and southbound traffic on Mansion Street to stop at Dunham Avenue, and further, That the existing controls be reversed to require east and westbound traffic on Locust Street to stop at Mansion Street, and further, That the existing controls be reversed to require north and southbound traffic on Mansion Street to stop at Chestnut Street, and further, That the existing yield control be replaced with a stop control at Dumfries Avenue at Stirling Avenue, and further, That the Uniform Traffic By-law be amended accordingly." 4. DOTR 92-26 - Street Party - Ca¥1e¥ Court The Committee considered a report requesting that Cayley Court be closed on August 15, 1992 to allow the residents to hold a street party. Following further discussion and on motion by Alderman T. Galloway - it was resolved: "That Cayley Court be closed on Saturday, August 15, 1992, with a rain date of Saturday, August 22, 1992, for the purpose of a street party and that the appropriate by-law under Section 352(61) of the Municipal Act be enacted, and further, That the expenditure to accommodate this event be charged to the appropriate account number." 5.Water Leaks - Private Sector Mr. E. Kovacs advised the Committee that the water system is presently being surveyed in order to find any leaks. To date, leaks have been found on both the publicly and privately owned portions of the system. It is anticipated that 10 to 15 leaks will be discovered on private property. The report, as presented, recommends that these leaks on private property be repaired at no charge to the customer. Concern was expressed regarding the costs involved and whether or not a dangerous precedent may be established. In this regard, it was noted that the average cost to repair a leak would be approximately $500.00 and it was noted that this program is being recommended as a one time policy only. It was further noted that these leaks will be located ahead of the water meter and, accordingly, there is no incentive for the property owner to undertake the repairs. The customer is not paying for the water that is lost, however, there is a cost to the City for this water. The suggestion was made that possibly the City should consider a policy of repairing all leaks of this nature, particularly in older dwellings, since this would create a financial benefit to the City. Following further discussion and on motion by Alderman C. Weylie - it was resolved: "That, as a one time policy, leaks on the private portion of water service laterals detected through the 1991/1992 leak survey contracts be repaired by Utilities Staff at no charge to the customer, and further, That the Director of Utilities be directed to prepare a report containing a policy which would result in the City paying to repair all water service leaks located on private property for homes having reached a specific age, with such a report to be filed with the Public Works and Transportation Committee by not later than the end of November 1992." PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES -43 - JUNE 15, 1992 6.Kolb Drain - Consultants The Committee was advised that in 1977 the realignment of the Kolb Drain between Smetana Drive and Forwell Road was recommended. Since that time the City has been proceeding with land acquisitions to make this realignment possible. It is now in order to engage a consulting engineer and it is suggested that it would be beneficial for the City to use the consulting engineer that has been retained by Marway Developments & Enterprises Ltd. who own adjacent lands. The Committee was advised that it is being recommended that the consultant selection process be waived so that Cumming Cockburn Limited can be retained in this regard. On motion by His Worship Mayor D. Cardillo - it was resolved: "That the consultant selection process be waived and that the firm of Cumming Cockburn Limited be retained to provide predesign, design and contract administration services for the construction of the Kolb Drain and section of trunk sanitary sewer from Smetana Drive to Forwell Road." Alderman J. Ziegler entered the meeting at this time. 7.Public Works Department - Proiects in Proqress For information purposes the Committee received a report outlining Engineering and Utilities Divisions projects presently in progress. In regard to the Royal Orchard Flooding Study it was noted that consultants will be retained within the next couple of weeks. 8.Huron Natural Park Alderman G. Lorentz advised that he had taken part in the walking tour of this natural park which was arranged by Alderman T. Galloway. It was noted that there is a great deal of pollution on the subject lands caused by illegal dumping. There are also problems created because these lands are used by the owners of trail bikes. It was noted that this area has been cleaned up by staff on several occasions, however, it is difficult to control the access to the site because of its size and the number of access points. Staff will continue to monitor the situation regarding these lands. 9. Adiournment On motion, the meeting adjourned at 9:35 a.m. L.F. Parkhouse Deputy City Clerk
